NAVY

Northrop Grumman Ship Systems - Avondale Operations, New Orleans is being awarded a $171,050,850 modification to previously awarded letter contract (N00024-01-C-2224) for long-lead time materials for the LPD 21 requirements. Work will be performed in Avondale, La., and is to be completed by February 2003. Contract funds will not expire at the end of the current fiscal year. The Naval Sea Systems Command, Washington, D.C., is the contracting activity.

Nan, Inc., dba Ocean House Builders, Honolulu, and each of the small businesses of Alan Shintani, Inc.*, Honolulu; Niking Corp.*, Honolulu and Pioneer Contracting Company, Ltd.*, Honolulu are each being awarded a maximum amount of $12,000,000 with a guaranteed minimum of $25,000 (base period), firm-fixed-price, indefinite-delivery and indefinite-quantity, multiple award construction contract. The work to be performed provides for, but is not limited to: new construction, repair, alteration, and demolition of existing facilities, design build, modified design build and construction work based on full plans and specifications for facilities within the state of Hawaii. The contracts will be awarded for a base period of one year with four one-year option periods. Each contractor will potentially be awarded a maximum of $60,000,000 over the five-year period. The term of contract is not to exceed five years or until the not to exceed amount is expended, whichever comes first. Work will be performed at various Navy and Marine Corps and miscellaneous federal and other facilities in the state of Hawaii, and is expected to be completed by July 2003. Contract funds will expire at the end of the current fiscal year. This contract was competitively procured via the Naval Facilities e-solicitation Web site, with 17 offers received. These four contractors may compete for task orders under the terms and conditions of the awarded contract. The Naval Facilities Engineering Command, Pacific Division, Pearl Harbor, Hawaii, is the contracting activity (N62742-01-D-1342/1343/1344/1345).

Solpac, Inc., dba Soltek Pacific, San Diego is being awarded Task Order 0001 at $37,194,056 under a firm-fixed price, indefinite-delivery and indefinite-quantity, multiple award construction contract for the design and construction of a high-rise bachelor enlisted quarters with 258 (1"+1") enhanced modules at Naval Station, San Diego. Work will be performed in San Diego and is to be completed by October 2004. Contract funds will not expire at the end of the current fiscal year. The basic contract was competitively procured via the Naval Facilities e-solicitation Web site, with 11 offers received and award made on March 29, 2002. The total contract amount for each contractor is not to exceed $150,000,000 (base period and four option years) bringing the cumulative total for all four contracts to $600,000,000. The multiple contractors (four in number) may compete for task orders under the terms and conditions of the existing contract. Four proposals were received for this task order. The Naval Facilities Engineering Command, Southwest Division, San Diego is the contracting activity (N68711-02-D-8013).

Bell Helicopter Textron, Fort Worth, Texas, is being awarded a $22,467,843 long-term, firm-fixed-price contract for repair of eight types of dynamic components, including transmissions, combining gearboxes, and main rotor blades, used to support H-1 helicopters. The total number of items to be repaired is 1,116. The contract contains options, which if exercised, will bring the total cumulative contract value to $48,677,343. Work will be performed in Fort Worth and to be completed by September 2005. Contract funds will not expire at the end of the current fiscal year. This contract was not competitively procured. The Naval Inventory Control Point, Philadelphia is the contracting activity (N00383-02-D-019N).

BAE Systems Applied Technologies, Inc., Rockville, Md., is being awarded a $14,590,213 modification to previously awarded cost-plus-fixed-fee term contract (N00421-99-C-1550) to exercise an option for technical and engineer services and supplies in support of communication-electronic platforms. The estimated lever of effort for this option is 268,000 man-hours. Work will be performed in St. Inigoes, Md., and is to be completed by July 2003. Contract funds will not expire at the end of the current fiscal year. The Naval Air Systems Command, Naval Air Warfare Center Aircraft Division, St. Inigoes, Md., is the contracting activity.

Black Construction Corp., Tamuning, Guam, is being awarded a $7,357,770 firm-fixed-price contract for repair of island access facilities, Phase I, at Wake Island. Work will be performed at Andersen Air Force Base, Yigo, Guam, and is to be completed by August 2003. Contract funds will not expire at the end of the current fiscal year. This contract was competitively procured with 30 proposals solicited and three offers received. The Naval Facilities Engineering Command, Pacific Division, Pearl Harbor, Hawaii, is the contracting activity (N62742-02-C-1300).

DEFENSE LOGISTICS AGENCY

Mansfield Oil Co.,* Gainesville, Ga., is being awarded a $10,249,990 fixed-price with economic price adjustment type contract for 3,230,550 gallons of motor gasoline and 13,200,361 gallons of distillate diesel fuel and heating oil for the U.S. Army, U.S. Navy, U.S. Air Force and federal civilian agencies. Work will also be performed in Washington D.C., Indiana, Kentucky, Maryland, Tennessee, and Virginia. Performance completion date is expected to be 31 July 2005. Contract funds will not expire by the end of the current fiscal year. There were 339 proposals solicited and 46 responded. Truman Arnold Co.,* Temple, Texas, is being awarded a $11,538,754 fixed-price with economic-price adjustment type contract for 8,124,125 gallons of motor gasoline and 11,055,698 gallons of distillate diesel fuel and heating oil for the U.S. Army, U.S. Navy, U.S. Air Force and federal civilian agencies. Work will also be performed in Washington D.C., Indiana, Kentucky, Maryland, Ohio, Tennessee, West Virginia and Virginia. Performance completion date is expected to be July 31, 2005. Contract funds will not expire by the end of the current fiscal year. There were 339 proposals solicited and 46 responses. Petroleum Traders Corp.*, Ft. Wayne, Ind., is being awarded a $28,677,872 fixed-price with economic price adjustment type contract for 9,085,600 gallons of motor gasoline and 37,987,925 gallons of distillate diesel fuel and heating oil for the U.S. Army, U.S. Navy, U.S. Air Force and federal civilian agencies. Work will also be performed in Washington D.C., Delaware, Indiana, Kentucky, Maryland, Ohio, Tennessee, West Virginia and Virginia. The performance completion date is July 31, 2005. Contract funds will not expire by the end of the current fiscal year. There were 339 proposals solicited and 46 responses. AIR FORCE

The Boeing Co., Seal Beach, Calif., is being awarded a $5,137,360 fixed-fee, cost-plus award fee contract modification to provide for necessary modifications and equipment to the modules at Schriever Air Force Base, to house the Launch and early orbit Anomaly Disposal Operations (LADO) control room and the New Master Control Station for Global Positioning System ground control. The location of performance is Lockheed Martin Federal Systems, Gaithersburg, Md., (79 percent). At this time, $1,293,546 of the funds has been obligated. Further funds will be obligated as individual delivery orders are issued. This work will be completed by March 2005. Solicitation began February 2002 and negotiations were completed in June 2002. The Space and Missile Center, Los Angeles Air Force Base is the contracting activity (F04701-96-C-0025, P00191).
