Mobil Oil Corporation, Fairfax, Va., is being awarded an estimated $77,853,944 fixed-price-with-economic-price-adjustment contract for JP8 and JP5 aviation turbine fuels. Two hundred twenty proposals were solicited and 37 were received. Work will be performed in Beaumont, Texas, and Torrance, Calif., and is expected to be completed by October 30, 2000. Wyoming Refining Company*, Denver, Colo., is being awarded an estimated $6,824,869 fixed-price-with-economic-price-adjustment contract for aviation turbine fuel, JP8. Two hundred twenty proposals were solicited and 37 were received. Work will be performed in Newcastle, Wyo., and is expected to be completed by Oct. 30, 2000. NAVY

The Boeing Company, Seattle, Wash., is being awarded an $11,480,000 firm-fixed-price contract for the integration, installation, and test of the multi-functional display system, and a flight management system for 16 E-6B production aircraft; the design and fabrication of one operational flight trainer and one integrated avionics trainer; training services; contractor engineering technical services; integrated logistics support; four spare sets; and data. Work will be performed in Tinker Air Force Base, Okla. (50%); Wichita, Kansas (35%); and Seattle, Wash. (15%), and is expected to be completed in April 2004. Contract funds will not expire at the end of the current fiscal year. This contract was not competitively procured. McDonnell Douglas Corp., St. Louis, Mo., is being awarded a $5,869,236 modification to previously awarded contract N00019-97-C-0046 for integrated logistics support and technical publications support for the AV-8B Harrier II Plus Program for the U.S. Marine Corps. Work will be performed in St. Louis, Mo., and is expected to be completed in September 2000. Contract funds will not expire at the end of the current fiscal year. McDonnell Douglas Corp., St. Louis, Mo., is being awarded a $5,169,264 modification to previously awarded contract N00019-98-C-0114 for long lead items associated with the manufacture and delivery of 15 FY 2000 T-45 training systems. Work will be performed in St. Louis, Mo., and is expected to be completed in September 2002. Contract funds will not expire at the end of the current fiscal year. AIR FORCE

Lockheed Martin Corp., Orlando, Fla., is entering into a $6,866,363 cooperative-agreement contract ($3,452,747, Government Share; $3,413,616, Contractor Share), to provide for development of a program to effectively use commercial-off-the-shelf parts in military systems. This program will integrate obsolescence management tools with improved design, procurement, manufacturing, and data management processes. This was a Broad Agency Announcement; there were 16 proposals received. Expected contract completion date is July 7, 2004. Solicitation issue date was March 24, 1998. Negotiation completion date was Aug. 26, 1999. Air Force Research Laboratory, Wright-Patterson AFB, Ohio, is the contracting activity (F33615-99-2-5502).

ARMY

Jason Associates Corp.*, San Diego, Calif., was awarded on Sept. 7, 1999, a $1,203,488 increment as part of a $6,267,839 (base year total) cost-plus-award-fee contract with a cumulative total of $10,459,390, if all options are exercised. The contractor will provide non-personal services in support of the environmental program at the U.S. Army Yuma Proving Ground, to include scientific, engineering, technical and regulatory compliance assistance for the Environmental Sciences Division. Work is expected to be completed by Sept. 30, 2007. Contract funds will not expire at the end of the current fiscal year. There were five bids solicited on June 24, 1999, and two bids were received. The U.S. Army Test & Evaluation Command, Yuma, Ariz., is the contracting activity (DAAD01-99-C-0013).

Urban Associates Inc.*, El Paso, Texas, is being awarded a $10,966,607 firm-fixed-price contract for construction of a new two-story physical fitness center. The project includes asbestos abatement and demolition of the existing fitness center building. Work will be performed at Holloman Air Force Base, N.M., and is expected to be completed by March 14, 2001. Contract funds will not expire at the end of the current fiscal year. There were 123 bids solicited on Oct. 8, 1999, and 13 bids were received. The U.S. Army Corps of Engineers, Albuquerque, N.M., is the contracting activity (DACA47-99-C-0025).

CIVIL WORKS - NON MILITARY

Environmental Chemical Corp.*, Burlingame, Calif., is being awarded a $3,148,200 increment as part of an $8,461,431 firm-fixed-price contract for site preparation, excavation and transportation of contaminated material, for Phase II Soil Remediation, Industrial Latex Superfund Site, Bergen County, N.J. Work will be performed in Wallington, N.J., and is expected to be completed by March 10, 2000. Contract funds will not expire at the end of the current fiscal year. James Industrial Constructors, L.L.C., Baton Route, La., is being awarded a $525,000 increment as part of a $19,402,774 firm-fixed-price contract for construction of a covered canal from S. Claiborne Ave., to S. Broad St. (Southeast Louisiana Urban Flood Control Project). Work will be performed in New Orleans, La., and is expected to be completed by Oct. 10, 2002. Contract funds will not expire at the end of the current fiscal year. There were 60 bids solicited on April 16, 1999, and three bids were received.
