AIR FORCE

Bionetics Corp., Newport News, Va., is being awarded a $75,000,000 indefinite-delivery/indefinite-quantity contract to provide for a Precision Measurement Equipment Laboratory (PMEL) at OO-ALC, Hill Air Force Base, Utah. The contractor will also provide the necessary personnel and equipment to successfully operate the laboratory and will ensure each item is calibrated and/or repaired in accordance with the applicable technical order. Further funds will be obligated as individual delivery orders are issued. The Air Force can issue delivery orders totaling up to the maximum indicated above, though actual requirements may necessitate less than the amount. Location of performance is Precision Measurement Equipment Laboratory, Hill Air Force, Utah. At this time, no funds have been obligated. Solicitation began September 2002. Headquarters Ogden Air Logistics Center, Hill Air Force Base, Utah, is the contracting activity (F42650-03-D-0001).

EMC Corp., Irvine, Calif., is being awarded a $43,000,000 indefinite-delivery/indefinite-quantity contract to provide for instrumentation systems maintenance and operational services (67%) and supplies (33%) to include system enhancements and software modification, documentation and licenses for EMC Corp., the Data General Elips line of computers, the AviiON line of computers, Message Based Reliable Channel and CLARiion storage equipment for use with Data General/EMC equipment, as well as for the Symmetrix line of equipment and associated system and distribution software from EMC. At this time, no funds have been obligated. This work will be complete by September 2008. Negotiations were completed September 2002. Headquarters Air Force Flight Test Center, Edwards Air Force Base, Calif., is the contracting activity (F04700-02-D-0005).

DHL Airways, Cincinnati, Ohio, is being awarded a $10,765,235 fixed-price with economic price adjustment requirement contract modification to provide for international charter cargo services. Location of performance is DHL Airways, Erlanger, Ky. At this time, no funds have been obligated. This work will be complete by January 2003. Solicitation began July 2002, and negotiations were completed by September 2002. Headquarters Air Mobility Command is the contracting activity (F11626-02-D-0032).

Lockheed Martin Space Systems Co., Sunnyvale, Calif., is being awarded a $6,638,280 firm-fixed-price contract modification to manage and perform operations, operations support, software and database maintenance and training for the 21st Space Operations Squadron located at Onizuka Air Force Station, Calif. Support consists of launch and early orbit operations for the Inertial Upper Stage/Defense Support Program; data flow operations for National Aeronautics and Space Administration satellite programs, the Space Transportation System, boosters and other Air Force Satellite Control Network eternal users; operations support to include satellite support planning, scheduling and reporting, attitude and orbital analysis, and data processing; level software and level 1 database maintenance for AFSCN common user and mission unique equipment; simulation and scenario generation for mainframe systems (i.e. Inertial Upper Stage Flight Controller Telemetry Simulation System) to support launch rehearsal and government training; training in support of this contract; and deployment support. Total funds have been obligated. Solicitation began March 2002, and negotiations were completed July 2002. The 50th Contracting Squadron is the contracting activity (FA2550-02-C-0006).

NAVY

Northrop Grumman Norden Systems Inc., Melville, N.Y., is being awarded a $15,085,638 firm-fixed-price letter contract for improved lightweight AN/SPQ-9B radar systems. The AN/SPQ-9B upgrades the AN/SPQ-9 radar of the MK-86 Gun Fire Control System (GFCS) currently installed on CG-47 Class surface combatants. The AN/SPQ-9 supports surface engagement capability in effectively detecting and tracking sea-skimming, low radar cross-section, high-speed targets in heavy clutter environments. Work will be performed in Melville, N.Y. (79%); Baltimore, Md. (19%); and Norwalk, Conn. (2%), and is to be completed by August 2005. Contract funds will not expire at the end of the current fiscal year. The contract was not competitively procured. The Naval Sea Systems Command, Washington, D.C., is the contracting activity (N00024-02-C-4057).

ST Production Systems Inc.* (a division of SensyTech Inc.), Farmingdale, N.J., was awarded on Sept. 30, 2002, a $7,987,834 modification to previously awarded contract (N00024-98-C-6111) for the production, test and delivery of an additional quantity of 14 AN/SLQ-25A torpedo countermeasure transmitting sets and associated Foreign Military Sales (FMS) spares. The AN/SLQ-25A is designed to provide ships with a countermeasure capability against torpedoes. Variants of the AN/LQ-25A have been offered to select foreign nations as authorized by the Technology Transfer Security Assistance Review Board. Work will be performed in Farmingdale, N.J. (30%), and Uniontown, Pa. (70%), and is to be completed by May 2005. Contract funds will not expire at the end of the current fiscal year. The Naval Sea Systems Command, Washington, D.C., is the contracting activity.
