NAVY

Scientific Research Corp., Atlanta, Ga., is being awarded a $9,891,000 modification to previously awarded indefinite-quantity/indefinite-delivery, cost-plus-fixed-fee contract (N65236-97-D-5803) to provide analytical, engineering, and support services for various satellite communication programs such as Joint Maritime Communications Strategy, Advanced Digital Networking System, Demand Assigned Multiple Access, and Global Broadcast support services as required by SPAWARSYSCEN Charleston, Code 523. This contract contains one base year and four one-year option periods that have all been exercised. The total cumulative value of the contract including all options and modification is $46,970,854. Work will be performed in Atlanta, Ga. (63%), and Charleston, S.C. (37%), and is expected to be completed by January 2002. Contract funds will not expire at the end of the fiscal year. The Space and Naval Warfare Systems Center, Charleston, S.C., is the contracting activity.

Manson Construction Co., Seattle, Wash., is being awarded a $42,345,000 firm-fixed-price contract for dredging and disposal of material for replacement of Piers 10 and 11 at Naval Station San Diego. The work to be performed includes all design, engineering and construction necessary to provide a complete and ready for use new 457.5-meter long by 36.6-meter wide single-deck pile supported concrete pier to support berthing operations of ships, including LHA, LHD, DD 963, DDG 51, CG 47 and FFG class ships in various combinations. The project also involves installation of utilities on the pier, demolition of two existing 440-meter long by 15-meter wide piers and incidental related work. This contract is being incrementally funded with $29,500,000 presently available and allotted. The remaining balance of the lump sum price, $12,845,000, will be allotted to the contract via modification no later than 365 calendar days from the date of contract award. Work will be performed in San Diego, Calif., and is expected to be completed by February 2004. Contract funds will not expire at the end of the current fiscal year. This contract was competitively procured with 84 proposals solicited and six offers received under the two-phase design-build selection process. The Naval Facilities Engineering Command, Southwest Division, San Diego, Calif., is the contracting activity (N68711-00-C-7507).

DEFENSE LOGISTICS AGENCY

Reinhart Food Service (Milwaukee Division), Oak Creak, Wis., is being awarded a $30,000,000 firm-fixed-price with indefinite-quantity type contract for a full line food distributor for Great Lakes Naval Base and Hospital and Pittsburgh and Blackwell Job Corps. The $30,000,000 represents the base year dollar value, while the contract also includes two six-month options worth $15,000,000 per option period. There were 17 proposals solicited, and two responded. Performance completion date is expected to be Aug. 26, 2002. Funds will expire at the end of fiscal year 2001. The Defense Supply Center Philadelphia, Philadelphia, Pa., is the contracting activity (SP0300-01-D-3011).

AIR FORCE

Lockheed Martin Corp., Littleton, Colo., is being awarded a $21,000,000 cost-plus-fixed-fee contract to provide for research and development for the XSS-11 Experimental Satellite System Microsatellite Program. This effort includes design, development, fabrication, integration, test, delivery and support for demonstration of a space-qualifiable 100 kilogram microsatellite that can perform autonomous on-orbit operations. At this time, $1,500,000 of the funds have been obligated. Solicitation was requested using the Electronic Posting System; five proposals were received. This work is to be completed by July 2005. Solicitation began January 2001; negotiations were completed July 2001. The Air Force Research Laboratory, Kirtland Air Force Base, N.M., is the contracting activity (F29601-01-C-0227).
