ARMY

Lockheed Martin Missiles and Fire Control-Dallas, Grand Prairie, Texas, is being awarded a $79,929,645 cost-plus-fixed-fee and firm-fixed-price contract for a follow-on M270A1 low rate initial production contract (LRIP 3) to cover M270A1 launchers and logistics support for FY00 with options through FY04, for the Multiple Launch Rocket System project. The logistics support includes training and interim contractor support. A fixed price contract for hardware with cost type provisions for services is anticipated. Work will be performed in East Camden, Ark. (65%), and Grand Prairie, Texas (35%), and is expected to be completed by June 30, 2005. Contract funds will not expire at the end of the current fiscal year. This is a sole source contract initiated on Sept. 8, 1999. The U.S. Army Aviation & Missile Command, Redstone Arsenal, Ala., is the contracting activity (DAAH01-00-C-0109).

American Bridge Co., Orlando, Fla., is being awarded a $16,681,000 firm-fixed-price contract for final design and construction of a 3,260 sq. meter air freight/passenger terminal and a 6,000 sq. meter base supply traffic management complex. The project includes an 18,000 sq. meter concrete aircraft ramp expansion and associated utilities, pavements and landscaping to support the facilities. Work will be performed at Patrick Air Force Base, Fla., and is expected to be completed by Jan. 15, 2002. Contract funds will not expire at the end of the current fiscal year. There were 198 bids solicited on Feb. 9, 2000, and nine bids were received. The U.S. Army Corps of Engineers, Mobile, Ala., is the contracting activity (DACA01-00-C-0017).

Wittwer Inc. & Subsidiary*, Wichita, Kan., is being awarded $12,482,884 as part of a $13,090,344 (total if options are exercised) firm-fixed-price contract to upgrade the center runway at Vance Air Force Base, consisting of repair of the existing instrument rated center runway. The asphalt runway between the concrete runway portions requires replacement; repair of the overruns and intersections of the center runway with diagonal runways shall be included. New work includes a concrete taxiway with warm-up apron between the south end of the center runway and the south edge of the main parking apron including edge lighting striping and signage. An additional warm-up pad is required on existing Taxiway E. Demolition of the existing warm-up pad and a portion of Taxiway E shall be required. Storm drainage, airfield pavement markings, underground electrical and communication lines, earthwork and turf establishment will also be required. Work will be performed at Vance Air Force Base, Okla., and is expected to be completed by Aug. 30, 2001. Contract funds will not expire at the end of the current fiscal year. There were 91 bids solicited on May 12, 2000, and two bids were received. The U.S. Army Corps of Engineers, Tulsa, Okla., is the contracting activity (DACA56-00-C-2017).

IT Corp., Houston, Texas, is being awarded an $11,214,968 firm-fixed-price contract for construction of a rail system and container facility, including one option for an additional rail track. Work will be performed at Fort Sill, Okla., and is expected to be completed by June 1, 2002. Contract funds will not expire at the end of the current fiscal year. There were 120 bids solicited on May 5, 2000, and six bids were received. The U.S. Army Corps of Engineers, Tulsa, Okla., is the contracting activity (DACA56-00-C-2015).

Scrufari Construction Co. Inc.*, Niagara Falls, N.Y., is being awarded a $6,233,032 firm-fixed-price contract for construction of a new lodging facility which includes a 3,162 sq. meter, 60-room visiting officers quarters. Work will be performed at the Niagara Falls Air Reserve Station, Niagara Falls, N.Y., and is expected to be completed by March 4, 2002. Contract funds will not expire at the end of the current fiscal year. There were 63 bids solicited on May 5, 2000, and six bids were received. The U.S. Army Corps of Engineers, Louisville, Ky., is the contracting activity (DACA27-00-C-0066).

NAVY

Brown & Root Services, Houston, Texas, is being awarded a maximum estimated $75,000,000 cost-plus-award-fee, indefinite-quantity/indefinite-delivery order contract with a guaranteed minimum of $100,000 for emergency construction capabilities. The total contract amount is not to exceed $300,000,000 (base year plus four option years). Work will be performed at worldwide locations, to be determined, when task orders are awarded. Work is expected to be complete by June 2001. Contract funds will expire at the end of the current fiscal year. This contract was competitively procured with 44 proposals solicited and three offers received. The Naval Facilities Engineering Command, Atlantic Division, Norfolk, Va., is the contracting activity (N62470-00-D-0005).

Bechtel Plant Machinery, Inc., Machinery Apparatus Operation, Schenectady, N.Y., is being awarded a $72,400,696 cost-plus-fixed-fee contract for nuclear propulsion components. Work will be performed in Pittsburgh, Pa. (87%) and Schenectady, N.Y. (13%), and is expected to be completed by September 2005. Contract funds will not expire at the end of the current fiscal year. This contract was not competitively procured. The Naval Sea Systems Command, Arlington, Va., is the contracting activity (N00024-00-C-4066).

Joseph J. Henderson & Son, Inc., Gurnee, Ill., is being awarded a $25,129,000 firm-fixed price contract for design and construction of whole house revitalization of family housing at Forrestal Village, Naval Training Center, Great Lakes. Work will be performed in Great Lakes, Ill., and is expected to be completed by August 2003. Contract funds will not expire at the end of the current fiscal year. This contract was competitively procured with 24 proposals solicited and two offers received. The Engineering Field Activity, Midwest, Naval Facilities Engineering Command, Great Lakes, Ill., is the contracting activity (N68950-00-C-0215).

Orbital Sciences Corp., Launch Systems Group, Chandler, Ariz., is being awarded a $34,193,862 cost-plus-incentive-fee contract for six supersonic sea skimming target engineering development models, ground and flight testing and testing support. Work will be performed in Chandler, Ariz. (41%); Gainesville, Va. (30%); Wichita, Kan. (28%); and Tucson, Ariz. (1%), and is expected to be completed by May 2003. Contract funds in the amount of $8,000,000 will expire at the end of the current fiscal year. This contract was competitively procured through an electronic request for proposals and two offers were received. The Naval Air Systems Command, Patuxent River, Md., is the contracting activity (N00019-00-C-0255).

Lockheed Martin Corp., Naval Electronics and Surveillance Systems Syracuse, Syracuse, N.Y., is being awarded an $18,230,000 fixed-price-incentive-fee contract for the development of one Air Surveillance and Precision Approach Radar Control System (ASPARCS) first article for the U.S. Marine Corps; two Air Force Precision Approach Radar (PAR) first articles; two Air Force shelters, and associated technical data. Work will be performed in Syracuse, N.Y., and is expected to be completed by April 2002. Contract funds will not expire at the end of the current fiscal year. This contract was competitively procured through an electronic request for proposals and three offers were received. DEFENSE LOGISTICS AGENCY

Valero Marketing and Supply Company, San Antonio, Texas, is being awarded an $18,167,325 fixed-price-with-economic-price-adjustment contract for aviation turbine fuel, JP8. Twelve proposals were solicited and four were received. Work will be performed in Texas City, Texas, and is expected to be completed by Oct. 30, 2000. The Defense Energy Support Center, Fort Belvoir, Va., is the contracting activity (SP0600-00-D-0506).
