DEFENSE INFORMATION SYSTEMS AGENCY
Eleven companies (two small and nine large businesses) are being awarded today an indefinite delivery/indefinite quantity contract with a ceiling price of $1.5 billion with $550,000 obligated concurrently with contract award ($50,000 per company) for Information Assurance (IA) capabilities support on a world-wide basis for DoD and other Federal agencies. The contract life is for a three-year base period with four one-year options. A multiple vendor award, this ID/IQ contract allows for the issuance of firm fixed price, time-and-material and cost reimbursable task orders. This was a competitive acquisition. Vendors representing 67 companies attended the IA Industry Day and the solicitation was published on the Internet. Fifteen offers were received. The Defense Information Technology Contracting Organization, Scott AFB, IL is the contracting activity (DCA200-00-D-5011 through DCA200-00-D-5021).

The Boeing Company, St. Louis, Mo., is being awarded a $20,343,490 cost-plus-fixed-fee, indefinite-delivery/indefinite-quantity contract for the procurement of nine F/A-18 Advanced Targeting Forward Looking Infrared (ATFLIR) Consolidated Automated Support System (CASS) Operation Test Program sets (OTPs). Work will be performed in St. Louis, Mo., and is expected to be completed by December 2004. Contract funds will not expire at the end of the current fiscal year. This contract was not competitively procured. The Naval Air Warfare Center Aircraft Division, Lakehurst, N.J., is the contracting activity (N68335-00-D-0102).
Electric Boat Corp., Groton, Conn., is being awarded a cost-plus-fixed-fee contract modification in the amount of $7,939,876, to provide support of submarine research and developmental test and evaluation efforts. The contractor will perform naval architectural/engineering/logistics support of designated submarine research vehicles and submarine class improved performance machinery programs. Work will be performed in Groton, Conn., and is expected to be completed by September 2001. Contract funds will not expire at the end of the current fiscal year. Atlantico Electric, Inc.*, Yorktown, Va.; Centennial Contractors Enterprises, Inc., Vienna, Va.; C. L. Price & Associates, Inc.*, Morehead City, N.C.; L. A. Downey & Son, Inc.*, Newport, N.C.; Pro Construction, Inc., Jacksonville, N.C.; and Trader Construction Company, New Bern, N.C. are being awarded a $6,000,000 firm-fixed price, indefinite-delivery/indefinite-quantity multiple award construction contract with a guaranteed minimum of $100,000 to each contractor to provide new construction, renovation, alteration, and repairs for general construction projects at the Marine Corps Air Station, Cherry Point and other military installations in North Carolina. This contract contains options, which if exercised, will bring the total cumulative amount of this contract to a not-to-exceed value of $18,000,000. Work will be performed in Cherry Point, N.C. (95%) and other as yet to be determined military installations/sites in North Carolina (5%). Work is expected to be complete by July 2003. Contract funds will not expire at the end of the current fiscal year. The basic contract was competitively procured with 44 proposals solicited and 17 offers received. The six contractors listed above may compete for task orders under the terms and conditions of the existing multiple award contract. Armament System Division, Minneapolis, Minn., is being awarded an increment of a $12,388,456 modification to cost-plus-incentive-fee (with award fee) contract DAAE30-95-C-0009 for the Crusader program light design refinement effort. Work will be performed in Minneapolis, Minn. (59%); Sterling Heights, Mich. (19.6%); Santa Clara, Calif. (13.8%), and Burlington, Vt. (7.6%), and is expected to be completed by Sept. 30, 2000. This is a sole source contract initiated on July 18, 1994. The U.S. Army Tank-Automotive & Armaments Command, Picatinny Arsenal, N.J., is the contracting activity.
United Defense LP, Ground Systems Division, York, Pa., is being awarded a $6,727,890 firm-fixed-price contract. The Bradley vehicle will be procured utilizing a performance specification. Included in the vehicle price will be all engineering support for items in production. In addition, all vehicle de-processing costs leading up to handoff to the fielded unit will be a part of this effort. The spares procurement will consist of all associated stockage list items, which includes continued fielding support spares as well as classroom spares; and the contract will mandate that the contractor maintains an additional float inventory for contingency spare requirements. Work will be performed in York, Pa., and is expected to be completed by Aug. 31, 2001. Contract funds will not expire at the end of the current fiscal year. There was an announcement on the World Wide Web on Oct. 27, 1999, and one bid was received. The Goodyear Tire & Rubber Co., Akron, Ohio, is being awarded a $5,479,443 delivery order amount as part of firm-fixed-price contract DAAE07-98-D-T041, for 19,622 T-158LL tracks for the M1A2 Abrams Tank. Work will be performed in St. Mary's, Ohio, and is expected to be completed by Feb. 28, 2001. Contract funds will not expire at the end of the current fiscal year. There were five bids solicited on April 23, 1998, and two bids were received. The U.S. Army Tank-Automotive & Armaments Command, Warren, Mich., is the contracting activity.
Contract DASG60-00-C-0052, announced July 24, 2000, was incorrect, and should have read as follows: Maximum Technology Corp.*, Huntsville, Ala., was awarded a $1,300,000 increment as part of a $7,476,310 cost-plus-fixed-fee/level-of-effort contract on July 21, 2000. This effort will provide advanced missile materials evaluation combined with instrumentation, software, and simulation and testing. Work will be performed in Huntsville, Ala., and is expected to be completed by July 20, 2003. Contract funds will not expire at the end of the current fiscal year. There was a broad agency announcement on Feb. 29, 2000, and three bids were received. The U.S. Army Space & Missile Defense Command, Huntsville, Ala., is the contracting activity (DASG60-00-C-0052).
CIVIL WORKS - NON MILITARY
B & K Construction Co. Inc.*, Mandeville, La., is being awarded a $100,000 increment as part of a $14,298,667 firm-fixed-price contract for drainage improvements to the Southeast Louisiana Project, Hollygrove Area, Phase II, Forsey to Dublin Streets Covered Canal Work. Work will be performed in New Orleans, La., and is expected to be completed by July 27, 2003. Contract funds will not expire at the end of the current fiscal year. There were 145 bids solicited on Feb. 2, 2000, and four bids were received. The U.S. Army Corps of Engineers, New Orleans, La., is the contracting activity (DACW29-00-C-0074).
Rockwell Collins Inc., Cedar Rapids, Iowa, is being awarded an $8,003,590 option to a firm-fixed-price contract to provide for 269 Miniaturized Airborne Global Positioning Satellite Receivers applicable to various aircraft. This effort supports Navy requirements (192 receivers) and foreign military sales (77 receivers) to Denmark, Netherlands, Portugal, and Belgium. Expected contract completion date is July 2001. Solicitation issue date was April 21, 2000. Negotiation completion date was July 6, 2000.
