NAVY

Lockheed Martin Naval Electronics and Surveillance System-Surface Systems, Moorestown, N.J., is being awarded a $74,791,712 cost-plus-award-fee contract for Aegis training, maintenance and logistics services, training systems support, and international program instructor support. This contract combines support for the U.S. Navy (75%), Japan (11%), Spain (9%) and others (5%) to be identified during contract performance. Work will be performed in Dahlgren, Va. (80%); Wallops Island, Va. (10%); Moorestown, N.J. (5%); Cherry Hill, N.J. (4%), and Arlington, Va. (1%), and is expected to be completed in June 2006. Contract funds in the amount of $1,700,000 will expire by the end of the current fiscal year. This contract was not competitively procured. The Naval Surface Warfare Center, Dahlgren Division, Dahlgren, Va., is the contracting activity (N00178-01-C-2005).

AMSEC LLC, Virginia Beach, Va., is being awarded a $38,511,688 cost-plus-fixed-fee, indefinite-delivery/indefinite-quantity contract for engineering, technical and logistics support for ship alterations. This effort involves the development and execution of various alteration programs to upgrade and maintain in a more cost effective, timely manner the material readiness of hull, mechanical and electrical systems on surface ships, submarines and shore based commands. Work will be performed (for all labor categories except marine equipment mechanic, shipfitter/welder/burner, pipefitter/brazier and marine electrician) in Virginia Beach, Va. (20%); Philadelphia, Pa. (30%); and various shore based locations (50%), and is expected to be completed by May 2006. For the marine equipment mechanic, shipfitter/welder/burner, pipefitter/brazier and marine electrician labor categories, work will be performed in Virginia Beach, Va. (15%); San Diego, Calif. (50%); Pearl Harbor, Hawaii (15%); Bremerton, Wash. (10%); and various shore based locations (10%), and is expected to be completed by May 2006. Contract funds will not expire at the end of the current fiscal year. This contract was competitively procured and published in Commerce Business Daily with four offers received. Q.E.D. Systems, Inc., Virginia Beach, Va., is being awarded a $31,830,783 cost-plus-fixed-fee, indefinite-delivery/indefinite-quantity contract for engineering, technical and logistics support for ship alterations. This effort involves the development and execution of various alteration programs to upgrade and maintain in a more cost effective, timely manner the material readiness of hull, mechanical and electrical systems on surface ships, submarines and shore based commands. BAE Systems Technologies, Inc., Rockville, Md., is being awarded an $11,507,744 cost-plus-fixed-fee, term, services contract for engineering and technical services for life cycle support of communication-electronic equipment supporting the Special Communications Requirements Division at the Naval Air Warfare Center Aircraft Division, Patuxent River, St. Inigoes, Md. Work will be performed in California, Md. (63%); Fayetteville, N.C. (12%); Chesapeake, Va. (8%); San Diego, Calif. (7%); Fort Bliss, Texas (4%), Fort Walton Beach, Fla. (2%); Panzer Kaserne, Germany (2%); and Puerto Rico (2%); and is expected to be completed by May 2002. Contract funds will not expire at the end of the current fiscal year. This contract was competitively procured by electronic request for proposals with 11 proposals solicited and two offers received. The Naval Air Warfare Center Aircraft Division, St. Inigoes, Md., is the contracting activity (N00421-01-C-0169).

Raytheon Co., El Segundo, Calif., is being awarded a not-to-exceed $9,271,508 cost-plus-firm-fixed-price, indefinite-delivery/indefinite-quantity contract to provide engineering services in the support of Navy F-14 aircraft radar systems. Work will be performed in Point Mugu, Calif. (86.7%), and El Segundo, Calif. (13.3%), and is expected to be completed by May 2004. Contract funds will not expire at the end of the current fiscal year. This contract was not competitively procured. BAE Systems Applied Technologies, Inc., Rockville, Md., is being awarded a $7,818,429 modification to previously awarded cost-plus-fixed-fee term contract (N00421-97-C-1460) to exercise an option for the integration, test, installation, and certification of shipboard radio communications systems. The estimated level of effort for this option is 122,770 man-hours. Work will be performed in California, Md. (60%), and St. Inigoes, Md. (40%), and is expected to be completed by June 2002. Contract funds will not expire at the end of the current fiscal year. The Naval Air Warfare Center Aircraft Division, St. Inigoes, Md., is the contracting activity.

