ARMY

Sikorsky Aircraft Corp., Stratford, Conn., is being awarded a $34,863,935 modification to firm-fixed-price, multi-year contract DAAJ09-97-C-0005, to exercise the option for five UH-60L Black Hawk helicopters. Work will be performed in Stratford, Conn., and is expected to be completed by Dec. 30, 2003. Contract funds will not expire at the end of the current fiscal year. This is a sole source contract initiated on Oct. 17, 1995. The U.S. Army Aviation & Missile Command, Redstone Arsenal, Ala., is the contracting activity.

General Dynamics Government Systems Corp., Taunton, Mass., is being awarded a $13,453,377 modification to firm-fixed-price contract DAAB07-94-C-N853, to exercise options for common hardware/software items for project manager Army Tactical Command and Control Systems computers and associated peripherals for battlefield commanders. Work will be performed in Taunton, Mass., and is expected to be completed by April 10, 2005. Of the total contract funds, $260,447 will expire at the end of the current fiscal year. There were 50 bids solicited on April 21, 1994, and three bids were received. The U.S. Army Communications & Electronics Command, Fort Monmouth, N.J., is the contracting activity.

Silverton Construction Co. Inc., El Paso, Texas, is being awarded an $11,956,000 firm-fixed-price contract for construction of a Soldier Service Center. The facility will include administrative areas, conference rooms, record storage, a dental and medical examination area, library, and shipping and receiving. Supporting facilities include utilities; electric service; fire protection and alarm system; parking; walks, curbs and gutters; storm drainage; information systems; pedestrian overpass; traffic signal; and site improvements, as well as exterior lighting for anti-terrorism/force protection. Access for the handicapped will be provided. Work will be performed at Fort Hood, Texas, and is expected to be completed by May 3, 2001. Contract funds will not expire at the end of the current fiscal year. There was an announcement on the World Wide Web on May 15, 2000, and six bids were received. The U.S. Army Corps of Engineers, Fort Worth, Texas, is the contracting activity (DACA63-00-C-0023).

ASRC Communications Ltd., Albuquerque, N.M., is being awarded $412,410 of a $2,018,443 increment as part of a $10,924,690 time-and-materials contract for security services to be provided to the Software Engineering Center. The services encompass personnel security, physical security, communications security, information systems security, electronics security, operations security, monitoring of special access programs, the management of sensitive compartmented information billets and facilities, and the conduct of security education. Work will be performed at Fort Monmouth, N.J. (72%); Fort Huachuca, Ariz. (26%), and Fort Sill, Okla. (2%), and is expected to be completed by Aug. 30, 2005. Contract funds will not expire at the end of the current fiscal year. This is a sole source contract initiated on June 21, 2000. The U.S. Army Communications & Electronics Command, Fort Monmouth, N.J., is the contracting activity (DAAB07-00-D-G003).

Longbow Limited Liability Co., Commercial and Government Entity, Orlando, Fla., was awarded a $6,673,139 delivery order amount as part of firm-fixed-price contract DAAH23-99-G-0012 on July 28, 2000. The contractor will provide FY99 war reserve spares to support deployment for fire control radar for the AH-64D Apache helicopter. Work will be performed by Northrop Grumman Co. in Baltimore, Md. (50%); and by Lockheed Martin Co. in Orlando, Fla. (50%), and is expected to be completed by Oct. 11, 2002. Contract funds will not expire at the end of the current fiscal year. This is a sole source contract initiated on April 25, 2000. The U.S. Army Aviation & Missile Command, Redstone Arsenal, Ala., is the contracting activity.

American Ordnance LLC, Lexington, Ky., is being awarded a $5,338,609 firm-fixed-price contract for FY00 to load, assemble and pack M702 (60 mm) ignition cartridges. Work will be performed at the Milan Army Ammunition Plant, Milan, Tenn., and is expected to be completed by Sept. 30, 2001. Contract funds will not expire at the end of the current fiscal year. This is a sole source contract initiated on Dec. 14, 1999. The U.S. Army Armament, Munitions & Chemical Command, Rock Island, Ill., is the contracting activity (DAAA09-98-G-0011).

NAVY

Raytheon Systems, Co., Sensors & Electronics Systems, El Segundo, Calif., is being awarded a $26,999,335 cost plus award fee, indefinite-delivery/indefinite-quantity contract for technical engineering services for F/A-18 radar and AN/APG-65 and AN/APG-73 radar on any platform for the U. S. Navy and the governments of Australia, Switzerland, and Finland. This contract combines purchases for the U.S. Navy (98%) and the governments of Australia (1%), Switzerland (.5%) and Finland (.5%) under the Foreign Military Sales Program. Work will be performed in El Segundo, Calif., and is expected to be completed by July 2005. Contract funds will not expire at the end of the current fiscal year. This contract was not competitively procured. The Naval Air Warfare Center Weapons Division, China Lake, Calif., is the contracting activity (N68936-00-D-0018).

James N. Gray Company, Lexington, Kentucky, is being awarded a $12,807,075 firm-fixed price contract for the design and construction of two physical fitness centers; one 5,410 square meter in the administration area and one 575 square meter in the operations area of the Naval Air Station Lemoore. This project will demolish Buildings 940 and 945 that may require hazardous material abatement. Work will be performed in Lemoore, Calif., and is expected to be completed by June 2002. Contract funds will not expire at the end of the current fiscal year. This contract was competitively procured with 112 proposals solicited and 20 offers received. The Engineering Field Activity West, Naval Facilities Engineering Command, San Bruno, Calif., is the contracting activity (N62474-99-C-6089).

Arthur D. Little, Cambridge, Mass., is being awarded a $9,371,060 indefinite-delivery/indefinite-quantity contract with firm-fixed pricing provisions for advisory and assistance service in all business, economic and technical aspects to support the Department of Navy utility system privatization program worldwide. This contract contains options, which if exercised, will bring the total cumulative value of this contract to $36,255,951. Work will be performed worldwide at Navy and Marine Corps facilities, and is expected to be completed August 2001. Contract funds will expire at the end of the current fiscal year. This contract was competitively procured with 61 proposals solicited and seven offers received. The Naval Facilities Engineering Command Contracts Office, Port Hueneme, Calif., is the contracting activity (N47408-00-D-8122).

AIR FORCE

Logicon Advanced Technology, San Pedro, Calif., is being awarded an $18,600,000 (not-to-exceed) indefinite-delivery/indefinite-quantity contract to provide for system and engineering analysis, modeling, experiment design and analysis, and critical review through July 2005 of Air Force technology development and test programs. The program areas involved in this effort will include Active and Passive Imaging, Optical Components, Laser devices, Advanced Technology Applications (Weapons Class Laser Applications) and the Maui Space Surveillance System. Further funds will be obligated as individual delivery orders are issued. The Air Force can issue delivery orders totaling up to the not-to-exceed-amount indicated above, though actual requirements may necessitate less than that amount. Expected contract completion date is July 31, 2005. Solicitation issue date was Feb. 23, 2000. Negotiation completion date was July 14, 2000. Detachment 8, Air Force Research Laboratory, Kirtland AFB, NM, is the contracting activity (F29601-00-D-0202).
