DEFENSE LOGISTICS AGENCY

Petroleum Traders Corp.*, Fort Wayne, Ind., is being awarded a $10,282,896 fixed-price-with-economic-price-adjustment contract for motor gasoline, distillate diesel fuel, and heating oil. Three hundred thirty-nine proposals were solicited, and 34 were received. Work will be performed in Washington, D.C.; Indiana; Kentucky; Maryland; Ohio; Tennessee; Virginia; and West Virginia, and is expected to be completed by July 31, 2002. The Defense Energy Support Center, Fort Belvoir, Va., is the contracting activity (SP0600-99-D-4218).

ARMY CIVIL WORKS - NON MILITARY

Great Lakes Dredge and Dock Co., Oak Brook, Ill, is being awarded a $1,000 increment as part of a $5,238,250 firm-fixed-price contract for maintenance dredging, a 46 ft. project at entrance channel (cut-in) to Kings Bay, Ga., and Fernandina Harbor, Fla. The contractor will perform mobilization/demobilization, dredging, excavation (unclassified), and turbidity monitoring/beach/tilling. Work will be performed in Kings Bay, Ga., and Fernandina , Fla., and is expected to be completed by Oct. 30, 1999. Contract funds will not expire at the end of the current fiscal year. There were 250 bids solicited on March 22, 1999, and three bids were received. The U.S. Army Corps of Engineers, Jacksonville, Fla., is the contracting activity (DACW17-99-C-0045).

NAVY

COMSAT Mobile Communications, Bethesda, Md., is being awarded a not-to-exceed $111,951,000 indefinite-delivery/indefinite-quantity contract for INMARSAT-B High Speed Data Channel leases. This contract will provide INMARSAT-B 64Kbps service to any of the eleven deployed battlegroup and their associated amphibious readiness groups. The contract also includes terrestrial connectivity to Navy points of presence in Norfolk, Va.; Wahiawa, Hawaii; and Naples, Italy. The service will be global, for ship-to-ship, ship-to-shore, and shore-to-ship communications. The service, Leased Channel Mode (LCM), will be used for voice, video, and data communications. The capability to provide emergency dial-up is also included.

The first delivery order was issued in the amount of $1,972,000. Work will be performed in Bethesda, Md.; Southbury, Conn.; Fucino, Italy; and Perth, Australia. Percentages of work by location will vary as U.S. Naval forces are deployed worldwide. The work is expected to be completed by November 1999. Contract funds in the amount of $1,972,000 will expire by the end of the current fiscal year. This contract was competitively procured via the internet with two offers received. The Space and Naval Warfare Systems Command, San Diego, Calif., is the contracting activity (N00039-99-D-3201).

  • McDonald Douglas Corp., a wholly owned subsidiary of the Boeing Co., St. Louis, Mo., is being awarded a $10,570,553 firm-fixed-price order against a previously issued basic ordering agreement for 219 retrofit kits and 47 installs for the trailing edge flaps and ailerons for the F-18C/D aircraft for the U.S. Navy (50 retrofit kits) as well as the governments of Australia (15 retrofit kits and five installs), Canada (110 retrofit kits), Finland (two retrofit kits), and Kuwait (42 retrofit kits and 42 installs). Work will be performed in St. Louis, Mo. (85%), and Mesa, Ariz. (15%), and is expected to be completed in September 2002. Contract funds will not expire at the end of the current fiscal year. This contract was not competitively procured. This contract combines the purchases of the U.S. Navy (26%) and the governments of Australia (5%), Canada (30%), Finland (.05%), and Kuwait (38.95%) under the Foreign Military Sales (FMS) Program. General Electric Co., Aircraft Engines Business Group, Lynn, Mass., is being awarded a $7,527,905 modification to previously awarded contract N00019-97-C-0114 to exercise an option for the procurement of FY 99 interim spares for the F/A-18E/F F-414-GE engine. Work will be performed in, Lynn, Mass. (58%); Evendale, Ohio (20%); Marion, Va. (5%); Rutland, Vt. (4%); Albuquerque, N. M. (4%); Madisonville, Ky. (4%); Hooksett, N.H. (3%); and Wilmington, N.C. (2%),and is expected to be completed in October 2000. Contract funds will not expire at the end of the current fiscal year. This contract was not competitively procured. The Naval Air Systems Command, Patuxent River, Md., is the contracting activity.

Baltimore Marine Industries, Baltimore, Md., is being awarded a $7,511,628 firm-fixed-price contract for the dry docking and overhaul of USNS Santa Barbara (T-AE 28) to be used for the specialized handling of palletized ammunition. This contract contains options, which, if exercised, will bring the total cumulative value of this contract to $9,196,666. Work will be performed in Baltimore, Md., and is expected to be completed by December 1999. Contract funds will not expire at the end of the current fiscal year. This contract was competitively procured with nine proposals solicited and six offers received. The Navy's Military Sealift Command, Washington, D.C., is the contracting activity (N31979-99-C-1004).

AIR FORCE

General Electric Company, Cincinnati, Ohio, is being awarded a $5,168,565 firm-fixed-price contract to provide for 14,895 stage-one low pressure turbine blades applicable to the F110 engines on the F-16 aircraft. There was one firm solicited and one proposal received. Expected contract completion date is July 31, 2000. Solicitation issue date was Aug. 26, 1998. Negotiation completion date was May 28, 1999. Oklahoma City Air Logistics Center, Tinker AFB, Okla., is the contracting activity (F34601-97-G-0002-0332).

United Technologies Corp., West Palm Beach, Fla., is being awarded a $9,111,261 firm-fixed-price contract to provide for 11,673 first-stage blades applicable to the F100 engines on the F-15 aircraft. There was one firm solicited and one proposal received. Expected contract completion date is 1,000 each per month beginning May 31, 2000, and to continue at the rate of 1,000 each per month thereafter until complete. Solicitation issue date was April 9, 1999. Negotiation completion date was May 24, 1999. San Antonio Air Logistics Center, Kelly AFB, Texas, is the contracting activity (F34601-98-G-0005-SADP).

The Boeing Company, Long Beach, Calif., is being awarded a $7,843,500 modification to a firm-fixed-price contract F34601-99-C-0129-P00001 to provide for 750 horizontal stabilizer spars in support of the B-1B aircraft. There was one firm solicited and one proposal received. Expected contract completion date is Sept. 30, 2002. Solicitation issue date was Dec. 23, 1998. Negotiation completion date was April 6, 1999. Oklahoma City Air Logistics Center, Tinker AFB, Okla., is the contracting activity.
