The Office of the Deputy Assistant Secretary of Defense for Humanitarian and
Refugee Affairs will host its Humanitarian and Civic Assistance (HCA) Program
Conference at the Embassy Suites, Crystal City, March 22-23, 1995.
The purpose of the conference is to provide a forum for Department, Joint Staff
and unified command officials to discuss and advance HCA funding, policy and
program initiatives.
Military units may perform HCA activities while deployed overseas for training,
readiness exercises or operations. HCA programs provide U.S. and foreign
militaries the opportunity to improve a country's economic and social
infrastructure, demonstrate their regard for human rights and show respect for
local and national civilian authorities.
HCA activities may include rudimentary construction and repair of public
facilities, surface transportation systems and basic sanitation facilities.
They may also entail medical, dental and veterinary care in rural areas of a
country.
