NAVY

The Suffolk Construction Co., Inc., Boston, Forrester Construction Co., Rockville, Md.; Volmar Construction, Inc., Brooklyn, N.Y.; and Manafort Brothers, Inc., Plainville, Conn., are being awarded a firm-fixed-price, indefinite-delivery and indefinite-quantity, multiple award construction contract. The total contract amount is not to exceed $250,000,000 and will potentially be shared among all four contractors, with each being awarded the minimum guarantee of $25,000. The Suffolk Construction Co., Inc. is being awarded the initial task order in the amount of $17,823,200 for repairs to the Naval Submarine Base, New London, Groton, Conn., and is to be completed by May 2007. The work to be performed provides for maintenance, repair, alteration and construction for medical and dental facilities and related systems and equipment. Projects may include asbestos removal and demolition in support of construction. Work will be performed at Navy and Marine Corps installations in Rhode Island (40 percent); Connecticut (30 percent); Washington, D.C. (eight percent); New Jersey (five percent); Virginia (five percent); Maryland (two percent); Maine (one percent); Vermont (one percent); New Hampshire (one percent); Massachusetts (one percent); New York (one percent); Pennsylvania (one percent); Delaware (one percent); North Carolina (one percent); Florida (one percent); and the Caribbean (one percent). The term of the contract is not to exceed five years, with a completion date of September 2007. Contract funds in the amount of $17,823,200 will expire at the end of the current fiscal year. This contract was competitively procured via the Naval Facilities e-solicitation Web site, with four offers received. These four contractors may compete for task orders under the terms and conditions of the awarded contract. The Engineering Field Activity Northeast, Naval Facilities Engineering Command, Lester, Pa., is the contracting activity (N62472-01-D-0050/0051/0052/0053).

Blackwater Lodge*, Moyock, N.C., is being awarded an estimated $35,667,512 indefinite-delivery and indefinite-quantity, multiple award, delivery order contract for turnkey and instructor-only force protection training that includes force protection fundamental training; shipboard security engagement weapons training; visit, board, search and seizure training; armed sentry course training; and law enforcement training. Work will be performed in Norfolk, Va. (78 percent); San Diego (15 percent); and San Antonio (seven percent), and is to be completed by September 2007. Contract funds in the amount of $38,668 will expire at the end of the current fiscal year. This contract was competitively procured under an electronic request for proposals, with one proposal solicited and six offers received. The Naval Air Systems Command, Naval Air Warfare Center Training Systems Division, Orlando, Fla., is the contracting activity (N61339-02-D-0015).

Surgical Shooting, Inc.*, Ramona, Calif., is being awarded an estimated $12,292,920 indefinite-delivery and indefinite-quantity, multiple award, delivery order contract for turnkey and instructor-only force protection training, including force protection fundamental training; shipboard security engagement weapons training; visit, board, search and seizure training; and armed sentry course training. Work will be performed in Groton, Conn. (55%) and San Diego (45 percent), and is to be completed by September 2007. Contract funds in the amount of $38,500 will expire at the end of the current fiscal year. This contract was competitively procured under an electronic request for proposals, with one proposal solicited and six offers received. Automation Precision Training*, Virginia Beach, Va., is being awarded an estimated $11,841,375 indefinite-delivery and indefinite-quantity, multiple award delivery order contract for turnkey Armed Sentry Course force protection training. Work will be performed in Norfolk, Va., and is to be completed by September 2007. Contract funds in the amount of $28,556 will expire at the end of the current fiscal year. This contract was competitively procured under an electronic request for proposals, with one proposal solicited and six offers received. The Naval Air Systems Command, Naval Air Warfare Center Training Systems Division, Orlando, Fla., is the contracting activity (N61339-02-D-0017).

