ARMY

Monarch Construction Co., Cincinnati, Ohio, was awarded on Feb. 9, 1998, $7,617,600 as part of a $9,287,600 firm-fixed-price contract to design/build and renovate the Acquisition Support Facility, Area B, at Wright Patterson Air Force Base. The contractor will provide a modern administrative facility for the Aeronautical Systems Center. The Acquisition Support Facility is a 1940's 3-story masonry structure located at the corner of Third and D Streets, and is physically connected to Buildings 11 and 16. Work for this contract is required on Buildings 11, 16 and 51, which will be unoccupied during construction. Contractor will provide all labor, equipment, supplies, consultant services and materials to design, renovate and rehabilitate the facility, making it complete and usable according to specifications. Interior renovation to Building 11A includes asbestos removal, relocation of interior non-load bearing walls, replacement of building utility systems, fire protection and interior finishes; and will include all new partition walls, furniture and supporting utility hookups. Exterior renovation includes roof replacement, utility upgrade and meeting historical preservation requirements. Work will be performed in Dayton, Ohio, and is expected to be completed by Aug. 1, 1999. Contract funds will not expire at the end of the current fiscal year. There were 92 bids solicited on Oct. 2, 1997, and six bids were received. The contracting activity is the U.S. Army Corps of Engineers, Louisville, Ky. (DACA27-98-C-0021).

Northrup Grumman, Linthicum, Md., is being awarded a $20,927,696 modification to a firm-fixed-price contract for 16 Synthetic Aperture Radar (SAR) Sets and two SAR spares. Work will be performed in Linthicum, Md., and is expected to be completed by March 30, 2000. Contract funds will not expire at the end of the current fiscal year. This is a sole source contract initiated on Nov. 18, 1997. The contracting activity is the U.S. Army Communications & Electronics Command, Ft. Monmouth, N.J. (DAAB07-97-C-J738).

AM General Corp., South Bend, Ind., is being awarded an $8,273,694 modification to a firm-fixed-price with economic price adjustments contract for 132 remanufactured two and one-half ton cargo trucks for the Extended Service Program. Work will be performed in South Bend,

Ind. (90%); and Livonia, Mich. (10%), and is expected to be completed by Aug. 31, 1998. Contract funds will not expire at the end of the current fiscal year. There were two bids solicited on Aug. 28, 1994, and two bids were received. The contracting activity is the U.S. Army Tank-automotive & Armaments Command, Warren, Mich. (DAAE07-93-C-R110).

Olin Corp., Winchester Division, Independence, Mo., is being awarded a $7,370,882 modification to a cost-plus-award-fee contract for the operation and maintenance of a government owned/contractor operated facility and production of small caliber ammunition to support troops in the field. Work will be performed at the Lake City Ammunition Plant, Independence, Mo., and is expected to be completed by Sept. 30, 1998. Of the total contract funds, $173,515 will expire at the end of the current fiscal year. This is a sole source contract initiated on Jan. 30, 1997. The contracting activity is the U.S. Army Armament, Munitions & Chemical Command, Rock Island, Ill. (DAAA09-91-Z-0009).

AIR FORCE

TRW Inc., San Diego, Calif., is being awarded an $8,600,000 indefinite-delivery/indefinite quantity contract to provide for concepts definition, simulation, and development in support of the Integrated Test Bed (ITB) program. The ITB is intended to be a multipurpose, integrated, modular facility to test and evaluate advanced avionics systems from design through integration and evaluation. Funds will be obligated as individual orders are issued. Contract is expected to be completed January 2003. There were 20 firms solicited and one proposal received. Solicitation began July 1997; negotiations were completed January 1998. Contract funds will not expire at the end of the current fiscal year. Wright Laboratory, Wright-Patterson AFB, Ohio, is the contracting activity (F33615-97/D-1049).

Lockheed Martin Corp., Ft. Worth, Texas, is being awarded an $8,661,048 requirements contract to provide for 1998-1999 engineering technical services in support of the F-16 aircraft. This effort supports foreign military sales to Bahrain, Egypt, Greece, Indonesia, Jordan, Korea, Thailand, Taiwan, Turkey, Venezuela, and Portugal. Contract is expected to be completed December 1999. There was one firm solicited and one proposal received. Solicitation began April 1997; negotiations were completed December 1997. Contract funds will not expire at the end of the current fiscal year. Aeronautical Systems Center, Wright-Patterson AFB, Ohio, is the contracting activity (F33600-98/D-0032).

