ARMY

Oshkosh Truck Corp., Oshkosh, Wis., is being awarded a $38,859,246 modification to a firm-fixed-price contract for 145 M1070 Truck Tractors (part of the Heavy Equipment Transporter System). Work will be performed in Oshkosh**, Wis., and is expected to be completed by Dec. 30, 2000. Contract funds will not expire at the end of the current fiscal year. This is a sole source contract initiated on March 15, 1996. The contracting activity is the U.S. Army Tank-Automotive & Armaments Command, Warren, Mich. (DAAE07-96-C-X159).

Costello Construction of Maryland Inc.*, Columbia, Md., is being awarded a $5,201,500 firm-fixed-price contract for construction of a Physical Fitness Center. The center will contain a gymnasium; exercise, aerobics and weight rooms; four racquetball/handball courts; office, storage, supply spaces; locker rooms, showers, toilets and saunas. Site work shall include all necessary improvements and utilities plus access road and parking. Work will be performed at Fort Detrick, Md., and is expected to be completed by July 14, 2000. Contract funds will not expire at the end of the current fiscal year. There were 116 bids solicited on Nov. 3, 1998, and 12 bids were received. The contracting activity is the U.S. Army Corps of Engineers, Baltimore, Md. (DACA31-99-C-0007).

AIR FORCE

Time Warner Telecom, Greenwich Village, Colo., is being awarded a $17,936,417 firm-fixed-price contract to provide for local telephone service for business lines at Lackland AFB and Kelly AFB, both in Texas, for a period of five years. There were 10 firms solicited and three proposals received. Expected contract completion date is Jan. 15, 2004. Solicitation issue date was March 9, 1998. Negotiation completion date was Dec. 10, 1998. The 38th Engineering Installation Wing, Tinker AFB, Okla., is the contracting activity (F34609-98-H-5019/0002).

Lockheed Martin Command and Control Systems, Colorado Springs, Colo., is being awarded a $5,044,643 face value increase to a cost-plus-award-fee contract to provide for training support for the Theater Battle Management Core Systems. This effort includes training materials, software, personnel, and help desk support. Expected contract completion date is Sept. 30, 1999. Solicitation issue date was Oct. 28, 1998. Electronic Systems Center, Hanscom AFB, Mass., is the contracting activity (F19628-95-C-0143-P00204).

Spectrolab Inc., Sylmar, Calif., is being awarded a $5,818,183 Technology Investment Agreement ($2,907,979, Government Portion; $2,910,204, Contractor Portion) to provide for research to develop 35-40% efficient multijunction solar cells. These cells will more than double the end-of-life power output of existing government and commercial space power systems. This was a Broad Agency Announcement posted in the Commerce Business Daily. There were five proposals received. Expected contract completion date is January 2002. Solicitation issue date was Dec. 17, 1997. Negotiation completion date was Nov. 20, 1998. Air Force Research Laboratory, Kirtland AFB, NM, is the contracting activity (F29601-98-2-0207).

Lockheed Martin Corp., Fort Worth, Texas, is being awarded a $149,745,000 firm-fixed-price contract to provide for Mid-Life Upgrade kits, Service Life Improvement Program kits, and Time Compliance Technical Orders kits to upgrade 20 F-16A/B aircraft. This effort supports foreign military sales to Portugal. Expected contract completion date is July 2006. Solicitation issue date was May 21, 1998. Negotiation completion date was Jan. 15, 1999. Ogden Air Logistics Center, Hill AFB, Utah, is the contracting activity (F42620-99-C-0023).
