DEFENSE INFORMATION SYSTEMS AGENCY

GTE Government Systems Incorporated, Chantilly, Va., is being awarded a $400,000,000 firm-fixed-price, time-and-materials, and cost-plus-fixed-fee, indefinite delivery/indefinite quantity, task order contract for the Defense Information System Network, Network Management Support Services-Global/Network Engineering Contract (DNMSS-G/NEC) requirement. The contract is for a two-year base period with three one-year options and will obtain contractual support for engineering, program management, administration, maintenance and enhancement for the Defense Switched Network (DSN), Defense Red Switch Network (DRSN), Defense Integrated Management Support System (DIMSS) and the Integrated Network Management System (INMS). The requirement was solicited and awarded on a fully and openly competitive basis, with 316 contractors solicited and one offer received. The Defense Information Technology Contracting Organization, Scott AFB, Ill., is the contracting activity (DCA200-99-D-5011).

NAVY

Logicon, Inc., San Pedro, Calif., is being awarded a $53,000,000 modification to previously awarded contract N00019-98-C-0183 for the Phase II effort of the Joint Mission Planning Systems for Navy, Air Force and U.S. Special Operations Forces. The Joint Mission Planning System will provide mission-planning capabilities for the Navy, Air Force and U.S. Special Operations Forces into a scalable and extensible architecture which is compliant with the Defense Information Infrastructure Common Operating Environment, supports interservice collaboration, reduces life-cycle costs, and provides mission planning functionality in support of the Joint Chief's Vision 2010. Work will be performed in San Pedro, Calif., and is expected to be completed by December 2003. Contract funds will not expire at the end of the current fiscal year. This contract was competitively procured with two proposals solicited and two offers received. The Naval Air Systems Command, Patuxent River, Md., is the contracting activity.

ARMY

Lockheed Martin Tactical Systems Co., Akron, Ohio, is being awarded a $2,000,000 increment as part of a $7,924,985 cost-plus-fixed-fee contract with an estimated not-to-exceed cumulative total of $9,664,148 if all options are exercised. The contractor shall design and develop a passive thermal Longwave Infrared Hyperspectral Sensor (LWIR HSS) system to support broad area detection and queuing of camouflaged military targets and other targets that are difficult to detect. The LWIR HSS design will be a 90-day research and development effort for a quantity of one. The LWIR HSS system development will be a 21-month effort for a quantity of one. Work will be performed in Syosset, N.Y., and is expected to be completed by July 31, 2001. Contract funds will not expire at the end of the current fiscal year. There was an announcement on the World Wide Web on Jan. 29, 1999, and five bids were received. The U.S. Army Communications & Electronics Command, Ft. Monmouth, N.J., is the contracting activity (DAAB07-99-C-K751).

Marion Composites, Marion, Va., is being awarded a firm-fixed-price requirements contract (appropriation number and dollar value will be issued with each delivery order), with an estimated base year total of $12,017,513, and a cumulative total of $30,043,783 if all options are exercised. The contractor shall provide 50 Type III and Type IV Cargo Bed Covers with adapter kits, spare and repair parts, and supporting technical data during the base ordering period, followed by four options, each consisting of an estimated 300 Type III and 200 Type IV Cargo Bed Covers with adapter kits and spare and repair parts. Work will be performed in Marion, Va., and is expected to be completed by April 23, 1999. There was an announcement on the World Wide Web on Feb. 18, 1999, and four bids were received. The U.S. Army Test & Evaluation Command, Natick, Mass., is the contracting activity (DAAD16-99-D-1016).
