NAVY

Raytheon Co., Command, Control and Communication Systems Division, St. Petersburg, Fla., is being awarded a $75,050,477 modification to previously awarded contract (N00024-02-C-5103) for the fiscal year 2002 production requirements of the Navy's Cooperative Engagement Capability (CEC) Program. This action definitizes the contract and will support the build of ten CEC systems, one sand-alone Cooperative Engagement Processor, associated spares and data. CEC is a sensor netting system that significantly improves battle force anti-air warfare capability by extracting and distributing sensor-derived information to enable data to be available to all participating CEC units. Work will be performed in Largo, Fla. (90%), and St. Petersburg, Fla. (10%), and is expected to be completed by May 2004. Contract funds will not expire at the end of the current fiscal year. The Naval Sea Systems Command, Washington, D.C., is the contracting activity.

Planning Consultants Inc., Virginia Beach, Va., is being awarded a $13,752,018 cost-plus-fixed-fee modification under a previously awarded contract (N00178-98-C-2006) to exercise an option for engineering and technical services relative to fiscal year 2003 advanced technology support for the Aegis combat system and future combat systems. This effort combines purchases for the U.S. Navy (98%) and the governments of Spain (1%) and Japan (1%) under the Foreign Military Sales Program. Work will be performed in Dahlgren, Va. (80%), and Virginia Beach, Va. (20%), and is expected to be completed by September 2003. Contract funds in the amount of $471,000 will expire at the end of the current fiscal year. The Naval Surface Warfare Center, Dahlgren Division, Dahlgren Va., is the contracting agency.

Northrop Grumman Corp., Bethpage, N.Y., is being awarded a $10,273,098 firm-fixed-price order against a previously awarded basic ordering agreement (N00019-00-G-0280) for the procurement of 58 various spare parts needed to upgrade Japanese E-2C aircraft to the Hawkeye 2000 Export configuration for the government of Japan under the Foreign Military Sales Program. Work will be performed in Bethpage, N.Y., and is expected to be completed by August 2004. Contract funds will not expire at the end of the current fiscal year. The Naval Air Systems Command, Patuxent River, Md., is the contracting activity.

Harper/Nielsen Dillingham Builders Inc. (a joint venture), San Diego, Calif., is being awarded $7,397,265 for firm-fixed-price Task Order 0002 under a multiple award construction contract for construction of the Amphibious Operations Maintenance Center at Camp Pendleton. The center will consist of a single story amphibious operations facility and a single story high bay boat maintenance facility. Work will be performed in Camp Pendleton, Calif., and is expected to be completed by January 2004. Contract funds will not expire at the end of the current fiscal year. The basic contract was competitively procured and award made to multiple contractors on January 30, 2001. The basic total contract amount is not to exceed $150,000,000 (base period and two option years). The contractors (five in number) may compete for task orders under the terms and conditions of the existing contract. Four offers were received for this task order. The Naval Facilities Engineering Command, Southwest Division, San Diego, Calif., is the contracting activity (N68711-01-D-6223).

Rome Research Corp., Rome, N.Y., is being awarded a $6,558,932 firm-fixed-price contract for operation and maintenance of naval computer and telecommunications station facilities in Guam. This contract includes options, which if exercised, will bring the total cumulative value of this contract to $32,338,433. Work will be performed in Guam, Marianas Island, and is expected to be completed by September 2003. Contract funds will not expire at the end of the current fiscal year. This contract was competitively procured via solicitation on the Navy electronic commerce online web site, with two offers received. The Fleet and Industrial Supply Center, San Diego, Calif., is the contracting activity (N00244-02-C-0052).

Raytheon Systems Company, McKinney, Texas, is being awarded a not-to-exceed $5,531,645 firm-fixed-price order to manufacture five receiver exciter processors for the AN/APS 137 radar on P-3C aircraft. Work will be performed in McKinney, Texas, and is expected to be completed by June 2004. Contract funds will not expire at the end of the current fiscal year. This contract was not competitively procured. The Naval Inventory Control Point, Philadelphia, Pa., is the contracting activity (N00383-98-G-006J) (Order 5142).

