DEFENSE LOGISTICS AGENCY

Lion-Vallen Ltd Partnership, Dayton, Ohio, is being awarded a$28,664,825 firm-fixed price contract under the service-contract act to receive, store and distribute goods to customers in the southeast region. Fifty proposals were solicited and seven were received. Work will be performed in Suffolk, Va., and is expected to be completed by Nov. 27, 2002. Funds will not expire at the end of the fiscal year. The Defense Supply Center Philadelphia, Philadelphia. Pa., is the contracting activity (SP0100-99-C-0333).

AIR FORCE

Griffin Services Corp., Atlanta, Ga., is being awarded a $5,079,611 firm-fixed-price contract to provide for base operating support services for Westover Air Reserve Base, Mass., from March 2000 through February 2001 (orientation from November 1999 through February 2000). This effort includes base supply, motor vehicle management, traffic management, real property maintenance, airfield management, metorological services, and transient aircraft services. This contract is being awarded conditionally, subject to public review, as a result of a cost comparison study pursuant to Office of Management and Budget Circular A-76. There were 38 firms solicited and eight proposals received. Expected contract completion date is February 2001. Solicitation issue date was May 8, 1998. Negotiation completion date was May 26, 1998. Air Force Reserve Command, Warner Robins AFB, Ga., is the contracting activity (F09634-99-C-0004).

Raytheon Systems Company, Tucson, Ariz., is being awarded a $16,080,740 firm-fixed-price contract to provide for 65 AGM-65G Maverick missiles, 22 TGM-65G Maverick missiles, 10 Maverick guidance control sections, and one Guidance Missile Trainer. This effort supports foreign military sales to Canada, Bahrain, Italy, and Turkey. There was one firm solicited and one proposal received. Expected contract completion date is 22 months after receipt of contract. Solicitation issue date was Aug. 8, 1997. Negotiation completion date was July 26, 1999. Ogden Air Logistics Center, Hill AFB, Utah, is the contracting activity (F42630-99-C-0250).

ARMY

IAP Worldwide Services*, Columbia, S.C., was awarded on Aug. 2, 1999, a firm-fixed-price requirements contract (appropriation number and dollar value will be issued with each delivery order), with a base year total of $105,728,906, and a cumulative total of $333,368,713, if all options are exercised (base year plus two option years). The contractor will provide packaged ice for delivery during disasters or other emergencies. Work will be performed at various locations inside and outside of the continental United States and is expected to be completed by July 31, 2002. There were 76 bids solicited on June 15, 1999, and three bids were received. The U.S. Army Corps of Engineers, Charleston, S.C., is the contracting activity (DACW60-99-D-0002).

C. E. Niehoff & Co. Inc.*, Evanston, Ill., is being awarded $477,254 as part of a $5,672,058 firm-fixed-price multi-year contract for engine generators for the High Mobility Multipurpose Wheeled Vehicle (HMMWV). This first delivery order is for a quantity of 371 engine generators; an appropriation number and dollar value will be issued with succeeding delivery orders. Work will be performed in Evanston, Ill., and is expected to be completed by Aug. 5, 2004. Contract funds will not expire at the end of the current fiscal year. There were seven bids solicited on Feb. 18, 1999, and one bid was received. The U.S. Army Tank-Automotive & Armaments Command, Warren, Mich., is the contracting activity (DAAE07-99-D-T041).

Armtec Defense Products, Coachella, Calif., is being awarded $1,733,563 as part of a $6,644,301 (estimated) multi-year firm-fixed-price requirements contract for 810,512 M204 and 75,037 M205 Increment Containers beginning with FY99. Work will be performed in Coachella, Calif., and is expected to be completed by April 30, 2000. Contract funds will not expire at the end of the current fiscal year. This is a sole source contract initiated on Feb. 22, 1999. The U.S. Army Armaments, Munitions & Chemical Command, Rock Island, Ill., is the contracting activity (DAAA09-99-D-0013).

NAVY

DZS/Baker LLC, Greenville, S.C., is being awarded a $30,366,446 firm-fixed-price, award-fee lump sum, indefinite-quantity contract to manage and perform all maintenance and repair services to approximately 7,500 individual housing units, associated playgrounds, tot lots, facilities on common grounds, community centers, and other related real property and facilities at various housing areas on Oahu, Hawaii. This contract contains options, which, if exercised, will bring the cumulative value of this contract to $154,498,102. Work will be performed in Pearl Harbor, Hawaii (66%), and Oahu, Hawaii (34%), and is expected to be completed by September 2000, with options to extend the term of the contract up to 60 months. Contract funds will not expire at the end of the current fiscal year. This contract was competitively procured with 32 proposals solicited and five offers received. The Regional Officer in Charge of Contracts, Pearl Harbor, Hawaii, is the contracting activity (N62742-99-D-2114).

Lockheed Martin Tactical Defense Systems, Archbald, Pa., is being awarded a $21,998,250 firm-fixed-price contract for the procurement of 8,593 laser guided training rounds, a low cost round that simulates the guidance and flight characteristics of the PAVEWAY II and III laser guided bomb. Work will be performed in Archbald, Pa., and is expected to be completed by August 2000. Contract funds will not expire at the end of the current fiscal year. This contract was competitively procured by electronic request for proposal with 11 proposals solicited and one offer received. The Naval Air Systems Command, Patuxent River, Md., is the contracting activity (N00019-99-C-1648).

Raytheon Company, dba Raytheon Systems Company, Mukilteo, Wash., is being awarded a $15,229,054 firm-fixed-price contract for 111 MK48 ADCAP Mods torpedo kits including first article units, proofing support, turnaround kits, engineering services, provisioning item orders, and engineering change proposals as necessary. Work will be performed in Mukilteo, Wash., and is expected to be completed by February 2001. Contract funds will not expire at the end of the current fiscal year. This contract was competitively procured with two proposals solicited and two offers received. The Naval Sea Systems Command, Arlington, Va., is the contracting activity (N00024-99-C-6106).
