ARMY

Fort Carson Family Housing, LLC, Charlotte, N.C., is being awarded a firm-fixed-price contract with an approximate total value not-to-exceed $230,000,000, to provide housing accommodations for a minimum of 2,663 families for a 50-year performance period, with one 25-year option. The contractor will develop, maintain, manage, revitalize/renovate or replace, and own the family housing on the base and improve the community development. The contractor will build 840 new units and renovate the existing family housing units to local Colorado housing standards; own, manage and maintain all units; maintain the grounds of unoccupied and public areas; construct and maintain new roads and infrastructure in associated areas, and reinvest profits in the form of ancillary facilities. Monetary payments are from the housing occupants only; no funds are obligated under this contract. Work will be performed at Ft. Carson, Colo., and is expected to be completed by Sept. 30, 2074. There were 250 bids solicited on Sept. 9, 1998, and six bids were received. The U.S. Army Corps of Engineers, Omaha, Neb., is the contracting activity (DACA45-99-C-0066).

AIR FORCE

Northrop Grumman Technical Services Inc., Herndon, Va., is exercising an option on a previously awarded $13,205,497 fixed-price-award-fee contract, F44650-98-C-0008, to provide for FY2000 operation, maintenance and support of the Counterdrug Surveillance and Control System. Expected contract completion date is Sept. 30, 2000. Air Combat Command Contracting Squadron, Langley AFB, Va., is the contracting activity.

Northrop Grumman Corp., El Segundo, Calif., is being awarded a $5,239,776 cost-plus-fixed-fee contract, F33615-99-C-3613, to provide for the Software Enabled Control for the Autonomous Multivehicle Control System program. This effort will develop and demonstrate the software required to implement a cooperative heterogeneous swarm of manned and autonomous unmanned combat vehicles. This was a Broad Agency Announcement, there were 34 proposals received. Expected contract completion date is Feb. 4, 2004. Solicitation issue date was Nov. 4, 1998. Negotiation completion date was Sept. 24, 1999. Air Force Research Laboratory, Wright-Patterson AFB, Ohio, is the contracting activity.

The Aerospace Corp., El Segundo, Calif., is exercising an option on a previously awarded $394,000,000 cost-plus-award-fee contract, F04701-93-C-0094-P00049, to provide for an estimated 1900 staff years of technical effort for scientific engineering and technical effort in support of the Air Force and other Government agencies during FY2000. Expected contract completion date is Sept. 30, 2000. Negotiation completion date was Oct. 1, 1999. Space and Missile Systems Center, Los Angeles AFB, Calif., is the contracting activity.

Aerojet General Corp, Azusa, Calif., is exercising an option on a previously awarded $5,068,934 cost-plus-award-fee contract, F04701-96-0031-P00043, to provide for FY2000 engineering and manufacturing development of data support technologies for the Aerospace Fusion Center in support of the Defense Support Program. The center provides tactical warning support to warfighters. There was one firm solicited and one proposal received. Expected contract completion date is Sept. 30, 2000. Aerojet General Corp., Azusa, Calif., is being awarded a modification to a $36,154,270 cost-plus-award-fee contract, F04701-96-C-0031-P00040, to provide for FY2000 Sensor Constellation Support, Sensor Operation and Maintenance, and Development Engineering in support of the Defense Support Program satellite system. There was one firm solicited and one proposal received. Expected contract completion date is Sept. 30, 2000. Space and Missile Systems Center, Los Angeles AFB, Calif., is the contracting activity.

