MILITARY CONTACT PLAN
Secretary of Defense William J. Perry and his Russian counterpart General of
the Army Pavel Grachev signed a program of defense and military contacts for
1996 during their bilateral meeting in Brussels on November 28, 1995.
This annual plan is based on a Memorandum of Understanding and Cooperation on
Defense and Military relations between the U.S. Department of Defense and the
Russian Ministry of Defense which was signed on September 8, 1993.
The 1996 plan consists of over 40 events including a series of military
exercises ranging from search and rescue operations and theater missile defense
to peacekeeping missions. In addition, the 1996 plan will continue to foster
aircraft and ship visits, discussions between defense and military staffs, and
instructor/student exchanges at war colleges.
The military contacts program, which is a part of the overall plan, was signed
by General John M. Shalikashvili, Chairman of the Joint Chiefs of Staff and
his Russian counterpart General Mikhail P. Kolesnikov in Moscow on November 18,
1995.
