Secretary of Defense Donald H. Rumsfeld announced today that the president has nominated Navy Rear Adm. James D. McArthur, Jr., for appointment to the rank of vice admiral and assignment as commander, Naval Network Warfare Command, Norfolk, Va. McArthur is currently serving as director, J-3, U.S. Strategic Command, Offutt Air Force Base, Neb.

Secretary of Defense Donald H. Rumsfeld announced today that the president has nominated Army Reserve Brig. Gen. Conrad W. Ponder, Jr., for appointment to the rank of major general. Ponder is currently serving as chief integration officer (individual mobilization augmentee), Office of the Chief Information Officer, G-6, U.S. Army, Washington, D.C.
BRIGADIER GENERAL
Secretary of Defense Donald H. Rumsfeld announced today that the president has nominated Army Reserve Col. George J. Smith for appointment to the rank of brigadier general. Smith is currently serving as deputy commander, 311th Theater Signal Command, Fort George G. Meade, Md.
