NAVY

FSS Alutiiq, a joint venture of Field Support Services and Alutiiq, Anchorage, Ala., is being awarded a $197,791,458 indefinite-delivery and indefinite-quantity with time and material pricing provisions contract for logistic and supply support services in support of the Inter-Service Supply Support Operations Program (ISSOP) for the Fitting Out and Supply Support Assistance Center, Norfolk, Va. ISSOP covers supply logistics that include material handling requirements at various government locations in the United States, Puerto Rico, Guam, Europe, the mid-East, and the Pacific Rim. This contract contains options, which if exercised, will bring the total cumulative value of this contract to a ceiling price of $1,130,396,850. Resource Consultants, Inc., Vienna, Va., is being awarded a $15,556,215 indefinite-delivery and indefinite-quantity contract for in-service engineering agent (ISEA), engineering and technical support services for Naval satellite communications radio frequency systems. This contract will cover both ISEA and installation support for non-integrated shipboard installations. The support will include management support, engineering support, technical support, Integrated Logistics Support, fabrication support and non-integrated shipboard installation support. This contract includes options, which if exercised, will bring the total cumulative value of this contract to $79,043,918. Work will be performed in San Diego, Calif., and is expected to be completed by September 2007. Contract funds will not expire by the end of the current fiscal year. The solicitation was competitively procured via the SPAWAR e-commerce central web site, with two offers received. The Space and Naval Warfare Systems Center, San Diego, Calif., is the contracting activity (N66001-02-D-5028).

Nova Group, Inc., Napa, Calif., is being awarded an $11,500,000 firm-fixed-price contract for design and construction of a permanent supply pier at San Nicolas Island. Work will be performed at San Nicolas Island, Calif., and is expected to be completed by March 2004. Contract funds will not expire at the end of the current fiscal year. This contract was competitively procured via the Naval Facilities Engineering Command e-solicitation website, with five offers received. The Naval Facilities Engineering Command, Southwest Division, San Diego, Calif., is the contracting activity (N68711-02-C-2004).

Raytheon Company, McKinney, Texas, is being awarded a $9,207,794 modification to previously awarded cost-plus-fixed-fee contract (M67854-00-C-1060) to exercise an option for final integration and prove out phase for enhancements to the gunner primary sight in support of the Firepower Enhancement Program of the M1A1 Tank. Work will be performed in McKinney, Texas (91 percent); Goleta, Calif. (2 percent); El Segundo, Calif. (3 percent), and Midland, Ontario Canada (4 percent), and is expected to be completed by October 2008. Contract funds will expire at the end of the current fiscal year. The Marine Corps Systems Command, Quantico, Va., is the contracting activity (M67854-00-C-1060).

Titan Systems Corp., Mount Laurel, N.J., is being awarded a not-to-exceed $8,445,590 cost-plus-fixed-fee contract for systems engineering services in defining, developing, and testing fixed wing patrol aircraft systems, focusing on new tactical and sensor station technologies into advanced antisubmarine platform in support of the U.S. Navy Maritime Surveillance Aircraft Team (90 percent) and the Government of Netherlands (1 percent) under the Foreign Military Sales Program. Work will be performed in Lexington Park, Md. (95 percent); and Warminster, Pa. (5 percent), and is expected to be completed by September 2007. Contract funds in the amount of $695,563 will expire at the end of the current fiscal year. The Naval Air Systems Command, Naval Air Warfare Center Aircraft Division, Patuxent River, Md. is the contracting activity (N00421-02-C-3206).

W. B. Meredith II, Inc.*, Norfolk, Va., is being awarded a $7,179,273 firm-fixed-price contract to expand the Supreme Allied Commander Atlantic Headquarters at Naval Support Activity, Norfolk. Work will be performed in Norfolk, Va., and is expected to be completed by November 2004. Contract funds will not expire at the end of the current fiscal year. This contract was a North Atlantic Treaty Organization (NATO) solicitation and was issued to all of the NATO Embassies. The embassies submitted their list of contractors. Questionnaires were issued to each of the contractors. Five (5) contractors were approved and received the solicitation. Lockheed Martin Corp., LMNE&SS Marine Systems, Baltimore, Md., is being awarded a $6,583,584 modification to previously awarded contract (N00024-00-C-5486) to procure technical/engineering services for the MK 41 Vertical Launching System in support of Cruiser (CG) Conversion. Work will be performed in Baltimore, Md., and is expected to be completed by October 2004. Contract funds will not expire at the end of the current fiscal year. The Naval Sea Systems Command, Wash. D.C., is the contracting activity.

Honeywell Technologies Solutions, Inc., Columbia, Md., is being awarded a $6,342,924 modification to a previously awarded cost-plus-fixed-fee contract (N00421-98-C-1270) to exercise an option for engineering and logistics services to support the Light Airborne Multi-Purpose Systems MK III AN/SRQ-4 Data Link. The estimated level of effort for this option is 124,000 man-hours. Work will be performed in Columbia, Md. (80 percent), and St. Inigoes, Md. (20 percent), and is expected to be completed by September 2003. Contract funds will not expire at the end of the current fiscal year. The Naval Air Systems Command, Naval Air Warfare Center Aircraft Division, St. Inigoes, Md., is the contracting activity.

