ARMY

Dyncorp (Aerospace Technology), Fort Worth, Texas, is being awarded a hybrid, firm-fixed-price and cost-plus-award-fee multiyear contract with a base year total of $18,674,658, and a cumulative total of $93,603,066 if all options are exercised, for logistics support services in support of III Corps Units. Work will be performed at Ft. Hood**, Texas, and various other locations and is expected to be completed by Dec. 31, 2000 (if four 1-year options are exercised, completion date will be Dec. 31, 2004). There were 33 bids solicited on Feb. 23, 1999, and two bids were received. The Headquarters, III Corps Directorate of Contracting, Ft. Hood, Texas, is the contracting activity (DAKF48-99-C-0005).

Foley Co., Kansas City, Mo., is being awarded a $16,480,300 firm-fixed-price contract for construction to convert the existing steam distribution system serving the 3700 and 4000 blocks of Ft. Campbell to a low temperature hot water system. Modifications will be made to the central steam plant and throughout all of the buildings served to facilitate the transition to low temperature hot water as a heat source. Alterations to the Central Plant include a building addition to house the low temperature hot water heat exchangers and variable speed pumps. Work will be performed at Ft. Campbell, Ky., and is expected to be completed by Jan. 31, 2001. Contract funds will not expire at the end of the current fiscal year. There were 106 bids solicited on July 15, 1999, and five bids were received. The U.S. Army Corps of Engineers, Louisville, Ky., is the contracting activity (DACA27-99-C-0050).

Dan Williams Co., El Paso, Texas, is being awarded an $8,831,840 firm-fixed contract for the removal and replacement of concrete taxiways (Taxiways D, ETR-6, TA-10, and NE warm-up pad) with asphalt shoulders. Work will be performed at Ft. Bliss, Texas, and is expected to be completed by June 30, 2001. Contract funds will expire at the end of the current fiscal year. There was an announcement in the Commerce Business Daily on Aug. 11, 1999, and nine bids were received. The U.S. Army Corps of Engineers, Fort Worth, Texas, is the contracting activity (DACA63-99-C-0044).

Raytheon Systems Co., Bedford, Mass., is being awarded $5,750,000 as part of a not-to-exceed $11,500,000 firm-fixed-price contract for a PATRIOT Missile Assembly/Disassembly

Facility (MADF) in Saudi Arabia. Work will be performed in Tewksbury, Mass. (50%); Germany (40%); and Saudi Arabia (10%), and is expected to be completed by Feb. 28, 2002. Contract funds will not expire at the end of the current fiscal year. This is a sole source contract initiated on Sept. 17, 1999. The U.S. Army Aviation & Missile Command, Redstone Arsenal, Ala., is the contracting activity (DAAH01-99-C-0184).

Caddell Construction Co., Montgomery, Ala., is being awarded a $34,285,000 firm-fixed-price contract for construction of the1st Brigade Area Barracks Complex, Phase 1. This phase of the project consists of construction of three barracks buildings, three double company operations facilities, and site development. Work will be performed at Ft. Bragg, N.C., and is expected to be completed by Sept. 30, 2002. Contract funds will not expire at the end of the current fiscal year. There were 161 bids solicited on March 23, 1999, and five bids were received. The U.S. Army Corps of Engineers, Savannah, Ga., is the contracting activity (DACA21-99-C-0047).

McDiarmid Paving Co.*, Fayetteville, N.C., is being awarded a firm-fixed-price contract with a cumulative total of $11,210,154, for paving, resurfacing, stripping, replacement, etc., of asphalt and concrete roadways, airfields, and parking lots post-wide. The project also includes roadway, airfield and parking lot lighting, roadway traffic signals, signage and erosion control and drainage. Work will be performed at Ft. Bragg, N.C., and is expected to be completed by Sept. 21, 2001. Of the total contract funds, $100,000 will expire at the end of the current fiscal year. There were 39 bids solicited on July 6, 1999, and three bids were received. The U.S. Army Corps of Engineers, Savannah, Ga., is the contracting activity (DACA21-99-D-0032).

AIR FORCE

Pemco Aeroplex Inc., Birmingham, Ala., is being awarded a $5,190,912 modification to a fixed-price-incentive contract, F34601-94-C-0664-P00147, to provide for programmed depot maintenance for two KC-135 aircraft. Expected contract completion date is Sept. 30, 2000. Oklahoma City Air Logistics Center, Tinker AFB, Okla., is the contracting activity.

Lockheed Martin Corp., Syracuse, NY., is being awarded a $6,500,000 time-and-materials contract, F04606-99-D-0106, to provide for engineering services through FY2002 for the AN/FPS-117 weather radar system. There was one firm solicited and one proposal received. Expected contract completion date is Sept. 30, 2002. Solicitation issue date was July 8, 1999. Negotiation completion date was Aug. 23, 1999. Sacramento Air Logistics Center, McClellan AFB, Calif., is the contracting activity.

