CONTRACTS
Potomac Institute of Policy Studies, Arlington, Va., was
awarded on May 2, 1997, a $6,086,036 (estimated) firm-fixed
requirements contract for research and development for the
Defense Advanced Research Projects Agency, entitled Technology
Development and Insertion Research Projects. Work will be
performed in Arlington, Va., and is expected to be completed by
May 1, 2000. There was an announcement in the Commerce Business
Daily on Dec. 20, 1996, and one bid was received. The
contracting activity is the U.S. Army Training & Doctrine
Command, Fort Huachuca, Ariz. (DABT63-97-D-0009).
NAVY
Bath Iron Works Corp. (BIW), Bath, Maine, and Ingalls
Shipbuilding, Inc. (ISI), Pascagoula, Miss., are each being
awarded a $164,700,000 not-to-exceed (NTE) letter contract for
combined acquisition of Advance Procurement (AP) Economic Order
Quantity (EOQ) equipment in support of the anticipated fiscal
year (FY) 98 through FY 01 twelve ship multiyear procurement for
DDG 51 Class AEGIS Destroyers, DDG 89 through DDG 100. Work will
be performed in Bath, Maine, and Pascagoula, Miss. Work is
expected to be completed by the end of December 2005. Contract
funds will not expire at the end of the current fiscal year.
This contract was not competitively procured. The Naval Sea
Systems Command, Arlington, Va., is the contracting activity

Advanced Engineering & Research Associates, Inc., Arlington,
Va., is being awarded a $5,922,070 cost-plus-fixed-fee contract
for 200,000 man-hours of contract support engineering services
for Hull, Mechanical and Electrical Systems for U.S. Navy surface
ships and submarines. Work will be performed in Arlington, Va.
(81.16%), New York, N.Y. (12.74%), Alexandria, Va. (3.15%),
Chantilly, Va. (1.05%), Annapolis, Md. (.98%), and Newton Upper
Falls, Maine (.6%), and is expected to be completed by the end of
April 1998. Contract funds in the amount of $1,500,000 will
expire at the end of the current fiscal year. This contract was
competitively procured with 160 proposals solicited and four
offers received. The Naval Sea Systems Command, Arlington, Va.,
is the contracting activity (N00024-97-C-4155).
Hughes Aircraft Co., Weapons Systems Segment, Fullerton,
Calif., is being awarded a $13,054,093 modification for advance
procurement/long lead material for AN/UYQ-21 unmanned equipment
to support U.S. Navy (67%) and the government of Spain (33%)
under the Foreign Military Sales (FMS) Program. Work will be
performed in Fullerton, Calif., and is expected to be completed
by the end of September 1997. Contract funds will not expire at
the end of the current fiscal year. The Naval Sea Systems
Command, Arlington, Va., is the contracting activity (N00024-96-C-
5167).
Lockheed Martin Tactical Defense Systems, Eagan, Minn., is
being awarded a $5,002,523 cost-plus-fixed-fee, indefinite-
delivery/indefinite-quantity contract for Combat Systems Software
Support. This contract includes options which, if exercised,
would bring the cumulative value of the entire contract to
$25,862,496. Work will be performed in Norfolk, Va. (75%), and
Virginia Beach, Va. (25%), and is expected to be completed by the
end of May 1998. Contract funds will not expire at the end of
the current fiscal year. This contract was competitively
procured with 96 proposals solicited and one offer received. The
Port Hueneme Division Naval Surface Warfare Center, Port
Hueneme, Calif., is the contracting activity (N63394-97-D-2213).
