AIR FORCE

Northrop Grumman Corp., Melbourne, Fla., is being awarded a $164,763,702 modification to a fixed-price-incentive contract to definitize advanced procurement of long lead items in support of one E-8C Joint Surveillance Target Attack Radar System (JSTARS) aircraft. Expected contract completion date is Sept. 30, 2002. Negotiation completion date was April 13, 2000. Electronic Systems Center, Hanscom AFB, Mass., is the contracting activity (F19628-98-C-0003-PZ0011).

NAVY

Walsh Construction Company of Illinois, Chicago, Ill., is being awarded a $25,495,000 firm-fixed-price contract for design and construction of a concrete and masonry, steel framed bachelor enlisted quarters for 660 "A" school students at Naval Training Center, Great Lakes. Work will be performed in Great Lakes, Ill., and is expected to be completed by April 2002. Contract funds will not expire at the end of the current fiscal year. This contract was competitively procured with 30 proposals solicited and three offers received. The Engineering Field Activity, Midwest, Naval Facilities Engineering Command, Great Lakes, Ill., is the contracting activity (N68950-00-C-0214).

ARMY

KARRAR Systems Corp.*, Shrewsbury, N.J., is being awarded a time and materials/firm-fixed-price contract with a base year total of $14,084,465, and a cumulative total of $74,863,679 if all options are exercised. An appropriation number and dollar value will be issued with each delivery order. The contractor will provide business functional area support services in the areas of cost analysis; fiscal management; system analysis, and technical program and administration support. Work will be performed at Fort Monmouth in the Communications & Electronics Command area community, and is expected to be completed by May 8, 2005. There was an announcement on the Business Opportunities Web Page on Sept. 24, 1999, and 12 bids were received. Viatech Inc.*, Eatontown, N.J., is being awarded a time and materials/firm-fixed-price contract with a base year total of $13,328,582 and a cumulative total of $70,134,296 if all options are exercised. An appropriation number and dollar value will be issued with each delivery order. The contractor will provide business functional area support services in the areas of cost analysis, fiscal management; system analysis, and technical program and administration support. Work will be performed at Fort Monmouth in the Communications & Electronics Command area community, and is expected to be completed by May 8, 2005. There was an announcement on the Business Opportunities Web Page on Sept. 24, 1999, and 12 bids were received. Applied Information Sciences Inc.*, Greenbelt, Md., was awarded on May 10, 2000, an indefinite delivery/indefinite quantity, cost-plus-fixed-fee contract for $18,735,076 (base year plus four option years). An appropriation number and dollar value will be issued with each delivery order. The contractor will provide services that include testing, installation of software and hardware, software documentation, and reports for offices with the Office of the Under Secretary of Defense for Policy. Work will be performed in Greenbelt, Md., and is expected to be completed by May 5, 2005. There were 86 bids solicited on Aug. 24, 1999, and three bids were received. The Defense Supply Service-Washington, Washington, D.C., is the contracting activity (DASW01-00-D-3004).

Cubic Defense Sysems Inc., San Diego, Calif., is being awarded a $6,907,151 cost-plus-fixed-fee contract for the Surveillance Data Control Link (SDCL) High Capacity Data Link (HCDL) Program. The contractor will design, build and test a prototype and feasibility demonstration for the HCDL; technical reviews for feasibility demonstration; SDCL waveform documentation; and frequency management/interference study assistance. Work will be performed in San Diego, Calif., and is expected to be completed by April 30, 2001. Contract funds will not expire at the end of the current fiscal year. This is a sole source contract initiated on April 24, 2000. The U.S. Army Communications & Electronics Command, Fort Monmouth, N.J., is the contracting activity (DAAB07-00-C-L994).

Sterling Software Inc., McLean, Va., was awarded an increment as part of a $6,200,000 indefinite delivery/indefinite quantity, time and materials/fixed hourly-rates contract on May 10, 2000. The contractor will develop software and provide support for the Counterintelligence/Human Intelligence (CI/HUMINT) Automated Management Software (CHAMS). Work will be performed in McLean, Va. (75%), and Austin, Texas (25%), and is expected to be completed by April 30, 2005. There was an announcement on the World Wide Web on Feb. 18, 2000, and one bid was received. The U.S. Army Communications & Electronics Command Acquisition Center, Alexandria, Va., is the contracting activity (DAAB15-00-D-1012).
