AIR FORCE

Northrop Grumman PRB Systems, Hollywood, Md., is being award a $49,000,000 indefinite delivery and indefinite quantity contract to provide for Precision Guided Munitions Planning Software. This acquisition will develop and maintain a common, integrated, personal computer-based mission planning application for Air Force precision guided munitions and their variants as directed by the U.S. Air Force. The Air Force can issue delivery orders totaling up to maximum amount indicated above, though actual requirements may necessitate less than the amount above. At this time, $623,955 of the funds has been obligated. Further funds will be obligated as individual delivery orders are issued. This work will be complete by August 2011. Solicitation began April 2002 and negotiations were completed July 2002. The Air Armament Center, Eglin Air Force Base, Fla., is the contracting activity (F08635-02-D-0035).

United Technologies Corp., Pratt and Whitney Aircraft Group, East Hartford, Conn., is being awarded a $42,484,930 cost-plus-fixed fee contract modification to provide support for the F-22 Air Vehicle Flight Test Extension. The location of performance is Edwards Air Force Flight Test Center, Edwards Air Force Base, Calif. At this time, $6,932,370 of the funds has been obligated. Further funds will be obligated as individual delivery orders are issued. This work will be complete by September 2003. Solicitation began May 2002. The Aeronautical Systems Center, Wright-Patterson Air Force Base, Ohio, is the contracting activity (F33657-91-C-0007 P00195).

Embry-Riddle Aeronautical University, Daytona Beach, Fla., is being awarded a $14,541,947 firm-fixed-price contract to provide for conduct introductory flight training at the U.S. Air Force Academy for cadets and lieutenants resulting in the issuance of a private pilot's certificate. Embry-Riddle Aeronautical University will perform this effort at the U.S. Air Force Academy, and the U.S. Air Force Academy Airfield, Colo. Total funds have been obligated. This work will be completed by September 2007. Solicitation began November 2001 and negotiations were completed July 2002. The 10th Air Base Wing, USAF Academy, Colo., is the contracting activity (F05611-02-C-0041).

Raytheon Co., El Segundo, Calif., is being awarded a $14,403,065 firm-fixed-price supply contract to provide for 41 line items of F-15 APG-70 radar spares for the Israeli Air Force. Total funds have been obligated. This work will be completed by December 2004. Solicitation began October 2001 and negotiations were completed May 2002. The Warner Robins Air Logistics Center, Robins Air Force Base, Ga., is the contracting activity (F09603-02-C-0304).

Williams International Corp., Wallad Lake, Mich., is being awarded a $13,300,000 indefinite delivery and indefinite quantity contract to provide for investigation of high impact technology concepts involving combustors, other hot section components, fuels, materials and control methodologies that can lead to the development and demonstration of affordable, advanced high-performance, low-emissions engines that have application to current and future aero and aerospace propulsion and power systems. The Air Force can issue delivery orders totaling up to maximum amount indicated above, though actual requirements may necessitate less than the amount above. At this time $160,000 of the funds has been obligated. Further funds will be obligated as individual delivery orders are issued. This work will be complete by August 2007. Solicitation began February 2002 and Negotiations were completed July 2002. The Air Force Research Laboratories, Wright-Patterson Air Force Base, Ohio, is the contracting activity (F33615-02-D-2211).

ARMY

Wescam-Sonoma Inc., Healdsburg, Calif., was awarded a $3,000,000 increment as part of a $5,246,773 cost-plus-incentive-fee contract for two additional advanced electro-optic and infrared gimbals with a television camera, infrared camera, multi-spectral filter wheel and laser rangefinder and designator on Aug. 7, 2002. Work will be performed in Healdsburg and is expected to be completed by May 31, 2004. Contract funds will not expire at the end of the current fiscal year. This was a sole source contract initiated on April 25, 2002. The U.S. Army Communications-Electronics Command, Fort Monmouth, N.J., is the contracting activity (DAAB07-99-C-J005).

Titan Linkabit, San Diego was awarded a $1,900,000 increment as part of a $22,000,000 cost-plus-award-fee, cost-plus-fixed-fee, firm-fixed-price, and time and materials contract for the design, development and testing of the Ka-Band satellite communications augmentation terminal on Aug. 7, 2002. Work will be performed in Simi Valley, Calif., and is to be completed by Oct. 30, 2006. Contract funds will not expire at the end of the current fiscal year. There were three bids solicited on May 14, 2002, and three bids were received. The U.S. Army Communications-Electronics Command, Fort Monmouth, N.J., is the contracting activity (DAAB07-02-C-D416).

General Motors Corp., Allison Transmission Div., Indianapolis was awarded a $38,495,974 modification to a firm-fixed-price, cost-plus-fixed-fee contract for an additional 100 New Production X1100-3B transmissions with containers on Aug. 7, 2002. Work will be performed at Indianapolis and is to be completed by Dec. 28, 2004. Contract funds will not expire at the end of the current fiscal year. This was a sole source contract initiated on July 27, 2000. The U.S. Army Tank and Automotive Command, Warren, Mich., is the contracting activity (DAAE07-01-C-N040).

DRS Optronics Inc., Palm Bay, Fla., was awarded on Aug. 7, 2002, a delivery order amount of $1,613,100 as part of a $11,440,810 basic contract with three out-year requirements plus an option to extend for two additional years for the Improved Bradley Acquisition System Repair Parts. Work will be performed in Palm Bay, Fla., and is expected to be completed by Sep. 30, 2007. Contract funds will not expire at the end of the current fiscal year. There were two bids solicited on Jan. 25, 2002, and two bids were received. The U. S. Army Aviation and Missile Command, Redstone Arsenal, Ala., is the contracting activity (DAAH01-02-D-0036).

NAVY

BAE Systems Aerospace Electronics, Inc., Lansdale, Pa., is being awarded an $11,821,992 firm-fixed-price contract for the procurement of 12 Band 9/10 Transmitters for the EA-6B aircraft. Work will be performed in Lansdale and is to be completed by June 2004. Contract funds will not expire at the end of the current fiscal year. This contract was not competitively procured. The Naval Air Systems Command, Patuxent River, Md., is the contracting activity (N00019-02-C-3127).

TJC Engineering, Inc.*, Prospect, Ky., is being awarded an $8,126,616 firm-fixed-price contract for design, construction and revitalization of 118 three and four bedroom enlisted and officer Capehart style housing units located in the Pinecrest and Juniper Ridge neighborhoods at Naval Air Station Meridian. Work will be performed in Meridian, Miss., and is to be completed by February 2005. Contract funds will not expire at the end of the current fiscal year. This contract was competitively procured via the Naval Facilities e-solicitation Web site, with 11 firms responding to the qualifications phase of procurement, and three firms being selected to participate in Phase II. The Naval Facilities Engineering Command, Southern Division, North Charleston, S.C., is the contracting activity (N62467-01-C-0372).

Lockheed Martin Systems Integration - Owego, Owego, N.Y., is being awarded a $6,981,623 firm-fixed-price order against a previously awarded basic ordering agreement (N68335-02-G-3023) for the design, development and integration of operational test program sets (2 first article testing and 19 production sets) for the MH-60R and MY-60S aircraft, including technical evaluation support and on-site verification. Work will be performed in Owego, N.Y., and is to be completed by August 2005. Contract funds in the amount of $876,215 will expire at the end of the current fiscal year. The Naval Air Systems Command, Naval Air Warfare Center Aircraft Division, Lakehurst, N.J. is the contracting activity.