Analytic Services, Inc., Arlington, Va., is being awarded a $14,024,527 face value increase to a cost-plus-fixed-fee contract to provide for 221 Members of the Technical Staff for 6 months of analytic and technical services in support of the Assistant Secretary of the Air Force for Acquisition's management of system production and development. Contract is expected to be completed June 1998. Contract funds will not expire at the end of the current fiscal year. Air Force Office of Scientific Research, Bolling AFB, D.C., is the contracting activity (F49620-91/C-0031, P00036).

Boeing Defense and Space Group, Seal Beach, Calif., is being awarded a $6,509,708 face value increase to a firm-fixed-price contract to provide for support equipment for the production of Block 11F Global Positioning System Satellites. Contract is expected to be completed April 2001. Contract funds will not expire at the end of the current fiscal year. Space and Missile Systems Center, Los Angeles, Calif. is the contracting activity (F04701-96/C09925, P00033).

The Boeing Co., Wichita, Kan., is being awarded a $12,998,797 face value increase to a firm-fixed-price contract to provide for Multipoint Refueling Systems applicable to the KC-135R aircraft. Contract is expected to be completed March 2000. Contract funds will not expire at the end of the current fiscal year. Aeronautical Systems Center, Wright-Patterson AFB, Ohio, is the contracting activity (F33657-95/C-0046).

NAVY

General Dynamics Advanced Technology Systems, Inc., Greensboro, N.C., is being awarded a not-to-exceed $19,718,070 letter contract for Extending the Littoral Battlespace Advanced Concept Technology Demonstration (ELB ACTD). Work will be performed in Greensboro, N.C., and is expected to be completed by September 1999. Contract funds will not expire at the end of the current fiscal year. This contract was competitively procured through a Broad Agency Announcement with four offers received. The Office of Naval Research, Arlington, Va., is the contracting activity (N00014-98-C-0174).

Raytheon TI Systems, McKinney, Texas, is being awarded an $18,738,153 modification to previously awarded contract N00019-95-C-0198 to exercise an option for non-recurring efforts associated with the upgrade of the AN/APS-134(V) 6 Radar to the AN/APS-137(V) 6 Inverse Synthetic Aperture Radar. These efforts include engineering, data prototyping, functional/ physical configuration audits, technical manuals, source data development, data collection, contractor engineering/technical support, integrated logistics support, spare and repair parts, and support and auxiliary equipment. Work will be performed in McKinney, Texas, and is expected to be completed in May 2000. Contract funds will not expire at the end of the fiscal year. The Naval Air Systems Command, Patuxent River, Md., is the contracting activity.

MW Builders, Inc., Temple, Texas, is being awarded an $18,320,000 firm-fixed-price contract for the demolition of four structures and the construction of a 6,000 gross square foot (GSF) maintenance control facility, a 3,057 GSF security police surveillance/reserve fire team facility, six concrete earthen missile igloos, a 7,000 inert storage facility, and a 34,000 GSF integrated maintenance facility at Barksdale Air Force Base. Work will be performed in Bossier Cite, La., and is expected to be completed by December 1999. Contract funds will not expire at the end of the current fiscal year. This contract was competitively procured with 37 proposals solicited and three offers received. The Naval Facilities Engineering Command, Southern Division, North Charleston, S.C., is the contracting activity (N62467-97-C-0795).

Francisco Levy Hijo, Inc.,* San Juan, Puerto Rico, is being awarded a $12,538,000 firm-fixed-price contract for Relocatable Over-the-Horizon Radar. Work will be performed at the Navy Ammunition Facility located in Viegues Island (61%), and Fort Allen, near the city of Juna Diaz, Puerto Rico (39%), and is expected to be completed by July 1999. Contract funds will not expire at the end of the current fiscal year. This contract was competitively procured with 11 proposals solicited and four offers received. The Naval Facilities Engineering Command, Atlantic Div., Norfolk, Va., is the contracting activity (N62470-95-C-5038).

Maxygen, Inc., Santa Clara, Calif., is awarded a grant totaling $5,642,294 for research and development using a powerful new platform technology - DNA shuffling - to develop novel genetic immunization protocols and to evolve a new generation of vaccine vectors for rapid and efficient delivery of pathogen antigens discovered by Expression Library Immunization (ELI). . Work will be performed in Santa Clara, Calif., and is expected to be completed by February 2001. Contract funds will not expire at the end of the current fiscal year. This grant was announced under a broad agency announcement with 43 proposals solicited and 43 offers received. The Space & Naval Warfare Systems Command's Systems Center Charleston, S.C., is the grant awarding activity (N65236-98-1-5401).
