MISSILE DEFENSE AGENCY

TRW Systems, of Colorado Springs, Colo., is being awarded the Joint National Integration Center Research and Development Contract (JNICRDC). The JNICRDC period of performance is Sept. 1, 2002 through Jan. 3, 2003, with two one-year options from Feb. 1 2003 through Jan. 31, 2004 and Feb. 1 2004 through Jan. 31, 2005. Under this contract, TRW will provide research and development services to conduct rapid prototyping of the overarching joint and coalition Battle Management Command and Control (BMC2) system for the Ballistic Missile Defense System (BMDS), develop and operate the BMDS BMC2, Communications test bed, conduct BMDS interoperability testing and analysis, develop, conduct, and support missile defense modeling and simulation for the overall BMDS, its segments and program elements, and plan, conduct, and analyze missile defenseBMC2, and communications operator-in-the-loop argames and commander in chief exercises to support the development of joint and coalition missile defense concepts of operation. TRW will support and maintain facilities and communications for the entire JNIC, the Space Warfare Center, the Space Aggressor Squadron, the Attack and Launch Early Reporting to Theater system, the Aerospace Fusion Center, the Center for Research Support, and the Cheyenne Mountain Training System. The contract will be performed at Schriever Air Force Base, Colo. Delivery orders issued against this contract will use fiscal years 02 through 05 research, development, test, and evaluation, and customer funds. The contract value is not to exceed $200 million for the basic effort, and $200 million for each option, for a total not to exceed value of $600 million. ARMY

Alliant Techsystems Inc., Janesville, Wis., is being awarded a $30,319,282.50 firm-fixed-price contract for M782 Multi-Option Fuze for Artillery Production. Work will be performed in Janesville (55 percent), Lancaster, Pa. (15 percent), McEwen, Tenn. (15 percent), and Alton, Ill. (15 percent), and is to be completed by Aug. 15, 2007. Contract funds will not expire at the end of the current fiscal year. There were an unknown number of bids solicited via the World Wide Web on March 26, 2002, and two bids were received. The U.S. Army Tank and Automotive Command, Picatinny Arsenal, N.J., is the contracting activity (DAAE30-02-C-1110).

Speegle Construction Inc., Niceville, Fla., was awarded a $7,562,000 firm-fixed-price contract for construction of a CV-22 training device support facility on Sept. 3, 2002. Work will be performed at Hurlburt Field, Okaloosa, Fla., and is to be completed by Dec. 19, 2003. Contract funds will not expire at the end of the current fiscal year. There were 233 bids solicited on July 2, 2002, and four bids were received. The U.S. Army Corps of Engineers, Mobile, Ala., is the contracting activity (DACA01-02-C-0031).

General Dynamics Government Systems Corp., Taunton, Mass., was awarded a $7,525,684.18 modification to a firm-fixed-price contract for common hardware and software items for the project manager Army Tactical Command and Control Systems computers and associated peripherals for battlefield commanders on Sept. 3, 2002. Work will be performed in Taunton and is to be completed by April 10, 2005. Of the total contract funds, $51,624 will expire at the end of the current fiscal year. There were 50 bids solicited on April 21, 1994, and three bids were received. The U.S. Army Communications-Electronics Command, Fort Monmouth, N.J., is the contracting activity (DAAB07-02-C-E801).

NAVY

Roy Anderson Corp., Gulfport, Miss., is being awarded $22,416,336 for Task Order 0002 under an indefinite-quantity, design-build, multiple award construction contract for design and construction of the technical training facility, demolition of three hangars and other incidental related work at Keesler Air Force Base. Work will be performed in Biloxi, Miss., and is to be completed by April 2006. Contract funds will not expire at the end of the current fiscal year. The basic contract was competitively procured with 64 proposals solicited, 16 offers received and award made on Sept. 27, 2001. The total contract amount is not to exceed $200,000,000, which includes the base period and four option years. The multiple contractors (four in number) may compete for task orders under the terms and conditions of the existing contract. Three offers were received for this task order. The Naval Facilities Engineering Command, Southern Division, North Charleston, S.C., is the contracting activity (N62467-01-D-0426).

AIR FORCE

Computer Sciences Raytheon, Patrick Air Force Base, Fla., is being awarded a $64,300,000 (estimated) cost-plus-award fee contract modification to provide for range technical services for operations and maintenance of the eastern range for the period of Oct.1, 2002 through Sept. 30, 2003. At this time, no funds have been obligated. The 45th Space Wing, Patrick Air Force Base, Fla., is the contracting activity (F08650-00-c-0005, P00082).

Modern Technologies Corp, Dayton, Ohio (F09602-02-D0064), TCS Design and Managements Services, Dayton, Ohio (F09602-02-D0060) and Innovative Technologies Corp., Dayton (F09603-02-D0062), are awarded a $440,000,000 (Program Maximum) indefinite delivery and indefinite quantity task order contract to provide non-personal engineering, software, logistics, and program management administration support services required by the Special Operations Forces System Program Office on Sept. 3, 2002. This acquisition will encompass both advisory and assistance (A&AS) and non-A&AS. The government will obtain engineering, software logistics and program office support services for, but not limited to the following weapon systems: AC-130H, AC-130U, MC-130U, MC-130E, MC-130H, MC-130P, C-141B/C-17 SOLL, MH-53J, MH-53M, HH-60G, CH-4E, HH-3E, UH-1N, CV-22, associated technical orders, aircraft systems, subsystems, avionics and support equipment. At this time, no funds have been obligated. This work will be complete as specified on individual task orders. Solicitation was posted electronically in January 2001, and six proposals were received. Negotiations were completed July 2002. Warner Robins Air Logistics Center, Robins Air Force Base, Ga, is the contracting activity.

CH2M Hill, Inc., San Antonio is being awarded a $25,000,000 (maximum) indefinite delivery and indefinite quantity contract to provide for procuring architect-engineer environmental services for the Air Force Education and Training Command (AETC). The contract includes the four environmental pillars-compliance, restoration, pollution prevention and cultural and natural resources. Task orders will be issued against the contract to satisfy AETC environmental relations plans. At this time, $50,000 of the funds has been obligated. The Air Force can issue delivery orders totaling up to the maximum amount indicated above, though actual requirements may necessitate less than this amount. The contract is for a 12-month basic period and four 12-month options. If all options are exercised, performance will end September 2007. Solicitation was posted in the Commerce Business Daily in April 2001, and 38 proposals were received. Negotiations were completed August 2002. The Air Education and Training Command, Randolph Air Force Base, Texas, is the contracting activity (F41689-02-D-0002).

TrendTec, Las Vegas is being awarded a $9,233,878 firm-fixed with reimbursable cost contract line items contract modification to provide for fiscal year 2003 base civil engineering services at Los Angeles Air Force Base, Fort MacArthur, Pacific Crest, Pacific Heights, and White Point military family housing, San Pedro, Calif. At this time, the total amount of funds has been obligated. This work will be complete September 2003. The Space and Missile Systems Center, Los Angeles Air Force Base is the contracting activity (F-04693-99-C-0001, P00053).