Black Construction Corp., GMF, Guam, is being awarded a $5,290,358 firm-fixed-price contract for the construction of two single-story structures for the emergent repair shop/warehouse at Polaris Point, Guam. Work will be performed at Polaris Point, Guam, and is expected to be completed by January 2004. Contract funds will not expire at the end of the current fiscal year. This contract was competitively procured with 14 proposals solicited and four offers received. The Naval Facilities Engineering Command, Pacific Division, A-E/Construction Contracts Branch, Hawaii, is the contracting activity (N62742-01-C-1335).

AIR FORCE

Simulation Technologies Incorporated, Beavercreek, Ohio, is being awarded a $30,000,000 indefinite delivery/indefinite quantity contract to provide for Joint Services and Air Force Chemical and Biological Warfare Defense science and technology to provide an effective defense against any adversary employing weapons of mass destruction. The Air Force can issue delivery orders totaling up to the maximum amount indicated above, though actual requirements may necessitate less than the amount above. Simulation Technologies will perform this effort at Wright-Patterson Air Force Base Ohio. At this time $75,000 of the funds has been obligated. Further funds will be obligated as individual delivery orders are issued. This work will be complete by September 2007. Solicitation began April 2002 and negotiations were completed September 2002. The Air Force Research Laboratory, Wright-Patterson Air Force Base Ohio, is the contracting activity (F33615-02-D-6001).

BAE Systems Technical Services, Fort Walton Beach, Fla., is being awarded a $6,426,162 firm fixed price contract modification to provide for the Instrumentation Radar Support Program which provides serviceable radar components and subsystems and technical field support for instrumentation radar of the C and X band families located on 25 ranges in the United States and in four foreign counties (United Kingdom, Republic of Korea, Taiwan and Germany). The contractors augment the maintenance capabilities of using agencies with one-of-a-kind parts and supplies, on-site overhauls and emergency technical support. At this time, no funds have been obligated. This work will be complete by September 2003. The 45th Space Wing, Patrick Air Force Base Fla., is the contracting activity (F08650-01-C-0066, P00027).

ARMY

Biltwell Development Company, San Francisco, Calif., is being awarded a $23,552,277 firm-fixed-price contract for construction of a 480,000 square foot general-purpose warehouse. Work will be performed in Tracy, Calif., and is expected to be completed by Oct. 30, 2004. Contract funds will not expire at the end of the current fiscal year. There were 101 bids solicited on April 2, 2002, and five bids were received. The U. S. Army Corps of Engineers, Sacramento, Calif., is the contracting activity (DACA05-02-C-0016).

Doyon/American Mechanical, Fairbanks, Alaska, was awarded on Sept. 4, 2002, a $11,337,165 firm-fixed-price contract for total revitalization of the utilidor structure and the utilities contained along Montgomery Road and continuing westward to Santiago Avenue. Work will be performed at Fort Wainwright, Alaska, and is expected to be completed by October 2003. Contract funds will not expire at the end of the current fiscal year. This was a sole source contract initiated on May 22, 2002. The U. S. Army Engineer District, Anchorage, Alaska, is the contracting activity (DACA85-02-C-0015).

American Ordnance L.L.C., Middletown, Iowa, is being awarded a $10,953,310.80 modification to a firm-fixed-price contract for load, assemble, and pack projectile 155MM high explosive M107. Work will be performed in Middletown, Iowa, and is expected to be completed by Jan. 31, 2004. Contract funds will not expire at the end of the current fiscal year. This was a sole source contract initiated on Dec. 6, 2001. The U. S. Army Operations Support Command, Rock Island, Ill., is the contracting activity (DAAA09-98-G-0011).

DEFENSE LOGISTICS AGENCY

Air British Petroleum, Warrenville, Ill., is being awarded $13,229,773 fixed price with economic price adjustment type contract for JP-8, Jet Fuel for Defense Energy Support Center. Work will also be performed in Whiting, Ind. Performance completion date is scheduled for March 31, 2003. Contract funds will expire at the end of the current fiscal year. There were 253 proposals solicited and 27 responded. The contracting activity is the Defense Energy Support Center, Fort Belvoir, Va. (SP0600-02-D-0548)
