CONTRACTS
Refinery Associates of Texas, Inc.*, New Braunfels, Texas,
is being awarded a $38,237,000 fixed price with economic price
adjustment contract for JP8 aviation turbine fuel. Eighty four
proposals were solicited and 16 were received. Work will be
performed in Berre, France; and is expected to be completed by
June 30 1998. Funds will not expire at the end of the fiscal
year. The Defense Fuel Supply Center, Fort Belvoir, Va., is the
contracting activity (SP0600-97-D-0493).
ARMY
Lockheed Martin, Tactical Defense Systems, Huntsville, Ala.,
is being awarded a delivery order amount of $3,000,000 as part of
a $34,828,289 firm fixed price, indefinite delivery/indefinite
quantity contract for a base year and four option years for site
survey validation, site specific design (concept), and a site
specific design (final)/site installation of the Integrated
Commercial Intrusion Detection System (ICIDS II). The ICIDS
provides a means for installations to detect, assess, and respond
as necessary to unauthorized entry or intrusion of facilities.
The ICIDS II will consist of commercially available interior
sensors, a primary monitor console, remote status monitors, and
remote area data collectors. Work will be performed in
Huntsville, Ala., and is expected to be completed by May 23,
2002. Contract funds will not expire at the end of the current
fiscal year. There were 111 bids solicited on Nov. 4, 1996, and
five bids were received. The contracting activity is the U.S.
Army Communications and Electronics Command, Fort Monmouth, N.J.
(DAAB07-97-D-6001).
Foster Wheeler Environmental Corp., Lakewood, Colo., is
being awarded an indefinite delivery/indefinite quantity task
order contract with a not-to-exceed total program cost of
$1,200,000,000 to provide program management for environmental
restoration of Rocky Mountain Arsenal. Work will be performed in
Commerce City, Colo., and is expected to be completed by Sept.
30, 2011. There were 120 bids solicited on Aug. 30, 1996, and
nine bids were received. The contracting activity is the U.S.
Army Chemical and Biological Defense Command, Commerce City,
Colo. (DAAM02-97-D-0012).
Hensel Phelps Construction Co., Pflugerville, Texas, is
being awarded a $160,099,570 firm fixed price construction
contract with a cumulative total of $170,384,570 if all options
are exercised. The construction services are in support of the
Base Realignment and Closure Commission 95 activities at Fort
Leonard Wood, which includes construction of the following: a
General Instruction and Applied Instruction Facility to meet the
training requirements of the U.S. Army Chemical and Military
Police schools. The facility will provide general instruction
space, applied instruction space, technical libraries, FOX
simulator bays, an armored security vehicle mock-up training
area, FOX VOS25 trainer and FOX MM1 trainer areas, observation
classroom, computer labs, communication facility, a Dragon
Warfighter simulator center, a 45-person maneuver control system
lab, and supply and storage areas and secure vault. The Chemical
Decontamination Training Facility is a toxic-agent applied
instruction facility to allow realistic training of military
personnel in the detection, identification and decontamination of
personnel, personal equipment and unity equipment. The
unaccompanied enlisted personnel housing consists of the
construction of twelve barracks, three soldier community
buildings, one Company Operations Facility, and an 800-man dining
facility; and will include storage areas, administration offices,
and a lobby. The General Officers Quarters includes construction
of two 2,100 sq. feet general officer family housing units.
Supporting facilities include utilities, driveways, exterior
lighting, walkways, information systems, and site improvements.
Work will be performed at Fort Leonard Wood, Mo., and is expected
to be completed by April 30, 1999. Contract funds will not
expire at the end of the current fiscal year. There were 1021
bids solicited on Nov. 15, 1996, and eight bids were received.
The contracting activity is the U.S. Army Corps of Engineers,
Kansas City, Mo. (DACA41-97-C-0019).
