NAVY

The Nutmeg Companies, Inc.*, Norwich, Conn.; Eastern General Contractors, Inc.*, Springfield, Mass.; Beneco-Picerne (a joint venture), Sandy, Utah; and Volmar Construction, Inc., Brooklyn, N.Y., are being awarded an indefinite-delivery/indefinite-quantity, multiple award construction contract for family housing design, construction and repairs. The total contract amount is not to exceed $250,000,000. The Nutmeg Companies, Inc. is being awarded one task order in the amount of $15,687,020 for whole house renovation and site improvements at the Greene Lane and Rainbow Heights housing complexes located at the Naval Education and Training Center, Newport, R. I. Eastern General Contractors, Inc. is being awarded one task order in the amount of $6,135,000 for whole house renovation and site improvements at the Nautilus Park housing complex located at the Naval Submarine Base, New London, Conn.. The aggregate of $250,000,000 will potentially be shared among all four contractors with each being awarded the minimum guarantee of $5,000. Work will be performed throughout Northern Division's ten state area of responsibility including, but not limited to, Rhode Island and Connecticut (50%), New Jersey, Pennsylvania and Delaware (25 %); Maine and New Hampshire (20%), and Vermont, Massachusetts and New York (5%)., and is expected to be completed by May 2005. Contract funds will not expire at the end of the current fiscal year. The basic contract was competitively procured with 52 proposals solicited and seven offers received. These four contractors may compete for task orders under the terms and conditions of the awarded contract. The Northern Division, Naval Facilities Engineering Command, Lester, Pa., is the contracting activity (N62472-99-D-0829/0830/0831/0832).

McDonnell Douglas Aerospace, a subsidiary of the Boeing Co. St. Loius, Mo., is being awarded a $49,800,00, not-to-exceed/ceiling priced order contract for procure nine line items of flight control surfaces (ailerons, leading edge flaps, trailing edge flaps and horizontal stabilizer) and arresting hook subassemblics in support of the F/A-18C/D aircraft. Work will be performed in St. Louis, Mo., and is expected to be completed by October 2003. Contract funds will not expire at the end of the current fiscal year. United Defense Limited Partnership, Armament System Division, Louisville, Ky., is being awarded a $24,122,952 modification cost-plus-award-fee for the overhaul, remanufacture, repair and life-cycle maintenance support of U.S. Navy gun weapon systems, including the 5"54 MK 45, used on most surface vessels. Work will be performed in Louisville, Ky., and is expected to be completed by September 2000. Contract funds in the amount of $22,653,777 will expire at the end of the current fiscal year. FuelCell Energy, Inc.*, Danbury, Conn., is being awarded a $16,413,499, cost-share completion contract for the design and develop a ship service fuel cell that will increase ship service generator efficiency, reduce operations and maintenance workload, signatures, and emissions. Work will be performed in Danbury, Conn., (75%), and Torrington, Conn., (25%) and is expected to be completed by May 2003. Contract funds will not expire at the end of the current fiscal year. This contract was not competitively procured. The Office of Naval Research, Arlington, Va., is the contracting activity (N0014-00-C-0169).

BAE Systems Applies Technologies, Inc., Rockville, Md., is being awarded a $9,610,968, cost-fixed-price contract for engineering service and system integration support to Strategic Systems Programs associated with the development and construction of U.K. SSBNs with Trident missile capability and in-service Vanguard Class Trident II (D-5) Strategic Weapons Systems, including those items required for the support and maintenance of the weapon system. Work will be performed in Rockville, Md., and is expected to be completed by March 2001. Contract funds will not expire at the end of the current fiscal year. This contract was not competitively procured. The Navy's Strategic Systems Programs, Rockville, Md., is the contracting activity (N00030-00-C-0038).

Volmar Construction, Inc., Brooklyn, N.Y., is being awarded an $8,832,000 firm-fixed-price task order under a multiple award construction contract for a whole house revitalization of 88 units at Melville, Naval Station, Newport. The total contract amount is not to exceed $250,000,000. Work will be performed in Newport, R.I., and is expected to be completed by November 2001. Contract funds will not expire at the end of the current fiscal year. The basic contract was competitively procured with 52 proposals solicited, seven offers received and award made to multiple contractors concurrent with this task order today, May 19, 2000, with four proposals received for this task order. These four contractors may compete for task orders under the terms and conditions of the existing contract. The Northern Division, Naval Facilities Engineering Command, Lester, Pa., is the contracting activity (N62472-99-D-0832).

Data Link Solutions, L.L.C., Cedar Rapids, Iowa, is being awarded a $7,389,290 firm-fixed-price contract for 19 digital data power groups. These are components of the Joint Tactical Information Distribution System utilized on various aircraft. Work will be performed in Wayne, N.J., and is expected to be completed by April 2003. Contract funds will not expire at the end of the current fiscal year. This contract was not competitively procured. The Naval Inventory Control Point, Philadelphia, Pa., is the contracting activity (N00383-00-C-G036).

AIR FORCE

The Boeing Company, Maui, Hawaii, is being awarded an $86,500,000 (maximum) indefinite-delivery/indefinite-quantity contract to provide for operation and maintenance and research and development services through September 2005 for the Maui Space Surveillance System, Mount Haleakala, Maui, Hawaii. Funds will be obligated as individual delivery orders are issued. The Air Force may issue delivery orders totaling up to the maximum amount indicated above, though actual requirements may necessitate less than that amount. Expected contract completion date is Sept. 30, 2005. Solicitation issue date was Jan. 12, 2000. Negotiation completion date was April 10, 2000. Air Force Research Laboratory, Kirtland AFB, NM, is the contracting activity (F29601-00-D-0204).

Boeing Defense and Space Group, Seal Beach, Calif., is being awarded a $27,400,000 modification to a firm-fixed-price contract to provide for 33 Payload Adapters which will facilitate integration of the Global Positioning System Block IIF space vehicle onto the Evolved Expendable Launch Vehicle (EELV). Expected contract completion date is Fiscal Year 2009. Solicitation issue date was Jan. 12, 2000. Negotiation completion date was March 3, 2000. Space and Missile Systems Center, Los Angeles AFB, Calif., is the contracting activity (F04701-96-C-0025).

Raytheon Corp., McKinney, Texas, is being awarded a $6,575,500 firm-fixed-price contract to provide for 435 Common Large Area Display Sets (CLADS) applicable to the E-3 Airborne Warning and Control System (AWACS) aircraft. The CLADS is a digital monitor that displays AWACS data and associated interface equipment. Delivery will begin with 45 each per month beginning 120 days after exercise of option, 30 each in final month. Solicitation issue date was Dec. 28, 1998. Negotiation completion date was Aug. 19, 1999. Warner Robins Air Logistics Center, Robins AFB, Ga., is the contracting activity (F09603-99-C-0345-P00001).

ARMY

Lockheed Martin Missile and Fire Control, Dallas, Texas, is being awarded a $65,000,000 modification to a cost plus incentive fee contract (DAAH01-99-C-0062) for Low Rate Initial Production (LRIP-1) Patriot Advanced Capable (PAC-3). Work will be performed in various sites and is expected to be completed by December 31, 2002. Contract funds will not expire at the end of the current fiscal years. This is a sole source contract initiated on May 19, 2000. The U.S. Army Aviation and Missile Command, Redstone Arsenal, Ala. is the contracting activity.