ManTech Systems Engineering Corp., Fairfax, Va., is being awarded a $5,288,149 cost-plus-fixed-fee contract for life-cycle integrated command, control, communications and computer intelligence (C4I) and information systems engineering services in support of the Naval Air Systems Command, Naval Air Warfare Center Aircraft Division, Surface Communications and Information Systems Division. The estimated level of effort is 128,640 man-hours. Work will be performed in St. Inigoes, Md. (75 percent); Philadelphia, Pa. (10 percent); Norfolk, Va. (10 percent); and Stutgartt, Germany (5 percent), and is expected to be completed by September 2003. Contract funds in the amount of $1,265,155 will expire by the end of the current fiscal year. This contract was competitively procured by an electronic request for proposals, with 15 proposals solicited and one offer received. DEFENSE LOGISITCS AGENCY

Cardinal Health, Inc., Dublin, Ohio, is being awarded a $360,000,000 firm fixed price with indefinite quantity type contract for mail order prescription services for the Department of Defense. Work will also be performed in New Jersey, West Virginia, Arizona and Florida. Performance completion date is scheduled for October 2003. Contract funds will not expire at the end of the current fiscal year. This was a sole source contract. The contracting activity is the Defense Supply Center Philadelphia, Philadelphia, Pa. (SP0200-97-D-7077)

Amerada Hess Corporation, Woodbridge, N.J., is being awarded a $29,408,749 fixed price with economic price adjustment type contract for distillate diesel fuel and heating oil for the U.S. Army, U.S. Navy, U.S. Air Force and federal civilian agencies. Work will also be performed in the District of Columbia, Maryland and Virginia. Performance completion date is scheduled for July 2005. Contract funds will not expire at the end of the current fiscal year. This was a website solicitation and 39 responded. The contracting activity is the Defense Energy Supply Center, Fort Belvoir, Va. (SP0600-02-R-4201)

Papco Oil Co.*, Virginia Beach, Va., is being awarded a $13,432,884 fixed price with economic price adjustment type contract for distillate diesel fuel and heating oil for the U.S. Army, U.S. Navy and federal civilian agencies. Work will also be performed in Virginia. Performance completion date is scheduled for July 2005. Contract funds will not expire at the end of the current fiscal year. This was a website solicitation and 39 responded. The contracting activity is the Defense Energy Supply Center, Fort Belvoir, Va. (SP0600-02-R-4202)

Valero Marketing and Supply Company, San Antonio, Texas, is being awarded a $6,922,338 fixed price with economic price adjustment type contract for JP8 Fuel for the Government of Israel. Work will also be performed in Texas. Performance completion date is scheduled for October 2002. Contract funds will expire at the end of the current fiscal year. There were 12 proposals solicited and three responded. The contracting activity is the Defense Energy Supply Center, Fort Belvoir, Va. (SP0600-02-R-0552)

AIR FORCE

Dyncorp Technical Services, Incorporated, Vance Air Force Base, Okla., is being awarded a $56,069,873 fixed price incentive firm target with award fee contract modification to provide for Operation and Maintenance for Vance Air Force Base, Okla. in support of the T-37/T-38/T-1A/T-6 undergraduate pilot training for Second Option Year/Period 1 October 2002 through 30 September 2003. At this time, no funds have been obligated. This work will be complete by September 2003. The Air Education and Training Command, Randolph Air Force Base Texas, is the contracting activity (F41689-00-C-0503-P00019).

Business Technology and Solutions, Incorporated, Beavercreek, Ohio, is being awarded a $15,000,000 indefinite delivery/indefinite quantity contract to provide for information technology support for Headquarters Air Force Operational Test and Evaluation Center's (HQ AFOTEC) Management Information Network in the following areas: IT programs management, IT systems design and engineering, database development and management, network administration, system administration, website development and management, and IT multimedia support. Additionally, the contract will furnish point-to-point telecommunications capability through dedicated frame-rely circuits for video teleconferencing between HQ AFOTEC, the detachments and operating locations. At this time, $30,000 of the funds has been obligated. Further funds will be obligated as individual delivery orders are issued. This work will be completed by September 2007. Solicitation began April 2002 and negotiations were completed August 2002. The Headquarters Air Force Operational Test and Evaluation Center, Kirtland Air Force Base, N.M., is the contracting activity (FA7046-02-D-0003).

C.F. Jordan, LP, Dallas, Texas, is being awarded a $11,223,000 firm fixed price contract modification to provide for Addition/Alteration Commissary Facility at Davis Monthan Air Force Base Arizona 85707. Total funds have been obligated. Solicitation began May 2002 and Negotiations were completed July 2002. The Air Education and Training Command, Lackland Air Force Base Texas, is the contracting activity (F41689-02-C-00036).

Gould-Bass Co., Incorporated, Pomona, Calif., is being awarded a $6,651,972 firm fixed price contract to provide for various sizes Florescent Penetrant Line units, estimated quantities range form 1 to 107. The Air Force can issue delivery orders totaling up to the maximum amount indicated above, though actual requirements may necessitate less than the amount above. At this time, $5,411,049 of the funds has been obligated. Further funds will be obligated as individual delivery orders are issued. Solicitation began June 2002 and negotiations were completed September 2002. The Headquarters Warner Robins Air Logistics Center, Robins Air Force Base Ga., is the contracting activity (F09603-02-D-0108).

ITT Avionics, Clifton, N.J., is being awarded a $5,982,376 indefinite delivery/indefinite quantity contract to provide for repair of AN/ALQ-172 (v) 3 system components applicable to the B-52, AC-130 and MC-130 aircraft. The Air Force can issue delivery orders totaling up to the maximum amount indicated above, though actual requirements may necessitate less than the amount above. At this time, no funds have been obligated. Solicitation began January 2002 and Negotiations were complete July 2002.