American Service Contractors*, LP, Smithville, Tenn., is
being awarded a $2,766,387 increment as part of an $11,065,548
fixed price plus award fee contract (if all options are
exercised, potential value will be $55,416,093), for dining
facility operations, and the hiring of attendants and cooks for
Fort Benning, Ga., and Eglin Air Force Base, Fla. Work will be
performed at Fort Benning, Ga. (90%), Dahlonega, Ga. (5%), and
Eglin Air Force Base, Fla. (5%), and is expected to be completed
by June 30, 1998 (with four option years possible). Of the total
contract funds, $2,766,387 will expire at the end of the current
fiscal year. There were 198 bids solicited on Sept. 29, 1995, and
twelve bids were received. The contracting activity is the U.S.
Army Training and Doctrine Command, Ft. Benning, Ga. (DABT10-97-C-
0014).
ITT Corp., Aerospace/Communications Division, Fort Wayne,
Ind., is being awarded a $21,518,716 modification to a firm fixed
price contract for Single Channel Ground and Airborne Radio
System (SINCGARS) Airborne Production Radios AN/GRC-201, retrofit
kits and spare parts. Work will be performed in Fort Wayne,
Ind., and is expected to be completed by May 30, 1999. Contract
funds will not expire at the end of the current fiscal year.
This is a sole source contract initiated on July 2, 1993. The
contracting activity is the U.S. Army Communications and
Electronics Command, Ft. Monmouth, N.J. (DAAB07-94-C-C403).
NAVY
FSEC, Inc.,* Pasadena, Calif., is being awarded a $7,057,197
firm-fixed-price, lump-sum contract for the design, engineering
and construction of a Tactical Vehicle Maintenance Facility
(TVMF) in the 21 Area at Marine Corps Base, Camp Pendleton,
Oceanside, Calif. Work will be performed in Oceanside, Calif.,
and is expected to be completed by November 1998. Contract funds
will expire at the end of the current fiscal year. This contract
was competitively procured with 84 proposals and six offers
received. The Naval Facilities Engineering Command, Southwest
Division, San Diego, Calif., is the contracting activity (N68711-
94-C-1698).
Sabreliner Corp., St. Louis, Miss., is being awarded a
$42,500,000 firm-fixed-price contract to procure 17 T-39N
aircraft, related mission support equipment, peculiar spares,
data, and one ground-based training system for the Undergraduate
Flight Officer Training Program. Work will be performed in
Pensacola, Fla. (87%), and Perryville, Miss. (13%), and is
expected to be completed by September 1998. Contract funds would
not have expired at the end of the current fiscal year. This
contract was not competitively procured. The Naval Air Systems
Command, Arlington, Va., is the contracting activity (N00019-97-C-
0075).
Newport News Shipbuilding and Dry Dock, Newport News, Va.,
is being awarded a $25,574,410 firm-fixed-price order against a
basic ordering agreement for the procurement of spare parts in
support of the USS Nimitz (CVN 68) Class Aircraft Carrier Planned
Equipment Replacement Program. Work will be performed in Newport
News, Va., and is expected to be completed by December 1999.
Contract funds will not expire at the end of the current fiscal
year. This contract was competitively procured with 13 proposals
solicited and one offer was received. The Naval Inventory
Control Point, Mechanicsburg, Pa., is the contracting activity

Bell-Boeing Joint Program Office, Arlington, Va., is being
awarded a $25,040,452 ceiling-priced order to procure 1,150 line
items of low rate initial production lot 1 spare parts for the V-
22 Osprey. Work will be performed in Ridley Park, Pa. (38%), and
Fort Worth, Texas (62%), and is expected to be completed by May
1999. Contract funds will expire at the end of the current
fiscal year. This contract was not competitively procured. The
Naval Inventory Control Point, Philadelphia, Pa., is the
contracting activity (N00383-97-G-002N) (Order 0003).
