DEFENSE LOGISTICS AGENCY

Gary-Williams Energy Corporation*, Denver, Colo., was awarded on Jan. 26, 2000, a $7,001,750 fixed-price-with-economic-price-adjustment contract for jet fuel, JP-5. Two hundred seventy-one proposals were solicited and twenty-three were received. Work will be performed in Wynnewood, Okla., and is expected to be completed by March 31, 2001. Funds will not expire at the end of the fiscal year. The Defense Energy Support Center, Fort Belvoir, Va., is the contracting activity (SP0600-00-D-0480).

Golden Manufacturing Company*, Golden, Miss., is was awarded on Jan. 25, 2000, a $14,460,000 firm-fixed-price-indefinite-quantity contract for woodland camouflage cold weather coats. Nineteen proposals were solicited and four were received. Work will be performed in Golden, Miss., and Marietta, Miss., and is expected to be completed by January 24, 2001. Funds will not expire at the end of the fiscal year. The Defense Supply Center Philadelphia, Philadelphia, Pa., is the contracting activity (SPO100-99-D-0303).

ARMY

TRW Tactical Systems Division, TRW Systems & Information Technology Group, Carson, Calif., was awarded $41,000,000 on Jan. 25, 2000, as part of a $56,400,000 (base year total) firm-fixed-incentive-fee/firm-fixed-price/time and material contract, with an estimated cumulative total of $210,000,000, if all options are exercised. This contract is to acquire Force XXI Battle Command Brigade and Below (FBCB2) Systems to meet the Army's requirement for the First Digitized Division. Additional components are being acquired for use as spares and for horizontal interoperability with other Army Systems, i.e. Bradley. The contract will also acquire training, manuals, maintenance, installation, spares and other related technical and administration services. Work will be performed in Carson, Calif. (20%); San Diego, Calif. (44%); and Melbourne, Fla. (36%), and is expected to be completed by Dec. 31, 2002. Contract funds will not expire at the end of the current fiscal year. This is a sole source contract initiated on Dec. 27, 1999. The U.S. Army Communications & Electronics Command, Fort Monmouth, N.J., is the contracting activity (DAAB07-00-D-E604).

NAVY

Stratos Mobile Networks USA, LLC, Bethesda, Md., is being awarded a not-to-exceed $48,041,910 competitive indefinite-delivery/indefinite-quantity contract for up to 3,150 channel months (consisting of up to 75 channels per month for up to 42 months) of INMARSAT-B High Speed Data Channel leases. This contract will provide INMARSAT-B 64Kbps service to the U.S. Navy's battlegroups (Carl Vinson, Constellation, Enterprise, George Washington, John F. Kennedy, John C. Stennis, Kitty Hawk, Abraham Lincoln, Nimitz, Theodore Roosevelt, and Harry S. Truman) their associated amphibious readiness groups as well as to other U.S. Navy ships supporting U.S. interests world-wide. Work will be performed in Bethesda, Md. (5%); Laurentides, Canada (35%); Netley, New Zealand (30%); and Goonhilly, England (30%), and will be completed by June 2004. Contract performance is the subject of an appeal pending before the United States Court of Appeals for the Federal Circuit. This contract was competitively procured with two proposals solicited and two offers received. The Space and Naval Warfare Systems Command, San Diego, Calif., is the contracting activity (N00039-00-D-3208).

Raytheon E-Systems, Inc., Waco, Texas, is being awarded a $30,101,269 modification to previously awarded contract N00019-98-C-0022 to exercise an option for Fiscal Year 2000 integration, installation, and test of the Airborne Command Post aircraft modifications for two E-6B production aircraft. This modification includes the installation of high power transmit sets and retrofit kits, as well as spare and repair parts, integrated logistics support, and required data. Work will be performed in Waco, Texas, and is expected to be completed by September 2000. Contract funds in the amount of $1,079,871 will expire at the end of the current fiscal year. This contract was not competitively procured. The Naval Air Systems Command, Patuxent River, Md., is the contracting activity.

McDonnell Douglas Corp., St. Louis, Mo., is being awarded a $16,532,146 firm-fixed-price contract for post production support for the F/A-18C/D aircraft for the U.S. Navy (63.2%), and the governments of Canada (10.2%); Spain (7.9%); Australia (6.1%); Finland (4.5%); Kuwait (3.7%); Switzerland (3.2%); Malaysia (1.2%); and under the Foreign Military Sales Program. Work will be performed in St. Louis, Mo., and is expected to be completed by September 2000. Contract funds in the amount of $1,971,005 will expire at the end of the current fiscal year. Raytheon Systems Company, McKinney, Texas, is being awarded an $8,112,320 modification to previously awarded contract N00019-95-C-0198 to exercise an option for non-recurring support associated with the installation of the AN/APS 137(V5) radar on 5 P-3 aircraft, including engineering, data prototyping, functional/physical configuration audits, technical manuals, source data development, data collection, contractor engineering/technical support, integrated logistics support, spare and repair parts, support equipment and auxiliary equipment. Work will be performed in McKinney, Texas, and is expected to be completed by April 2001. Contract funds will not expire at the end of the current fiscal year. This contract was not competitively procured. The Naval Air Systems Command, Patuxent River, Md., is the contracting activity.

EER Systems, Inc., Chantilly, Va., is being awarded a $7,114,524 firm-fixed-price contract for the upgrade of 6 U.S. Army OH-58 Kiowa Warrior cockpit procedures trainers, and associated technical data. Work will be performed in Orlando, Fla., and is expected to be completed by June 2001. Contract funds will not expire at the end of the current fiscal year. This contract was not competitively procured. The Naval Air Warfare Center Training Systems Division, Orlando, Fla., is the contracting activity (N61339-00-C-0037).

Southwest Research Institute, San Antonio, Texas, is being awarded a $6,621,847 firm-fixed-price, indefinite-delivery/indefinite-quantity contract for AN/SSQ-120 transportable radio direction finding systems and antenna subsystems and spare parts. The antenna subsystem for the AN/SSQ-120 includes AS-4489/SSQ high frequency, AS-4490/SSQ very high frequency/ultra high frequency, and AS-4490/SSQ with TACAN antenna mount antennas and equipment. This contract includes options which, if exercised, would bring the cumulative value of this contract to $28,540,990. Work will be performed in San Antonio, Texas, and is expected to be completed by January 2004. Contract funds will not expire at the end of the current fiscal year. This contract was not competitively procured. The Space and Naval Warfare Systems Center, Charleston, S.C., is the contracting activity (N65236-00-D-7026).

Moon Engineering Company, Inc, Portsmouth, Va., is being awarded a $5,387,767 fixed-price contract for a phased maintenance fixed price availability of USS CARTER HALL (LSD-50), which includes miscellaneous structural, electrical, and mechanical repairs and ship alterations. Work will be performed in Norfolk, Va., and is expected to be complete by June 2000. Contract funds will not expire by the end of the current fiscal year. This contract was competitively procured through the Commerce Business Daily and via the SUPSHIP Portsmouth web page, with eight proposals solicited and four offers received. The Supervisor of Shipbuilding, Conversion and Repair, USN, Portsmouth, Va., is the contracting activity (N00024-92-H-8636).
