CONTRACTS
Shamrock Foods, Commerce City, Colo., is being awarded a
$9,125,000 firm fixed price indefinite quantity contract for full
line service food distribution under the Prime Vendor program.
Ninety six proposals were solicited and four were received. Work
is expected to be completed by May 3, 1998. Funds will not
expire at the end of the fiscal year. The Defense Personnel
Support Center, Philadelphia, Pa., is the contracting activity
(SP0300-97-D-2942).
J. W. Holding Group & Associates Inc.*, Gary, Ind., is being
awarded a $18,677,782 firm fixed price indefinite quantity
contract for food and beverage items. Ten proposals were
solicited and three were received. Work will be performed in
Gary, Ind.; Cloquet, Minn.; and Albany, N.Y., and is expected to
be completed Nov. 23, 1997. Funds will not expire at the end of
the fiscal year. The Defense Personnel Support Center,
Philadelphia, Pa., is the contracting activity (SP0300-96-D-
2907).
ARMY
Michigan Biologic Products Institute, Lansing, Mich., was
awarded on May 1, 1997, a firm-fixed-price contract with a
cumulative total of $47,582,545 (appropriation number and dollar
value will be issued with each delivery order) for testing and
shipment of Anthrax vaccine, Botulism vaccine, Botulism
Pentvalaent vaccine and Botulism Monovalents. Work will be
performed in Lansing, Mich., and is expected to be completed by
Sept. 31, 1997 (with 5 option periods not to exceed 5 years).
Contract funds will not expire at the end of the current fiscal
year. This is a sole source contract initiated on Jan. 11, 1995.
The contracting activity is the U.S. Army Medical Research
Acquisition Activity, Frederick, Md. (DAMD17-97-D-0003).
California Microwave/Airborne Systems Integration Division,
Belcamp, Md., was awarded on April 30, 1997, a $5,161,946
increment as part of a $22,721,911 modification to a $219,436,630
cost-plus-award-fee/firm-fixed price contract for implementation
of aircraft baseline modifications into two recently acquired
Airborne Reconnaissance Low - Multifunction (ARL-M) aircraft.
Work will be performed in Hagerstown, Md. (90%) and Belcamp, Md.,
(10%), and is expected to be completed by Sept. 30, 2001.
Contracts funds will not expire at the end of the current fiscal
year. There were 10 bids solicited on Jan. 11, 1990, and 3 bids
received. The contracting activity is the U.S. Army
Communications and Electronics Command , Warrenton, Va.(DAAB10-90-
C-7068).

AIR FORCE
Chromalloy Gas Turbine Corp., Carson City, Nev., is being
awarded a $7,828,565 firm fixed price contract to provide for
repair and overhaul of (best estimated quantities) 15,288 First
Stage Blades and 16,242 Second Stage Blades applicable to the TF-
39 engine on the C-5 aircraft. Contract is expected to be
completed January 1998. Contract funds will not expire at the
end of the current fiscal year. There were ten firms solicited
and two proposals received. Solicitation began June 1996;
negotiations were completed April 1997. San Antonio Air
Logistics Center, Kelly AFB, Texas, is the contracting activity
(F41608-97/D-0503).
International Data Products, Gaithersburg, Md., is being
awarded a $729,010,929 firm fixed price contract to provide for
an estimated 360,000 computer systems including portables,
desktop systems, advanced desktops, software, peripherals, and
upgrades, including life cycle support services. This effort is
part of the Desktop V procurement. Funds will be obligated as
individual delivery orders are issued. At this time, $120,000 of
the contract funds have been obligated. Contract is expected to
be completed May 2002. Contract funds will not expire at the end
of the current fiscal year. There were 118 firms solicited and
10 proposals received. Solicitation began July 1995;
negotiations were completed October 1996. Standard Systems
Group, Maxwell AFB, Ala., is the contracting activity (F1620-97/D-
0001).
Surrey Satellite Technology Limited, Guildford, Surrey,
England, is being awarded a $5,154,584 firm fixed price contract
to provide for one spaceflight package including spacecraft
hardware, mission planning and payload integration services,
launch, and on-orbit operation. This effort will provide
spaceflight for small experiment packages prioritized by the
Department of Defense Space Experiments Review Board. This
acquisition is being accomplished under the Foreign Comparative
Test Program. Launch performance will be subcontracted to a
contractor in the United States. Contract is expected to be
completed November 1999. Contract funds will not expire at the
end of the current fiscal year. There was one firms solicited
and one proposal received. Solicitation began February 1997;
negotiations were completed April 1997. Space and Missile
Systems Center, Los Angeles, Calif., is the contracting activity
(F29601-97/C-0018).
McDonnell Douglas Training Systems, St. Louis, Mo., is being
awarded a $19,775,869 face value increase to a firm fixed price
contract to provide for one Aircrew Training Systems applicable
to the C-17 aircraft, including hardware, software, courseware,
and data. The work will be performed at McDonnell Douglas
Training Systems, St. Louis, Mo. (35%) and FlightSafety
International Corp., Broken Arrow, Oklahoma (65%). Contract is
expected to be completed January 2001. Contract funds will not
expire at the end of the current fiscal year. Aeronautical
Systems Center, Wright-Patterson AFB, Ohio, is the contracting
activity (F33657-88/C-0029, P00084).

NAVY
Bell-Boeing Joint Program Office, Arlington, Va., is being
awarded a $38,500,000 modification to previously awarded contract
N00019-96-C-0006 for the development, verification and validation
of battle damage and peacetime repair processes and procedures
for the V-22 aircraft. Work will be performed in Fort Worth,
Texas (73%), and Ridley Park, Pa. (27%), and is expected to be
completed by March 2002. Contract funds would not have expired
at the end of the current fiscal year. The Naval Air Systems
Command, Arlington, Va., is the contracting activity.
Fletcher Pacific Construction Co., Limited, Honolulu,
Hawaii, is being awarded a $25,085,000 firm-fixed-price contract
for the construction of low rise Bachelor Enlisted Quarters
(BEQ), recreation building, and parking structures at the Naval
Submarine Base, Pearl Harbor, Hawaii. Work will be performed on
the Island of Oahu, Hawaii, and is expected to be completed by
January 1999. Contract funds will not expire at the end of the
current fiscal year. This contract was competitively procured
having 78 proposals solicited and eight offers received. The
Naval Facilities Engineering Command, Pacific Division, Pearl
Harbor, Hawaii, is the contracting activity (N62742-95-C-1334).
