DEFENSE LOGISTICS AGENCY

The Merchants Company*, Hattiesburg, Miss., is being awarded a $9,600,000 firm-fixed-price indefinite-quantity contract for full line food distributor for the Mississippi/Louisiana area. Two hundred and forty proposals were solicited and four were received. Work is expected to be completed by Dec. 17, 2000. Funds will not expire at the end of the fiscal year. The Defense Supply Center Philadelphia, Philadelphia, Pa., is the contracting activity (SPO300-00-D-2913).

ARMY

United Defense, Limited Partnership Ground Systems Division-York, York, Pa., is being awarded a $6,940,382 modification to firm-fixed-price contract DAAE07-94-C-0429, for 24 Hercules (Heavy Equipment Recovery Combat Utility Life and Evacuation System - M88A2) vehicles and associated support, for the U.S. Marine Corps. Work will be performed in York, Pa., and is expected to be completed by Aug. 31, 2001. Contract funds will not expire at the end of the current fiscal year. This is a sole source contract initiated on Nov. 10, 1999. The U.S. Army Tank-Automotive & Armaments Command, Warren, Mich., is the contracting activity.

Blackhawk Management Corp.*, Houston, Texas, is being awarded a time and materials, labor hours contract (appropriation number and dollar value will be issued with each delivery order), with a base year total of $63,505,559, and a cumulative total of $335,294,999 if all options are exercised. The contractor shall provide support for the Communications & Electronics Command (CECOM) Logistics & Readiness Center, providing integrated logistics support, technical, engineering, administrative services, test program sets, sample data collections and general supply support for the acquisition, design and development, prototyping, testing, maintenance and life cycle management of CECOM weapons systems. Work will be performed at CECOM, Fort Monmouth, N.J., and at various sites to be determined, and is expected to be completed by Dec. 31, 2004. There was an announcement on the electronic CECOM Business Opportunities Page on May 4, 1999, and seven bids were received. Information Systems Support Inc.*, Bethesda, Md., is being awarded a time and materials, labor hours contract (appropriation number and dollar value will be issued with each delivery order), with a base year total of $73,353,106, and a cumulative total of $389,062,565 if all options are exercised. The contractor shall provide support for the Communications & Electronics Command (CECOM) Logistics & Readiness Center, providing integrated logistics support, technical, engineering, administrative services, test program sets, sample data collections and general supply support for the acquisition, design and development, prototyping, testing, maintenance and life cycle management of CECOM weapons systems. NAVY

McDonnell Douglas Corp., St. Louis, Mo., is being awarded a $10,744,527 firm-fixed-price order against an existing basic ordering agreement for the procurement of 178 F/A-18C/D retro kits for the U.S. Navy (160) and for the government of Finland (18), and for the installation of 152 previously procured trailing edge flap and aileron retro kits in the F/A-18C/D aircraft. Work will be performed in St. Louis, Mo. (85%), and Mesa, Ariz. (15%), and is expected to be completed by December 2001. Contract funds will not expire at the end of the current fiscal year. This contract was not competitively procured. This contract combines purchases for the U.S. Navy (96%) and the government of Finland (4%) under the Foreign Military Sales Program. The Naval Air Systems Command, Patuxent River, Md., is the contracting activity (N00019-98-G-0035).

Lockheed Martin Missiles & Space, Sunnyvale, Calif., is being awarded a $10,707,933 cost-plus-fixed-fee contract for TRIDENT reentry systems applications program; reentry body system study; evaluation and support; systems and programs studies; systems and performance evaluation; data acquisition analysis; and reentry test support. Work will be performed in Sunnyvale, Calif., and is expected to be completed by September 2000. Contract funds in the amount of $2,777,939 will expire at the end of the current fiscal year. This contract was not competitively procured. The Navy's Strategic Systems Programs, Washington, D.C., is the contracting activity (N00030-00-C-0018).

