ARMY

Halter Marine Inc., Gulfport, Miss., is being awarded a $26,748,852 modification to firm-fixed-price contract DAAE07-01-C-T018 for one logistics support vessel with associated hardware, software, testing and logistics. The contract also includes options for the acquisition of two additional vessels. Work will be performed in Moss Point, Miss., and is expected to be completed by Dec. 31, 2003. A request for proposal was solicited on the World Wide Web on Nov. 6, 2000, and three bids were received. The U.S. Army Tank-Automotive & Armaments Command, Warren, Mich., is the contracting activity.

The Austin Co., Houston, Texas, is being awarded a $21,235,200 modification to firm-fixed-price contract DACA56-01-C-2002 for the design and construction services of a one-bay facility capable of accomplishing aircraft paint stripping operations on B-1, B-52, C/KC-135, E-3, B-2 and E-6 military aircraft. Supporting systems and items include utilities, lighting, site improvements, industrial waste pretreatment, fire suppressions, overhead work platforms, ventilation, particulate controls and other necessary support. Work will be performed in Tinker Air Force Base, Okla., and is expected to be completed by Oct. 30, 2001. Contract funds will not expire at the end of the current fiscal year. There were 103 bids solicited on July 17, 2000, and six bids were received. The U.S. Army Engineer District, Tulsa, Okla., is the contracting activity.

Lake Shore Inc., Iron Mountain, Mich., is being awarded a $6,730,756 modification to firm-fixed-price-requirements contract DAAE07-01-D-T026 for the purchase of the Modular Causeway System's roll-on/roll-off discharge facility, a floating platform that interfaces between roll-on/roll-off ships and shallow draft lighters. Work will be performed in Iron Mountain, Mich. (84%); Portsmouth, Va. (14%); and Baldwin, Mo. (2%), and is expected to be completed by May 31, 2003. Contract funds will not expire at the end of the current fiscal year. There were 20 bids solicited on July 28, 2000, and five bids were received. The U.S. Army Tank-Automotive & Armaments Command, Warren, Mich., is the contracting activity.

NAVY

American Renovation & Construction Co., San Diego, Calif., is being awarded a $25,626,000 firm-fixed-price contract for family housing revitalization at Manatee Bay and Caribe Breeze, U. S. Navy Station Roosevelt Roads. The Navy originally awarded this contract to Fermin O. Gonzales Inc. on Feb. 28, 2001. However, on March 8, 2001, American Renovation and Construction Co., filed a complaint for declaratory judgment and injunctive relief with the U.S. Court of Federal Claims, protesting the Department of the Navy's award to Fermin O. Gonzales Inc. As a result of reevaluation, American Renovation & Construction is being awarded the subject contract. The contract previously awarded Fermin O. Gonzales Inc. will be terminated for convenience. Work will be performed in Roosevelt Roads, Puerto Rico, and is expected to be completed by March 2004. Contract funds will not expire at the end of the current fiscal year. This contract was competitively procured with 24 proposals solicited and four offers received. The Naval Facilities Engineering Command, Atlantic Division, Norfolk, Va., is the contracting activity (N62470-01-C-1002).

Hi-Test Laboratories Inc., Arvonia, Va., and Dynamic Testing Inc., Rustburg, Va., are being multiple awarded a $16,223,901 indefinite-delivery/indefinite-quantity, cost-plus-fixed-fee contract for engineering services and material in association with the performance of underwater explosion testing related to ships and submarines. Work will be performed in Arvonia, Va. (53%), and Rustburg, Va. (47%), and is expected to be completed by June 2006. Contract funds in the amount of $22,500 will expire at the end of the current fiscal year. This contract was competitively procured under one solicitation and additionally advertised on the Internet. Two offers were received. The Naval Surface Warfare Center, Carderock Division, West Bethesda, Md., is the contracting activity (Hi-Test Laboratories Inc.-N00167-01-D-0017; Dynamic Testing Inc.-N00167-01-D-0018).

DEFENSE LOGISTICS AGENCY

Western Petroleum Co.*, Eden Prairie, Minn., was awarded on May 24, 2001, a $6,689,707.00 fixed-price with economic price adjustment contract for gasoline, diesel and burner oil for Army agencies located throughout Colorado, Kansas, Nebraska, New Mexico, North Dakota, South Dakota, Oklahoma, Texas, Wyoming, Illinois, Iowa, Michigan, Minnesota and Wisconsin. There were 500 proposals solicited, and 33 responded. Period of performance completion is May 31, 2004. Funds will not expire at the end of the fiscal year. The Defense Energy Support Center, Ft. Belvoir, Va., is the contracting agency (SP0600-01-D-4513).

AIR FORCE

The Air Force is modifying a contract with Lockheed Martin Corp., Lockheed Martin Aeronautical Systems Co., Marietta, Ga. This action provides for Investment in Producibility Improvement Program (PIP). These projects will reduce the cost of F-22 aircraft. Lockheed Martin will perform this effort in Marietta, Ga. Aeronautical Systems Center, Wright-Patterson Air Force Base, Ohio, is the contract activity (F33657-97-C-0030, P00026).