Raytheon Systems Company, Tucson, Ariz., is being awarded a $13,695,026 modification to a firm-fixed-price contract, F42630-98-C-0149-P00003, to provide for the following in support of the GBU28 Enhanced Paveway III Laser Guided Bomb: 173 Guidance Control Units, 173 Bomb Stabilization Unit Air Foil Groups, 173 Conduit Assemblies, and associated data. There was one firm solicited and one proposal received. Expected contract completion date is Dec. 31, 2000. Negotiation completion date was July 14, 1999. Ogden Air Logistics Center, Hill AFB, Utah, is the contracting activity.

TAC Services Inc., Colorado Springs, Colo., is being awarded an $8,748,359 firm-fixed-price contract, FA4452-99-C-0004, to provide for FY2000 operation of the base supply squadron at Scott AFB, Ill. This contract is being awarded conditionally, subject to public review, as a result of a cost comparison study pursuant to Office of Management and Budget Circular A-76. There was an unknown number solicited via electronic posting system, eight proposals received. Expected contract completion date is June 28, 2000. Solicitation issue date was Aug. 28, 1998. Negotiation completion date was July 30, 1999. Air Mobility Command Contracting Flight, Scott AFB, Ill., is the contracting activity.

Day & Zimmerman Services, Chesapeake, Va., is being awarded a $14,070,904 cost-plus-fixed-fee contract, F41689-99-C-0010, to provide for training in depot level maintenance and support equipment in support of the F-16 aircraft. This effort supports foreign military sales to Egypt. There were 21 firms solicited and two proposals received. Expected contract completion date is February 2003. Solicitation issue date was June 23, 1997. Negotiation completion date was Jan. 15, 1999. Air Education and Training Command Contracting Squadron, Randolph AFB, Texas, is the contracting activity.

IMI Services USA, Inc., Bethesda, Md., is being awarded a $11,473,035 firm-fixed-price contract, F33657-99-C-0023, to provide for 171 600 gallon external fuel tanks and associated non-jettisonable pylons, and associated installation hardware, support equipment and data. Expected contract completion date is December 2000. Solicitation issue date was April 2, 1999. Negotiation completion date was Sept. 20, 1999. Aeronautical Systems Center, Wright-Patterson AFB, Ohio, is the contracting activity.

Marconi Services Corp., Fort Walton Beach, Fla., is exercising an option to a previously awarded $6,665,442 cost-reimbursement contract, F08650-95-C-0053-P00111, to provide for FY2000 maintenance support and materials for the Instrumentation Radar Support Program. This program provides maintenance services and supplies to 26 ranges with 149 radar systems worldwide. Expected contract completion date is Sept. 30, 2000. The 45th Contracting Squadron, Patrick AFB, Fla., is the contracting activity.

NAVY

Raytheon Systems Company, Tucson, Ariz., is being awarded a $25,805,620 modification to previously awarded contract N00019-99-D-1016 for the remanufacture of up to a maximum of 20 Tomahawk missiles for the United Kingdom under the Foreign Military Sales Program. Work will be performed in Tucson, Ariz. (53%); Salt Lake City, Utah (18%); Akron, Ohio (11%); Walled Lake, Mich. (7%), Cedar Rapids, Iowa (4%); Camden, Ark. (4%); and Minneapolis, Minn. (3%) and is expected to be completed by August 2002. Contract funds will not expire at the end of the current fiscal year. The Naval Air Systems Command, Patuxent River, Md., is the contracting activity.

Marconi Systems Technologies, Rockville, Md., is being awarded a $9,196,979 modification to previously awarded contract N00421-97-C-1308 to exercise an option for an

estimated level of effort for 202,723 man-hours for technical and engineering services for radio communication systems/command control, communications, computers and intelligence systems aboard Navy surface combatants and associated shore sites. Work will be performed in Lexington Park, Md. (85%), and St. Inigoes, Md. (15%), and is expected to be completed by September 2000. Contract funds will not expire at the end of the current fiscal year. The Naval Air Warfare Center Aircraft Division, St. Inigoes, Md. is the contracting activity.

Maxygen, Inc., Redwood City, Calif., is being awarded a $6,753,064 research and development cost contract to support the Defense Advanced Research Project Agency's Biological Warfare Defense Program. The contractor proposes to use bacillus spores as an aerosol-based delivery vehicle for medicinal purposes, specifically, vaccination and therapeutics. Work will be performed in Redwood City, Calif., and is expected to be completed by September 2002. Contract funds will not expire at the end of the current fiscal year. This contract was not competitively procured. The Space and Naval Warfare Systems Center, Charleston, S.C., is the contracting activity (N65236-99-C-5834).

Marconi Systems Technologies, Inc., Rockville, Md., is being awarded a $6,524,176 modification to previously awarded contract N00421-95-C-5313 to exercise an option for technical and engineering support services for air traffic control systems. These services include system certification; logistics support; technical assistance; test and evaluation; equipment refurbishment and overhaul; test data acquisition; reduction, and analysis; field change design and installation; software design change and installation; hardware and software development and maintenance; configuration and quality control; training support; and program and project management. Work will be performed in St. Inigoes, Md. (80%); and San Diego, Calif. (20%), and is expected to be completed by September 2000. Contract funds will not expire at the end of the current fiscal year.