Raytheon Systems Co., Defense Systems Segment, Naval & Maritime Systems, Sudbury, Mass., is exercising a $5,429,484 option under previously awarded cost-plus-fixed-fee contract (N00024-98-C-5103) for the following services: technical engineering support for AN/SPY-1 Transmitter; microwave tube technical engineering support; Engineering Support Center support; technical engineering services in support of configuration control; production engineering support services; and technical engineering services for integrated logistics. Exercising this option brings the total cumulative value of this contract to $24,946,724. Work will be performed in Andover, Mass. (80%) and Sudbury, Mass. (20%), and is expected to be completed by May 2002. Contract funds will not expire at the end of the current fiscal year. This contract was not competitively procured. The Naval Sea Systems Command, Arlington, Va., is the contracting activity.

DEFENSE LOGISTICS AGENCY

Lankford/SYSCO Food Services, Inc., Pocomoke City, Maryland, is being awarded a $25,100,000 firm fixed price/indefinite quantity contract for food and beverage support to DoD and non-DoD customers for U.S. Army, U.S. Air Force, U.S. Navy, U.S. Marine Corps agencies in North Carolina and Somerset County, Md. This action is for the first option period. One hundred and forty proposals were solicited and five responded. Period of performance will be June 1, 2002. Funds will expire at the end of fiscal year 2001. The Defense Supply Center Philadelphia, Philadelphia, Pennsylvania, is the contracting agency (SP0300-01-D-2978).

ARMY

SOLPAC Inc., dba Soltek Pacific, San Diego, Calif., is being awarded a $20,920,647 firm-fixed-price construction contract for Department of Defense Center Monterey Bay renovation at Presidio of Monterey Annex, Calif. The project is for renovation of an existing eight-story cast-in-place reinforced waffle slab building with pre-cast concrete panel perimeter walls. The building will be partially occupied during construction. Renovation work will include demolition/removal and installation of new interior partitions, landscaping, a 4th floor conference center, a structural seismic upgrade, force protection, HVAC systems, plumbing, electrical, fire protection, communication systems, etc. Work will be performed at Monterey Bay at Presidio, Calif., and is expected to be completed by March 1, 2003. Contract funds will not expire at the end of the current fiscal year. There were 77 bids solicited on Oct. 31, 2000, and five bids were received. The U.S. Army Corps of Engineers, Sacramento, Calif., is the contracting activity (DACA05-01-C-0008).

General Dynamics Government Systems Corp., Taunton, Mass., is being awarded an $8,254,032 modification to firm-fixed-price contract DAAB07-94-C-N853, to exercise options for common hardware/software items for project manager, Army Tactical Command and Control Systems computers and associated peripherals for battlefield commanders. Work will be performed in Taunton, Mass., and is expected to be completed by April 10, 2005. Of the total contract funds, $399,533 will expire at the end of the current fiscal year. There were 50 bids solicited on April 21, 1994, and three bids were received. The U.S. Army Communications-Electronics Command, Fort Monmouth, N.J., is the contracting activity.

AIR FORCE

Raytheon Aircraft Co., Wichita, Kan., is being awarded a $5,468,445 fixed price incentive firm contract to provide for computer work stations, and software and Training Integrated Management System in support of the Joint Primary Aircraft Training System and the T-6A aircraft. At this time 100 percent of the funds have been obligated. The work is expected to be completed by August 2002. The work will be performed by Flight Safety Services Corp, Englewood, Colo., (85%), and other locations. Aeronautical Systems Center, Wright-Patterson Air Force Base, Ohio, is the contracting activity (F33657-94-C-0006-P00183).

McDonnell Douglas Corp., Saint Louis, Mo., is being awarded a $5,339,379 cost plus fixed fee contract to provide for research and development to develop, analyze and document requirements for the Networked Embedded Software Technology program. At this time $873,720 of the funds have been obligated. This work is to be completed by January 2006. Solicitation began October 2000; negotiations were completed May 2001. Air Force Research Laboratory, Wright-Patterson Air Force Base, Ohio, is the contracting activity (F33615-01-C-1898).
