AIR FORCE

Raytheon Systems Company, Goleta, Calif., is being awarded a $25,950,520 firm-fixed-price contract to provide for design, development, testing and production of an upgrade to the ALR-69 Radar Warning Receive (RWR). This upgrade will provide greater situational awareness capability to the aircrew through upgrades to the ALR-69 RWR using the incremental approach. The program is divided into an Engineering, Manufacturing and Development (EMD) phase and production phase. Within the EMD, the initial EMD effort will develop "core" capability, followed by options/increments that will provide software upgrades to the "core" capability. At this time, $19,644,941 of the funds has been obligated. This work is to be completed September 2004. Firms were solicited via World-Wide-Web in November 2000; negotiations were complete August 2001. Warner-Robins Air Logistics Center, Robins Air Force Base, Ga., is the contracting activity (F09603-01-C0330).

DynCorp Technical Service, Fort Worth, Texas, is being awarded a $9,735,937 cost-plus-incentive free, firm-fixed-price contract to provide for acquisition of Base Operating Support (BOS) services for Maxwell Air Force Base, Ala. At this time, no funds have been obligated. This work is to be completed September 2002, with four one-year option periods. 32 firms were solicited in March 1999, and eight firms submitted proposals. Negotiations were complete August 2000. DynCorp Technical Service will perform this effort at Maxwell Air Force Base, Ala. Air Education and Training Command, Randolph Air Force Base, Texas, is the contracting activity (F41689-01-C-0006).

Phoenix Management Incorporated, Austin, Texas is being awarded a $5,746,206 firm-fixed-price award fee contract with cost reimbursement and labor hour contract line items to provide for multi-wing logistics support encompassing supply and fuels management at four Air Force Space Command wings as well as inclusion of wing-unique functions, such as vehicle operations and maintenance, surface freight, material control, self-help store and contractor operated civil engineering supply store. Period of performance include basic year plus five option years. The award action will cover contract phase-in and basic year of performance. Options one through five are annual contract action items. At this time, no funds have been obligated. This work is to be complete November 2000 (Phase-In), contract performance commences December 2001 through September 2002. Firms were solicited via General Services Administration's Federal Business Opportunities web page in November 2000 and five proposals were received. Negotiations were complete July 2001. Phoenix Management Incorporated will perform this effort at Peterson, Buckley and Schriever Air Force Bases, all located in Colorado. Headquarters Air Force Space Command, Peterson Air Force Base, Colo., is the contracting activity (F05603-01-C0001)).

ARMY

BAE Systems, Austin, Texas, is being awarded $7,986,600 as part of a $15,973,200 firm-fixed-price contract for 234,900 flares (IR MJU-7A/B). Work will be performed in East Camden, Ark., and completion is expected by March 29, 2003. Contract funds will not expire at the end of the current fiscal year. There were two bids solicited on May 24, 2001, and two bids were received. The U.S. Army Operations Support Command, Rock Island, Ill., is the contracting activity (DAAA09-01-C-0041).

Kilgore Flares Co. LLC, Toone, Tenn., is being awarded $6,072,948 as part of a $12,185,046 firm-fixed-price contract for 156,600 flares (IRC MJU-7A/B). Work will be performed in Toone, Tenn., and completion is expected by March 29, 2003. Contract funds will not expire at the end of the current fiscal year. There were two bids solicited on May 24, 2001, and two bids were received. The U.S. Army Operations Support Command, Rock Island, Ill., is the contracting activity (DAAA09-01-C-0042).

CIVIL WORKS - NON MILITARY

EA Engineering, Science & Technology Inc.*, Newburgh, N.Y., was awarded on Aug. 24, 2001, an indefinite delivery/indefinite quantity, firm-fixed-price or cost-reimbursement contract, with a cumulative total of $31,250,000 for long-term response action contract work assigned to the Northwestern Division of the Corps of Engineers and Environmental Protection Agency (EPA) Region II. Work will be performed in Oregon, Washington, Idaho, Montana, Wyoming, Colorado, North and South Dakota, Nebraska, Iowa, Kansas and Missouri (Corps of Engineers); and in New York, New Jersey, Puerto Rico, the U.S. Virgin Islands and Native tribes or nations located in these jurisdictions (EPA). Completion is expected by Aug. 31, 2006. There were 82 bids solicited on June 2, 2000, and eleven bids were received. The U.S. Army Corps of Engineers, Kansas City, Mo., is the contracting activity (DACW41-01-D-0030).

Ace Engineering Inc.*, LaVerne, Calif., is being awarded a $10,529,322 firm-fixed-price contract for an R-4 detention basin channel in the Las Vegas Wash and tributaries (Tropicana and Flamingo Washes), Las Vegas, Nev. Completion is expected by Nov. 27, 2002. Contract funds will not expire at the end of the current fiscal year. There was an announcement in the Commerce Business Daily on June 29, 2001, and eight bids were received. The U.S. Army Corps of Engineers, Los Angeles, Calif., is the contracting activity (DACW09-01-C-0011).

RETRACTION

The contract announcement of Aug. 17, to Natco LP, Oak Brook, Ill., for a firm-fixed-price contract with a cumulative total of $15,772,855 if all options are exercised, is hereby retracted (DACW51-01-C-0024).

The contract announcement of Aug. 24, to American National Red Cross, San Diego, for a cost sharing (no fee), firm-fixed-price option for initial production of a hemostatic dressing, is hereby retracted (DAMD17-01-C-0051).