National Steel and Shipbuilding Company (NASSCO), San Diego,
Calif., is being awarded a $226,980,586 modification to
previously awarded contract N00024-93-C-2203 to provide for the
construction of one Strategic Sealift Ship, Provisioning
Technical Documentation (PTD), technical manuals, crew
orientation and familiarization, data, and up to 45 days of
pierside services for the ship. Work will be performed in San
Diego, Calif., and is expected to be completed by April 2001.
Contract funds will not expire at the end of the current fiscal
year. The Naval Sea Systems Command, Arlington, Va., is the
contracting activity.
Avondale Industries, Inc., Shipyard Division, New Orleans,
La., is being awarded a modification to previously awarded
contract N00024-93-C-2205. This contains two options; the first
a fiscal year 1998 option for Long Lead Time Materials; the
second is a fiscal year 1998 option for construction of one
Strategic Sealift Ship, Provisioning Technical Documentation
(PTD), technical manuals, crew orientation and familiarization,
data, and up to 45 days of pierside services for the ship. The
options, when exercised, increase the value of the contract by
$228.2 million. Work will be performed in New Orleans, La. The
Naval Sea Systems Command, Arlington, Va., is the contracting
activity.
AIR FORCE
G.M. Crisalli & Assoc., Syracuse, N.Y., is being awarded a
$10,000,000 firm fixed price contract to provide for the
Simplified Acquisition of Base Engineering Requirements for the
Rome Laboratory, Rome, N.Y., and associated sites. This SABER
contract provides for the accomplishment of minor construction
tasks. Funds will be obligated as delivery orders are issued.
Contract is expected to be completed September 1997. At this
time, $169,000 of the contract funds are obligated. Contract
funds will not expire at the end of the current fiscal year.
There were 59 firms solicited and 10 proposals received.
Solicitation began December 1996; negotiations were completed
April 1997. Rome Laboratory, Rome, N.Y., is the contracting
activity (F30602-97/D-5002).
Lockheed Martin Tactical Defense Systems, St. Paul,
Minnesota, is being awarded a $5,634,664 firm fixed price
contract to provide for three Air Sovereignty Operation Centers.
These devices, designed for host country operation centers,
coordinate data traffic from air traffic control centers to the
operations center. Contract is expected to be completed June
2000. Contract funds will not expire at the end of the current
fiscal year. There were five proposals received. Solicitation
began December 1996; negotiations were completed May 1997. This
effort supports foreign military sales to Poland, Romania, and
the Czech Republic. Electronic Systems Center, Hanscom AFB,
Mass., is the contracting activity (F19628-97/C-0070).
Boeing North American, Inc., Seal Beach, Calif., is being
awarded a $21,211,735 face value increase to a cost plus award
fee contract to accelerate production by three months of seven
Global Positioning System/Communication and Navigation
System/Joint Direct Attack Munition integration kits applicable
to the B-1B aircraft. Contract is expected to be completed
December 1998. At this time, $1,394,000 of the contract funds
have been obligated. Contract funds will not expire at the end
of the current fiscal year. Aeronautical Systems Center, Wright-
Patterson AFB, Ohio, is the contracting activity (F33657-94/C-

Westinghouse Electric Corp., Baltimore, Maryland, is being
awarded a $10,400,000 face value increase to a firm fixed price
contract to provide for 26 line items of Mid-Life Update
Production Spares in support of the AN/AP-66(V)2 Fire Control
Radar on the F-16 aircraft. The work will be performed at
Westinghouse Electric Corp., Baltimore, Md. (69%) and Thomson-CSF
Electronics Belgium, Tubize, Belgium (31%). Contract is expected
to be completed June 1998. Contract funds will not expire at the
end of the current fiscal year. This effort supports foreign
military sales to Belgium, the Netherlands, Denmark, and Norway
Aeronautical Systems Center, Wright-Patterson AFB, Ohio, is the
contracting activity (F33657-93/C-2016, P0003).
General Electric Co., Cincinnati, Ohio, is being awarded a
$22,825,878 face value increase to a firm fixed price contract to
provide for six F110-GE-129 engines in support of the F-16
aircraft. Contract is expected to be completed December 1998.
