DEFENSE LOGISTICS AGENCY

Paramount Petroleum Corp.*, Paramount, Calif., is being awarded a $39,053,090 fixed-price-with-economic-price-adjustment contract for JP-8, jet fuel; and F76, marine diesel fuel. One hundred eighty-six proposals were solicited and thirty-four were received. Work will be performed in Lakewood, Calif.; and Carson, Calif., and is expected to be completed by Sept. 30, 1999. Funds will not expire at the end of the fiscal year. The Defense Energy Support Center, Fort Belvoir, Va., is the contracting activity (SPO600-98-D-0495).

Gary-Williams Energy Corporation*, Denver, Colo., is being awarded a $23,866,392 fixed-price-with-economic-price-adjustment contract for JP-8, jet fuel. One hundred eighty-six proposals were solicited and thirty-four were received. Work is expected to be completed by Sept. 30, 1999. Funds will not expire at the end of the fiscal year. ARMY

LOGIS-TECH Inc.*, Alexandria, Va., is being awarded $1,024,000 as part of a not-to-exceed $300,000,000 (total if all options are exercised) firm-fixed-price, indefinite delivery/indefinite quantity contract. The contractor shall furnish all plant, labor, equipment, materials and incidental construction necessary to provide turnkey Controlled Humidity Preservation (CHP) Program Applications. CHP is the process of storing select, operational equipment in environmentally controlled facilities, and to a lesser extent, provides dehumidification for a single system/vehicle. CHP consists of three components: long term preservation (LTP), modified long term preservation (MLTP), and operational preservation. In effect, normal scheduled maintenance and routine services for stored equipment may be delayed or deferred for a period of up to five years. The overall purpose of CHP is to reduce future maintenance backlog throughout the agency. Maintenance backlog is the result of technician shortages, constrained resources and increased fieldings of newer high-tech weapon systems such as the M1 Abrams, M2/M3 Bradley Fighting Vehicles, Multiple Rocket Launch Systems, etc. Work will be performed in Reisterstown, Md. (3.6%); Eleanor, W. Va. (46.8%); Rehoboth, Mass. (21.8%); and Fort Indiantown Gap, Pa. (27.8%), and at various locations throughout the

United States, its territories and overseas locations, and is expected to be completed by June 30, 2003. Contract funds will not expire at the end of the current fiscal year. There were nine bids solicited on Oct. 31, 1997, and three bids were received. The contracting activity is the National Guard Bureau, Acquisition Contracting Division, Falls Church, Va. A Relocation Solutions Management, Naperville, Ill., is being awarded a firm-fixed-price, indefinite delivery/indefinite quantity contract (appropriation number and dollar value will be issued with each delivery order), with a not-to-exceed cumulative total of $37,955,275. The Headquarters, Military Traffic Management Command (HQMTMC) will procure transportation and transportation-related services under the re-engineered Department of Defense Personal Property Pilot Program. Corporate-level moving services will be provided to service members to improve their quality of life. Approximately fifty percent of the outbound shipments from North Carolina, South Carolina and Florida Personal Property Shipping Offices will be destined to 13 locations inside the continental United States, and five locations outside of the continental United States. AIR FORCE

TRW, Inc., Redondo Beach, Calif., is being awarded a $5,221,175 technology-investment-agreement-contract ($2,610,545, Government portion; $2,610,630, Contractor portion) to provide for research and development to investigate Advanced Wideband Analog-to-Digital Converter Technology. This effort will support the development of next-generation channelized digital receivers for Electronic Warfare/Electronic Support measures applications. Expected contract completion date is January 1, 2002. Solicitation issue date was October 24, 1997. Negotiation completion date was August 13, 1998. Air Force Research Laboratory, Wright-Patterson AFB, Ohio, is the contracting activity (F33615-98-2-1238).

D & D Machinery and Sales, San Antonio, Texas, is being awarded a $7,108,633 face value increase to a firm-fixed-price-contract to provide for 24 Engine Trailers applicable to the F-117-PW-100 engine on the C-17 aircraft. The engine trailer permits transport of the engine and can be loaded into the hold of transport aircraft. There was one firm solicited and one proposal received. Expected contract completion date is November 1, 1999. Solicitation issue date was April 7, 1997. Negotiation completion date was July 2, 1998. San Antonio Air Logistics Center, Kelly AFB, Texas, is the contracting activity (F41608-97-C-0396-PZ0003).

NAVY

Data Links Solutions, Wayne, N.J., is being awarded a $29,679,510 modification to previously awarded contract N00039-96-C-0038 to exercise an option for the U.S. Air Force Multifunctional Information Distribution System - Fighter Data Link (MIDS-FDL) program. This option exercise is for the production of forty-six MIDS-FDL pilot production terminals, four each MIDS-FDL production spares terminals and MIDS-FDL pilot production warranty. The terminals will provide Air Force F-15 aircraft with Link 16 capable terminals that are secure and provide navigation and identification capabilities. Work will be performed in Cedar Rapids, Iowa (50%) and Wayne, N.J. (50%), and is expected to be completed in January 2001. Contract funds will not expire at the end of the current fiscal year. The Space and Naval Warfare Systems Command, San Diego, Calif., is the contracting activity.

Lockheed Martin Tactical Defense Systems, Inc., St. Paul, Minn., is being awarded a $7,411,917 modification to previously awarded contract N00019-94-C-0156 for the production and installation of 25 advanced imaging multi-spectral sensor systems, turret assemblies, A-kits, and the production and installation of 7 advanced imaging multi-spectral sensor subsystems into the P-3C aircraft. Work will be performed in Greenville, S.C. (65%), and Eagan, Minn. (35%), and is expected to be completed in December 2000. Contract funds will not expire at the end of the current fiscal year. The Naval Air Systems Command, Patuxent River, Md., is the contracting activity.