Arinc Inc., Annapolis, Md.; Eagan McAllister Associates, Lexington Park, Md.; and Raytheon Technical Services Company, Norfolk, Va., are being awarded a indefinite-delivery/indefinite-quantity, cost-plus-fixed-fee, multiple award contract for engineering and logistics support of aging weapons systems. Contract requirements include engineering and manufacturing capability to reverse or re-engineer out-of-production weapon systems, subsystems and components of the Army, Air Force, Navy and Marine Corps (such as the CV-22 Osprey aircraft, the KC-135 air refueling tanker and the C-130 Hercules transport aircraft). Arinc Inc., is being awarded $13,467,985; Eagan McAllister Associates, is being awarded

$10,644,806; and Raytheon Technical Services Company, is being awarded $10,589,062. This multiple award contract includes four one-year, options which, if exercised, will bring the total cumulative value of the contract to $71,031,686. Work will be performed in Oklahoma City, Okla. (75%) and Charleston, S.C. (25%), and is expected to be completed by December 2000. Contract funds will not expire at the end of the current fiscal year. This contract was competitively procured through the Internet and the Space and Naval Warfare Systems Command Business Opportunities Page, with three offers received. The Space and Naval Warfare Systems Center, Charleston, S.C., is the contracting activity (N65236-00-D-7803, N65236-00-D-7802, N65236-00-D7801).

R. A. Burch Construction Company, Inc.*, Ramona, Calif., is being awarded a $9,748,000 firm-fixed-price contract for an explosive handling apron at Naval Air Station Lemoore. The work to be performed provides for the furnishing of all labor, materials, and equipment required to complete a concrete paved explosive handling apron, connecting taxiways, staging areas, arming/de-arming pad, access roads, airfield lighting, water distribution, storm drainage, operations building, a small arms range, support building, site improvements, and incidental related work. Work will be performed in Lemoore, Calif., and is expected to be completed by December 2000. Contract funds will not expire at the end of the current fiscal year. This contract was competitively procured with 50 proposals solicited and 10 offers received. The Engineering Field Activity West, Naval Facilities Engineering Command, San Bruno, Calif., is the contracting activity (N62474-97-C-1590).

Geo-Centers, Inc., Newton Centre, Mass., is being awarded a $7,168,856 cost-plus-fixed-fee contract for the acquisition and development of materials for Naval weapons. This contract includes developing materials systems to reduce ship corrosion and fouling; handling and disposal of environmentally hazardous effluent; developing sensors, magnetic and super conducting materials; and engineering design support efforts related to ship and submarine hull, mechanical and electrical systems and subsystem design. This contract contains options, which, if exercised will bring the cumulative value of this contract to $35,938,752. Work will be performed in Newton Centre, Mass. (75%), and Washington, D.C., (25%), and is expected to be completed by December 2000. Contract funds in the amount of $6,504,143 will expire at the end of the current fiscal year. This contract was competitively procured via the internet and one offer was received. The Naval Research Laboratory, Arlington, Va., is the contracting activity (N00173-99-C-2005).

Correction: Contract announced Friday, Dec. 10, to General Atomics, San Diego, Calif., contract number N68335-00-C-0189, should have had an award amount of $64,450,500 vice the $59,938,100 that was announced.

AIR FORCE

TRW Space and Defense Sector, Redondo Beach, Calif., is being awarded a $20,650,000 firm-fixed price contract, to provide for program definition and risk reduction tasks through March 2002 for the National Polar-orbiting Operational Environmental Satellite System

The NPOESS program is a joint Department of Defense-Department of Commerce-National Aeronautics and Space Administration (NASA) endeavor. Expected contract completion date is March 30, 2002. Solicitation issue date was Sept. 13, 1999. Negotiation completion date was Dec. 10, 1999. Space and Missile Center, Los Angeles AFB, Calif., is the contracting activity. (F04701-00-C-0500)
