AIR FORCE

The Advanced Extremely High Frequency (AEHF) National Team, comprised of Lockheed Martin, Sunnyvale, Calif., and TRW Inc., Redondo Beach, Calif., is being awarded a $2,698,000,000 (not-to-exceed) firm-fixed-price and cost-plus award fee contract to provide for the System Development and Demonstration phase of the AEHF satellite communication system program. This effort includes production of two satellites, replacement and upgrade of existing military satellite communication (MILSATCOM) ground command and control segment components to support AEHF and associated sustainment. The AEHF system provides secure, survivable communications to warfighters during all levels of conflict and is the protected backbone of the Department of Defense's MILSATCOM architecture. At this time, $12,250,000 of the funds has been obligated. This work will be complete December 2011. Solicitation for this sole source contract began in October 2000, and negotiations were completed November 2001. The contractors will performed this effort in Sunnyvale, Calif. (45%), and Redondo, Calif. (55%). The Space and Missile Systems Center, Los Angeles Air Force Base, Calif., is the contracting activity (F04701-02-C-0002).

AIL Systems Inc., Long Island, N.Y., is being awarded a $5,587,609 firm-fixed-price contract to provide for repair of various components applicable to the AN/ALQ-161A Electronic Countermeasures System for the B-1B aircraft. At this time, the total amount of funds has been obligated. This work will be complete by May 2002. The Warner Robins Air Logistics Center, Robins Air Force Base, Ga., is the contracting activity (F09603-98-D-0083-0045).

ARMY

SSI Technology Inc., Madison Heights, Mich., is being awarded a $1,143,261 delivery order amount as part of a potential $12,268,598 firm fixed-price, 5-year indefinite delivery/indefinite quantity contract. The contractor will provide a minimum guaranteed quantity of 10,326, with a maximum contract quantity of 129,075 Engine Electrical Start Systems for the High Mobility Multi-purpose Wheeled Vehicle. Work will be performed in Madison Heights, Mich., and completion is expected by Nov. 16, 2006. An appropriation number and dollar value will be issued with each delivery order. There was an announcement on the World Wide Web on March 5, 2001, and six bids were received. The U.S. Army Tank-Automotive & Armaments Command, Warren, Mich., is the contracting activity (DAAE07-02-D-S005).

RETRACTIONS

The following contracts announced on Nov. 14, 2001, are hereby retracted: Communication Technologies Inc., Chantilly, Va., contract number DABT60-02-D-0003. BAE Systems, Integrated Defense Solutions, Austin, Texas, contract number DAAH23-02-C-0052.

NAVY

Newport News Shipbuilding, Newport News, Va., is being awarded an $8,336,000 letter contract for force protection requirements. Work will be performed in Newport News, Va. Contract funds will expire at the end of the current fiscal year. This contract was not competitively procured. No further information is provided on Naval nuclear contracts. The Naval Sea Systems Command, Washington, D. C., is the contracting activity (N00024-02-C-2207).

Raytheon Co., McKinney, Texas, is being awarded a $7,000,000 not-to-exceed, undefinitized, cost-plus-fixed-fee job order under Basic Ordering Agreement N00164-00-G-0007 for design engineering of the Multi-spectral Targeting System (MTS) and associated data. MTS is a Forward Looking InfraRed (FLIR) laser detecting-ranging-tracking Set. It enhances day and night detection and targeting capabilities. Work will be performed in McKinney, Texas, and is expected to be completed by March 2003. Contract funds will not expire at the end of the current fiscal year. The Naval Sea Systems Command, Crane Division, Crane, Ind., is the contracting activity.

Innovative Productivity Inc. (IPI), Louisville, Ky., is being awarded a $6,500,000 cost-plus-fixed-fee contract for program and operations management of the McConnell Technology and Training Center (MTTC), Louisville, Ky. Work will be performed in Louisville, Ky., and is expected to be completed by November 2002. Contract funds will expire at the end of the current fiscal year. This contract was not competitively procured. The Naval Surface Warfare Center, Port Hueneme Division-Louisville Detachment, Louisville, Ky., is the contracting activity (N63394-02-C-4014).
