ARMY

Oshkosh Truck Corp., Oshkosh, Wis., is being awarded a $108,586,566 modification to firm-fixed-price, multi-year contract DAAE07-99-C-M007, for the second program year of Medium Tactical Vehicle Replacement (MTVR) production. This action will call up the delivery of 709 MTVRs, to include 272 each MK23s; 123 each MK23s with tires; 99 each MK23s with MG Mounts; 98 each MK25s; 25 each MK25s with MG Mounts; 41 each MK27s; 18 each MK27s with tires; 15 each MK27s with MG Mounts; 14 each MK28s; and 4 each MK28s with MG Mounts. Work will be performed in Oshkosh, Wis., and is expected to be completed by Sept. 30, 2001. Contract funds will not expire at the end of the current fiscal year. There were two bids solicited on July 31, 1998, and two bids were received. The U.S. Army Tank-Automotive & Armaments Command, Warren, Mich., is the contracting activity.

James N. Gray Co., Lexington, Ky., is being awarded $24,658,280 (base year total) as part of a $25,558,783 (total if options are exercised) firm-fixed-price contract for Phase II an air driven accessories overhaul and test facility. The project consists of the design and construction of a new 9,200 sq. meter facility and partial demolition/renovation of an existing 12,160 sq. meter facility. The structure will be a reinforced concrete slab on piers and grade beam, steel frame and masonry wall. The contract also includes vehicle parking, utilities, fire protection and other necessary support. Work will be performed at Tinker Air Force Base, Okla., and is expected to be completed by May 20, 2002. Contract funds will not expire at the end of the current fiscal year. There were 103 bid solicited on June 18, 1999, and nine bids were received. The U.S. Army Corps of Engineers, Tulsa, Okla., is the contracting activity (DACA56-00-C-2011).

General Dynamics Communications Systems Division, Taunton, Mass., is being awarded a $20,332,783 modification to firm-fixed-price contract DAAB07-86-C-K022, to exercise the option for spares for Mobile Subscriber Equipment - Asynchronous Transmission Mode for the Project Manager, Warfighter Information Network-Terrestrial. Work will be performed in Taunton, Mass., and is expected to be completed by Dec. 31, 2001. Contract funds will not expire at the end of the current fiscal year. This is a sole source contract initiated on Nov. 25, 1998. The U.S. Army Communications & Electronics Command, Fort Monmouth, N.J., is the contracting activity.

Raytheon Co., Electronic Systems, Bedford, Mass., is being awarded $2,553,429 as part of a $5,106,859 cost-plus-incentive-fee letter contract, with an estimated cumulative total of $30,000,000, for PATRIOT Missile technical publication services. Work will be performed in Bedford, Mass., and is expected to be completed by March 31, 2005. Contract funds will not expire at the end of the current fiscal year. This is a sole source contract initiated on Sept. 1, 1999. The U.S. Army Aviation & Missile Command, Redstone Arsenal, Ala., is the contracting activity (DAAH01-00-C-0066).

Raytheon Co., Electronic Systems, El Segundo, Calif., is being awarded a $26,593,476 firm-fixed-price contract for production and delivery of six FIREFINDER AN/TPQ-36(V)9 Radar Systems for Egypt. Work will be performed in Forrest, Miss. (72%), and El Segundo, Calif. (28%), and is expected to be completed by June 30, 2003. Contract funds will not expire at the end of the current fiscal year. This is a sole source contract initiated on Feb. 12, 1999. The U.S. Army Communications & Electronics Command, Fort Monmouth, N.J., is the contracting activity (DAAB07-00-D-H002).

DEFENSE LOGISTICS AGENCY

Ebrex Food Services, The Netherlands, is being awarded an estimated $30,057,867 firm-fixed-price indefinite-quantity contract for food distribution under the Prime Vendor program. Two hundred thirty-three proposals were solicited and four were received. Work will be performed in Pocomoke City, Md., and overseas locations and is expected to be completed by May 31, 2001. Funds will not expire at the end of the fiscal year. The Defense Supply Center Philadelphia, Philadelphia, Pa., is the contracting activity (SP0300-00-D-2949).

Equilon Enterprises LLC, Houston, Texas, is being awarded a $23,502,562 fixed-price-with-economic-price-adjustment contract for jet fuel, JP-5. Six proposals were solicited and two were received. Worked will be performed in Deer Park, Texas, and is expected to be completed by March 31, 2001. Funds will not expire at the end of the fiscal year. The Defense Energy Support Center, Fort Belvoir, Va., is the contracting activity (SP0600-00-D-0490).