Lockheed Martin Technical Operations Company, Sunnyvale, Calif., is exercising an option on a previously awarded $37,107,275 cost-plus-award-fee contract, FA2550-97-C-0003, to provide for FY2000 operations, support, maintenance, and training support for the 50th Space Wing. Approximately 5% of this effort supports foreign military sales to the North Atlantic Treaty Organization and the United Kingdom. Expected contract completion date is Sept. 30, 2000. TRW, Inc., Redondo Beach, Calif., is exercising an option on a previously awarded $41,651,936 cost-plus-award-fee contract, F04701-96-C-0030-P00035, to provide for FY2000 Spacecraft Constellation Support, Spacecraft Operations and Maintenance, and Development Engineering in support of the Defense Support Program satellite system. Boeing Military Aircraft and Missile Systems, Wichita, Kan., is exercising an option on a previously awarded $40,300,00 firm-fixed-price contract, F34601-99-C-0003-P00014, to provide for FY2000 contractor logistics support for the VC-25A and C-137 aircraft. Expected contract completion date is Sept. 30, 2002. Solicitation issue date was June, 15, 1998. Negotiation completion date was Sept. 21, 1998. Lockheed Martin Services, Inc., Cherry Hill, NJ., is exercising an option on a previously awarded $28,818,644 cost-plus-incentive-fee contract, FA2550-95-C-0003-P00122, to provide for FY2000 Network Support Program operations, maintenance, logistics, and training support for the Air Force Satellite Control Network. Mason and Hanger Corp., Colorado Springs, Colo., is exercising an option on a previously awarded $6,463,061 fixed-price contract, F05604-97-C-9004-P00162, to provide for FY2000 operation, maintenance, and support of the Perimeter Acquisition Radar Attack Characterization System at Cavalier Air Station, ND. Expected contract completion date is Sept. 30, 2000. The 21st Contracting Squadron, Peterson AFB, Colo., is the contracting activity.

Del-Jen Inc., Rolling Hills Estate, Calif., is being awarded a $6,480,456 firm-fixed-price contract, F64605-00-D-0004, to provide for maintenance of military family housing at Hickam AFB and Bellows AFS, both in Hawaii, from December 1999 through September 2000. Lockheed Martin Corp., Fort Worth, Texas, is being awarded a $6,458,657 cost-plus-fixed-fee contract, F33615-99-C-3218, to provide for the Active Weapons Bay Noise Suppression Program. This program will develop technologies to improve aircraft operation by reducing weapon by noise, resolving stores separation problems, and reducing suppression system development and life cycle costs. This was a Program Research and Development Announcement, there were three proposals received. Expected contract completion date is Sept. 30, 2003. Solicitation issue date was April 19, 1999. Negotiation completion date was Sept. 27, 1999. Air Force Research Laboratory, Wright-Patterson AFB, Ohio, is the contracting activity.

NAVY

General Physics Corp., Columbia, Md., is being awarded a $12,260,449 cost-plus-fixed-fee, indefinite-delivery/indefinite-quantity contract for technical training services to the Diversified Aircrew Readiness Training Support (DARTS) program for the Naval Surface Warfare Center, Dahlgren Division, Dahlgren, Va. The DARTS program provides aircrew training for several aviation weapons platforms and consists of providing experienced aviation weapon acoustic analysis and electronics warfare instructors to serve as DARTS on-site training specialists. Work will be performed in Columbia, Md. (30%); Jacksonville, Fla. (15%); San Diego, Calif. (15%); Oak Harbor, Wash. (5%); Pearl Harbor, Hawaii (5%); Mayport, Fla. (5%); Brunswick, Maine (5%); Atsugi, Japan (4%); Rota, Spain (4%); Sigonella, Spain (4%); Roosevelt Roads, Puerto Rico (4%); and Keflavik, Iceland (4%), and is expected to be completed by September 2004. Contract funds in the amount of $12,260,449 will expire at the end of the current fiscal year. This contract was competitively procured with one offer received. The Naval Surface Warfare Center, Dahlgren Division, Dahlgren, Va., is the contracting activity (N00178-00-D-2033).

Cascade General, Inc., Portland, Ore., is being awarded a $7,649,745 firm-fixed-price job order for ship repair services on USS FIFE (DD 991) during its FY 00 docking selected restricted availability. Work will be performed in Bremerton, Wash., and is expected to be completed by December 1999. Contract funds will not expire at the end of the current fiscal year. This contract was competitively procured with five proposals solicited and two offers received. The Supervisor of Shipbuilding, Conversion, and Repair, Puget Sound, Everett, Wash., is the contracting activity (N00024-92-H-8033).