Booz-Allen and Hamilton, Inc., McLean, Va., is being awarded an $8,007,010 modification to a previously awarded cost-plus-fixed-fee contract (N00421-99-C-1011) to exercise an option for the procurement of engineering and technical services to support Communications- Electronics Advanced Technology (CEAT) Systems. The CEAT Systems support tactical and non-tactical operational applications for the Navy, Army, Air Force, Special Operations Commands, Component Commands, Joint Special Operations Commands, Department of Justice, Department of Treasury, U.S. Customs Service, Immigration and Naturalization Services, U.S. Coast Guard, and related DoD and Agency Programs including Counterterrorism, Counterdrug, Intelligence, and Law Enforcement Programs. The estimated level of effort for this option is 104,146 man-hours. Work will be performed at the Naval Air Systems Command, Naval Air Warfare Center Aircraft Division, St. Inigoes, Md., and is to be completed by July 2003. Contract funds will not expire at the end of the current fiscal year. The Naval Air Systems Command, Naval Air Warfare Center Aircraft Division, St. Inigoes, Md., is the contracting activity.

Talley Defense Systems, Mesa, Ariz., is being awarded a $7,165,909 modification to previously awarded contract (N00178-00-C-1016) to exercise an option for production of 4,485 Shoulder-Launched Multipurpose Assault Weapon (SMAW) High Explosive Dual Purpose Encased Assault Rockets (HEDP EARs) for the U.S. Marine Corps. The SMAW system consists of a reusable launcher, equipped with a 9mm spotting rifle, and a family of encased rounds. Work will be performed in Mesa and is to be completed by December 2003. Contract funds in the amount of $895,986 will expire at the end of the current fiscal year. The Naval Surface Warfare Center Dahlgren Division, Dahlgren, Va., is the contracting activity.

AIR FORCE

Beaver Aerospace and Defense Inc., Livonia, Mich., is being awarded a $9,882,500 firm-fixed-price contract to provide for ballscrew assembly, best estimate quantity (2950), in support of the E-3 aircraft. Funds will be obligated as individual delivery orders are issued. The Air Force can award delivery orders totaling up to the program maximum amount indicated above, though actual requirements may necessitate less than that amount. At this time, no funds have been obligated. Solicitation began March 2002 and negotiations were completed September 2002. The Headquarters Oklahoma City Air Logistics Center, Tinker Air Force Base is the contracting activity (F34601-02-D-0074).

Onizuka Civil Engineering Support Joint Venture, Sunnyvale, Calif., is being award a $6,936,193 cost plus award fee contract modification to provide for civil engineering and base maintenance services to include operation and maintenance, repair, construction, equipment installation, support of real property and real property installed equipment. At this time, no funds have been obligated. This work will be completed by September 2003. The 50th Space Wing, Onizuka Air Force Station, is the contracting activity (FA2550-02-C-0005, P00006).

General Dynamics Inc., General Dynamics Ordnance and Tactical Systems, Niceville, Fla., is being awarded a $5,357,452 cost-plus fixed-fee contract to provide for High Speed Penetrator program which will develop an ordnance package with a payload, which survives a high-speed impact into high strength, reinforced concrete and functions correctly afterwards. At this time, $104,000 of the funds has been obligated. Further funds will be obligated as individual delivery orders are issued. This work will be completed by January 2006. Solicitation began June 2002 and negotiations were completed September 2002. The Air Force Research Laboratory, Eglin Air Force Base, Fla., is the contracting activity (F08630-02-C-0069).

DEFENSE LOGISITCS AGENCY

Wolverine World Wide, Rockford, Mich., is being awarded $9,034,265 firm-fixed-price with indefinite-quantity and delivery type contract for men's poromeric dress shoes for the U.S. Army, U.S. Marine Corps, and Coast Guard. Work will also be performed in Arkansas. The performance completion date is scheduled for Sept. 21, 2003. Contract funds will expire at the end of the current fiscal year. There were 70 proposals solicited with five responses. The contracting activity is the Defense Supply Center Philadelphia (SP0100-01-D-0330)