NAVY

Zachau Construction, Inc.*, New Gloucester, Maine; The Nutmeg Companies, Inc.*, Norwich, Conn.; and Beneco Enterprises, Inc., Sandy, Utah, are being awarded a firm-fixed-price, indefinite-quantity, multiple award construction contract. The total contract amount is not to exceed $30,000,000. Zachau Construction, Inc. is being awarded the initial task order in the amount of $415,900 for renovation of a bachelor officer's quarters at Portsmouth Naval Shipyard, Kittery, Maine (minimum guarantee included). The aggregate of $30,000,000 will potentially be shared among all three contractors with each being awarded the minimum guarantee of $5,000. The work to be performed will consist of construction and design/build projects for renovation, alteration, repair, demolition and maintenance work at various locations within the states of Maine, New Hampshire, Vermont and Massachusetts. The initial project provides for the renovation of 26 existing bathrooms, installation of heating, ventilation and air conditioning wall units, install interior corridor air supply, replace existing guest room closet doors and incidental related work. Work will be performed throughout the states of Northern Division's New England state area of responsibility which include, but is not limited to, Maine (40%); New Hampshire (40%); Vermont (10%) and Massachusetts (10%). Term of contract is not to exceed 60 months with an expected completion date of March 2005. Contract funds will expire at the end of the current fiscal year. The basic contract was competitively procured with 20 proposals solicited and 14 offers received. These contractors may compete for task orders under the terms and conditions of the awarded contract. The Engineering Field Activity North, Naval Facilities Engineering Command, Lester, Pa., is the contracting activity (contract numbers N62472-99-D-0819/0820/0821).

Northrop Grumman Corporation, Bethpage, N.Y., is being awarded a $17,825,000 order against a basic ordering agreement to convert an E-2C aircraft to the Hawkeye 2000 Upgrade configuration. Work will be performed in Bethpage, N.Y. (65%); St. Augustine, Fla. (30%); Rolling Meadows, Ill. (4%); and Millegeville, Ga. (1%), and is expected to be completed by October 2001. Contract funds will not expire at the end of the current fiscal year. This contract was not competitively procured. The Naval Air Systems Command, Patuxent River, Md., is the contracting activity (N00019-97-G-0110).

Sikorsky Aircraft Corp., Stratford, Conn., is being awarded a $10,528,173 modification to previously awarded contract N00019-98-C-0136 to exercise an option for the procurement of Special Progressive Aircraft Rework for 2 VH-60N Executive Mission Helicopters and related supplies and services. Work will be performed in Stratford, Conn., and is expected to be completed by September 2000. Contract funds in the amount of $10,355,430 will expire at the end of the current fiscal year. This contract was not competitively procured. The Naval Air Systems Command, Patuxent River, Md., is the contracting activity.

Hud-Mac Marine Services, Inc., San Diego, Ca. is being awarded a $9,322,143 indefinite-delivery/indefinite-quantity contract with a cost-plus-fixed-fee pricing arrangement for maintenance, upkeep, and repair services. Contract requirements are in support of the Space and Naval Warfare Systems Center San Diego vessels, including the USS Dolphin (AGSS 555) and project test equipment. The contract contains two one-year options, which, if exercised, will bring the total cumulative value of the contract to $15,933,919. Work will be performed in San Diego, Calif., and is expected to be completed by March 2003. Contract funds will not expire at the end of the current fiscal year. This contract was competitively procured through a posting on the SPAWAR Business Opportunities Homepage and one offer was received. The Space and Naval Warfare Systems Center San Diego, Calif., is the contracting activity (N66001-00-D-0014).

L3 Communications Corp., Ocean Systems Division, Sylmar, Calif., is being awarded a $6,559,884 firm-fixed-price, indefinite-delivery/indefinite-quantity delivery order under a previously awarded cost-plus-fixed-fee contract for the procurement of retrofit kits, upgrades and engineering changes for 10 TB-23 Towed Systems and related equipment. Work will be performed in Sylmar, Calif., and is expected to be completed by April 2001. Contract funds will not expire at the end of the current fiscal year. This contract was not competitively procured. The Naval Sea Systems Command, Arlington, Va., is the contracting activity (N00024-96-C-6214).

Foster Wheeler Environmental Corporation, Livingston, N.J., is being awarded a $5,799,972 delivery order under a cost plus award fee indefinite-delivery/indefinite-quantity contract for environmental remedial action at the McAllister Point Landfill at Naval Education and Training Center, Newport, R.I. Work will be performed in Newport, R.I., and is expected to be completed by June 2002. Contract funds will not expire at the end of the current fiscal year. The basic contract was a competitively negotiated procurement with 63 proposals solicited, four offers received, and award made to Foster Wheeler Environmental Corporation on 2 March 2000. The basic total contract amount is not to exceed $125,000,000, which includes the base period and four one-year options. This delivery order was negotiated under the terms and conditions of the existing contract. The Engineering Field Activity North, Naval Facilities Engineering Command, Lester, Pa, is the contracting activity (N62472-99-D-0032).

DEFENSE INFORMATION SYSTEMS AGENCY

Computer Associates International, Incorporated, Reston, VA is being awarded a firm-fixed price contract with a dollar value for the base period of $22,200,024 and a life cycle value of $111,000,120 for the consolidation of Computer Associates proprietary software license and maintenance contracts at the Defense Information Systems Agency (DISA) Area Commands and Regional Support Activities. The period of the performance will be five years (one base year plus four one-year options). This was a sole source acquisition. The Defense Information Technology Contracting Organization, Scott AFB, Illinois is the contracting activity (DCA200-00-C-5015).
