AIR FORCE

JAYCOR, San Diego, Calif., is being awarded a $12,602,285 face value increase to a cost-plus-award-fee-contract to provide for operation and maintenance from June 1998 through February 2000 of the logistics support facility for the Commander-in-Chief Mobile Alternate Headquarters Program. Rockwell International Corp., Cedar Rapids, Iowa, is being awarded an $8,500,000 face value increase to a firm-fixed-price-contract to provide for engineering services and data to incorporate Receiver Autonomous Integrity Monitoring and Flight Management System enhancements into the Pacer CRAG (Communication, Radar and Global Positioning System) modification program for the KC-135 aircraft. Veda Inc., Alexandria, Va., is being awarded a $7,000,000 indefinite-delivery/indefinite-quantity with cost-plus-fixed-fee-contract to provide for the Sensor Technologies Integration Laboratory Environments program. This effort will design, develop, test, evaluate, and demonstrate Automatic Target Recognition and Sensor Fusion technology. Expected contract completion date is May, 2003. Lockheed Martin Corp., Santa Maria, Calif., was awarded on May 29, 1998, a $30,127,000 face value increase to a cost-plus-fixed-fee-contract to provide for various quantities of non-developmental items, including multiplexers, switch hubs, interface equipment, racks, and test equipment, in support of the Range Standardization and Automation program for the Eastern and Western Ranges. Expected contract completion date is May, 1999. Negotiation completion date was May 25, 1998. Lockheed Martin Corp., Santa Maria, Calif., was awarded on May 29, 1998, a $17,872,379 face value increase to a cost-plus-award-fee-contract to provide for hardware and software modifications to upgrade the real-time tracking capability of the Eastern Range. This effort supports the Range Standardization and Automation program for the Eastern Range. Expected contract completion date is April, 2000. Solicitation issue date was April 8, 1998. Negotiation completion date was May 20, 1998. Headquarters Space and Missile Systems Center, Los Angels, Calif., is the contracting activity (F04701-95-C-0029, P00036)

NAVY

Comptek Federal Systems Inc., Buffalo, N.Y., is being awarded a $10,502,814 modification to previously awarded contract N00024-97-C-6431 for 369,449 hours of engineering support for the Naval Sea Systems Command. The engineering effort will support tactical and operational feasibility assessments for a variety of ship classes and shipboard combat systems. Work will be performed in Arlington, Va., and is expected to be completed in May 1999. Contract funds will not expire at the end of the current fiscal year. The Naval Sea Systems Command, Arlington, Va., is the contracting activity.

  • Todd Pacific Shipyards Corporation, Seattle Division, Seattle, Wash., is being awarded
  • a $7,195,458 modification to previously awarded contract N00024-96-C-5800 to exercise an option for performance of the drydocking phased maintenance availability for USS SACRAMENTO (AOE-1). This option will entail repairs to shipboard equipment, hull and ship's systems, as well as the installation of a plastic waste disposal system. Work will be performed in Seattle, Wash., and is expected to be completed in August 1998. Contract funds

Rogers-Quinn Construction, Inc., Bonsall, Calif., is being awarded a $6,074,000 firm-fixed-price contract for furnishing all labor, approved materials, equipment, and incidental related work required to provide remodeling of Bachelor Enlisted Quarters, Building 848, at Naval Air Station, Lemoore, Calif. Work will be performed in Lemoore, Calif., and is expected to be completed in April 1999. Contract funds will not expire at the end of the current fiscal year. This contract was competitively procured with 49 proposals solicited and nine offers received. The Engineering Field Activity West, Naval Facilities Engineering Command, San Bruno, Calif., is the contracting activity (N62474-95-C-2525). NOTE: This contract was originally awarded to Roger-Quinn Construction Inc. on May 6, 1998. Subsequently, it was discovered that the solicitation did not include the provision that allows for an award to be made without discussions. It was determined that the award was improper and was rescinded and then continued procurement at the discussion phase.

ARMY

Harris Corp., Melbourne, Fla., was awarded on May 29, 1998, a $22,850,000 (base year total) firm-fixed-price/time-and-materials contract for modernization of AN/GSC-52 satellite terminals, to extend the life by 15-20 years. The cumulative total will be $89,962,310 if all options are exercised. Work will be performed in Melbourne, Fla., and is expected to be completed by May 26, 2008. Contract funds will not expire at the end of the current fiscal year. There was an announcement on the World Wide Web on Feb. 19, 1998, and one bid was received. The contracting activity is the U.S. Army Communications & Electronics Command, Ft. Monmouth, N.J. (DAAB07-98-C-A515).

Femme Comp Inc.*, Sterling, Va., is being awarded an increment (appropriation number and dollar value will be issued with each delivery order) as part of a $13,923,659 (phase-in/base total) cost-plus-fixed-fee, cost-plus-award-fee, indefinite delivery/indefinite quantity task order arrangement contract. The cumulative total will be $97,333,898, if all options are exercised. The contractor shall provide analytical, technical, operational and programmatic support in support of the definition, planning, development and execution of the Department of Defense satellite communications missions. This includes the development of architectures, vision statements and doctrine; program integration; rapid prototyping and limited procurement/production of satellite communications systems; operational support; testing; training; independent verification and validation; integrated logistics support; programmatic support, and analysis of emerging technologies. Work will be performed in Colorado Springs, Colo., and is expected to be completed by Sept. 30, 2004. There were 35 bids solicited on Feb. 18, 1998, and three bids were received. The contracting activity is the U.S. Army Space & Strategic Defense Command, Colorado Springs, Colo. (DASG62-98-D-0004).

Northern National Education Foundation*, Colorado Springs, Colo., is being awarded an increment (appropriation number and dollar value will be issued with each delivery order) as part of a $14,759,199 (phase-in/base total) cost-plus-fixed-fee, cost-plus-award-fee, indefinite delivery/indefinite quantity task order arrangement contract. The cumulative total will be $102,941,641, if all options are exercised. The contractor shall provide analytical, technical, operational and programmatic support in support of the definition, planning, development and execution of the Department of Defense satellite communications missions. This includes the development of architectures, vision statements and doctrine; program integration; rapid prototyping and limited procurement/production of satellite communications systems; operational support; testing; training; independent verification and validation; integrated logistics support; programmatic support, and analysis of emerging technologies. Work will be performed in Colorado Springs, Colo., and is expected to be completed by Sept. 30, 2004. There were 35 bids solicited on Feb. 18, 1998, and three bids were received.
