ARMY
Texas Instruments Inc., McKinney, Texas, is being awarded
$9,383,775 of a $98,349,922 firm fixed price multi-year contract
for Low Rate Initial Production (LRIP) of the NV-80 B-KIT 2nd
Generation Forward Looking Infrared (FLIR) and Commanders'
Independent Thermal Viewer (CITV), cables, options and spares.
Work will be performed in McKinney, Texas, and is expected to be
completed by March 30, 2001.
Contract funds will not expire at
the end of the current fiscal year.
This is a sole source
contract initiated on Dec. 17, 1996.
The contracting activity is
the U.S. Army Communications & Electronics Command, Ft. Monmouth,
N.J. (DAAB07-97-C-J431).
Lobar Inc., Dillsburg, Pa., is being awarded a $5,449,200
firm fixed price contract for construction of three buildings at
the State College Air National Guard Station.
The project
includes a two-story Operations and Training Building with office
space and electronic maintenance areas; and two single-story
buildings -- an office and open work area Joint Vehicle and
Aerospace Ground Equipment building and a supply and facility
warehouse.
Work will be performed in State College, Pa., and is
expected to be completed by Jan. 26, 1996.
Contract funds will
not expire at the end of the current fiscal year.
There were 19
bids solicited on Nov. 5, 1996, and nine bids were received.
The
contracting activity is the National Guard Bureau, Annville, Pa.
(DAHA36-97-C-0003).
AIR FORCE
ARINC, Inc., Annapolis, Md., is being awarded a $16,718,543
face value increase to a cost plus fixed fee contract to provide
for logistics support and educational training services in
support of aircraft maintenance for the Taiwan Air Force from
July 1996 through June 2000.
The work will be performed at
various locations in Taiwan.
Contract is expected to be
completed June 2000.
Contract funds will not expire at the end
of the current fiscal year.
This effort supports foreign
military sales to Taiwan.
Aeronautical Systems Center, Wright-
Patterson AFB, Ohio, is the contracting activity (F33600-96/C-
0098).

NAVY
Newport News Shipbuilding, Newport News, Va., is being
awarded a $71,932,340 cost-plus-fixed-fee contract to provide
planning yard and design support for all SSN 688 and SSN/SSBN
Class operational submarines.
Efforts will also include design
and planning yard services for SEAWOLF Class Submarines (with the
exception of certain engine room and reactor compartment
systems).
Work will be performed in Newport News, Va., and is
expected to be completed by September 1997.
Contract funds in
the amount of $35,966,170 will expire at the end of the current
fiscal year.
This contract was not competitively procured.
The
Naval Sea Systems Command, Arlington, Va., is the contracting
activity (N00024-97-C-2103).
The Department of Defense intends to exercise the option for
contract N68939-96-D-0010, which was awarded to American
Management Systems (AMS), of Fairfax, Va. in August 1996.
The
AMS contract has one base year period and nine one-year options.
The contract is a fixed-price, indefinite-delivery, indefinite-
quantity contract for procurement software, software support,
related products and services necessary to deploy and maintain
this DoD procurement system at approximately 900 DoD Procurement
activities throughout the world.
Work will be performed in
Fairfax, Va., and is expected to be completed by August 2006.
Contract funds in the amount of $4,517,130 will expire at the end
of the current fiscal year.
This decision comes as a result of a
seven month evaluation of AMS and Dyncorp I&ET.
The maximum
value of this contract effort is the Delegation Procurement
Authority value of $241,226,761 less the amount of funds
obligated against the base year of the Dyncorp contract.
The
Naval Information Systems Management Center, Washington, D.C., is
the contracting activity.
