NAVY

General Dynamics Advanced Information Systems, Pittsfield, Mass., is being awarded an $89,966,610 cost-plus-incentive-fee, cost-plus-fixed-fee contract to will provide for the FY03 Fire Control Omnibus Contract, which includes FBM Fire Control Production, Operational Support, Field Engineering Services, Repair and Return effort, and Development and SSGN Attack Weapons Control System (AWCS), design and production. The contract was not competitively procured. Work will be performed in Pittsfield and is to be completed by December 2008. Contract funds in the amount of $17,792,798 will expire at the end of the current fiscal year. The Navy's Strategic Systems Programs, Washington, D.C., is the contracting activity (N00030-03-C-0008).

Science Applications International Corp., Technology Services Co. (SAIC/TSC), San Diego is being awarded a $40,102,809 indefinite-delivery and indefinite-quantity contract with a cost-plus-fixed-fee ceiling for software development and systems engineering support to the Anti-Submarine Warfare Control System Mk 116 program, Computer-Aided Dead Reckoning Tracer project, and other related programs and projects at the Surface Ship Undersea Warfare (USW) program office, Naval Surface Warfare Center, Dahlgren Division. Work will be performed in Dahlgren, Va. (95 percent) and San Diego (5 percent), and is to be completed by December 2007. Contract funds will not expire at the end of the current fiscal year. This effort combines support of the U.S. Navy (94 percent) and the governments of Japan (3 percent) and Taiwan (3 percent) under the Foreign Military Sales Program. The contract was competitively procured and advertised on the Federal Business Opportunities Web site, with one offer received. The Naval Surface Warfare Center, Dahlgren Division, Dahlgren, Va., is the contracting activity (N00178-03-D-2040).

Northrop Grumman Corp., Sunnyvale, Calif., is being awarded a $34,150,000 design and development, cost-plus-incentive-fee, cost-plus-fixed-fee contract to provide Systems Development and Demonstration (SD&D) and Production of the Ship, Submersible Guided Missile Nuclear (SSGN) Multiple All-Up-Around Canister (MAC) Subsystem, test, handling gear and support equipment. This contract includes options, which if exercised, will bring the total cumulative value of this contract to $150,089,500. Work will be performed in Sunnyvale (70 percent) and Groton, Conn. (30 percent), and is to be completed by Dec. 31, 2004. The contract was not competitively procured. Contract funds will not expire at the end of the current fiscal year. The Navy's Strategic Systems Programs, Washington, D.C., is the contracting activity (N00030-03-C-0015).

Raytheon Electronic Systems, El Segundo, Calif., is receiving an $18,350,000 firm-fixed-price order under previously awarded contract (N00383-01-G-100A) for purchase of AN/APG-73 radar receivers used on the F/A-18 aircraft. Work will be performed at El Segundo, Calif., and is to be completed by December 2004. Contract funds will not expire at the end of the current fiscal year. This contract was not competitively procured. The Naval Inventory Control Point, Philadelphia is the contracting activity.

ARMY

Lockheed-Martin, Orlando, Fla., was awarded a delivery order amount of $118,107,884.57 as part of an $180,005,028 firm-fixed-price contract for multiple spares applicable to the Target Acquisition Destination Site and Pilot Night Vision Sensor of the AH64 Helicopter on Dec. 13, 2002. Work will be performed in Orlando, Fla., and is to be completed by March 28, 2009. Contract funds will not expire at the end of the current fiscal year. This was a sole source contract initiated on July 1, 2002. The U.S. Army Aviation and Missile Command, Redstone Arsenal, Ala., is the contracting activity (DAAH23-02-D-0321).

LMS Chemical Ltd., Aiea, Hawaii, was awarded a delivery order amount of $5,865,653.35 as part of a $39,103,673 firm-fixed-price requirements contract for complete hospital housekeeping services for the Pacific Region at Tripler Army Medical Center on Dec. 10, 2002. Work will be performed in Honolulu and is to be completed by Sept. 30, 2007. Contract funds will not expire at the end of the current fiscal year. There were 32 bids solicited on June 19, 2002, and four bids were received. The U.S. Army Medical Command, Honolulu, is the contracting activity (DADA16-03-D-0001).

Knight's Armament Co., Vero Beach, Fla., was awarded a delivery order amount of $11,426,587.46 as part of a $29,300,000 firm-fixed-price requirements contract for procurement of the Modular Weapon System in support of the M16A4 Rifle and M4 Carbine on Dec. 11, 2002. Work will be performed in Vero Beach and is to be completed by Dec. 31, 2006. Contract funds will not expire at the end of the current fiscal year. This was a sole-source contract initiated on Aug. 9, 2002. The U.S. Army Tank-Automotive and Armaments Command, Rock Island, Ill., is the contracting activity (DAAE20-03-D-0027).

Raytheon Co., Bedford, Mass., was awarded a $20,113,311 modification to a firm-fixed-price contract for FY03 Patriot remote launch communication enhancement upgrade on Dec. 13, 2002. Work will be performed in Burlington (7 percent), Huntsville, Ala. (11 percent), and Andover, Md. (82 percent), and is to be completed by Dec. 30, 2006. Contract funds will not expire at the end of the current fiscal year. This was a sole-source contract initiated on Nov 23, 2002. The U.S. Army Aviation and Missile Command, Redstone Arsenal, Ala., is the contracting activity (DAAH01-03-C-0040).

Crane Carrier Corp., Tulsa, Okla., is being awarded a delivery order amount of $5,313,280 as part of an $8,960,785 indefinite-delivery and indefinite-quantity contract for 100 M878A2 yard tractors. Work will be performed in Tulsa and is to be completed by March 30, 2007. Contract funds will not expire at the end of the current fiscal year. This was a sole-source contract initiated on Oct. 16, 2002. The U.S. Army Tank-Automotive and Armaments Command, Warren, Mich., is the contracting activity (DAAE07-03-D-S014).

Raytheon Systems Co., Bedford, Mass., was awarded a $5,125,182 cost-plus-incentive-fee contract for Patriot New Equipment Training on Dec. 13, 2002. Work will be performed in Bedford, Mass., and is to be completed by Dec. 14, 2005. Contract funds will not expire at the end of the current fiscal year. This was a sole-source contract initiated on Aug. 30, 2002. The U.S. Army Aviation and Missile Command, Redstone Arsenal, Ala., is the contracting activity (DAAH01-03-C-0015).

AIR FORCE

McDonnell Douglas Corp., Long Beach, Calif., was awarded a $15,367,269 firm-fixed-price, cost-plus award-fee, time and material contract modification to provide for an award fee earned during fixed-price period (Oct. 1, 2001 through Sept. 30, 2002), and cost-plus award fee period 4 (April 1 2002 through Sept. 30, 2002) for C-17 Flexible Sustainment on Dec. 13, 2002. The locations of performance are McDonnell Douglas, Long Beach (43 percent); Pratt and Whitney Cheshire, Conn. Total funds have been obligated. The Headquarters Aeronautical Systems Center, Wright-Patterson Air Force Base, Ohio, is the contracting activity (F33657-01-C-2002, P00077).

THE DEFENSE ADVANCED RESEARCH PROJECTS AGENCY

Hicks & Associates Inc., McLean, Va., is being awarded a $3,600,000 increment of a $19,300,000 other transaction for prototypes agreement for feasibility and development of a closed-loop, end-to-end prototype system for early warning and decision-making including the integration of previously developed technologies into the Total Information Awareness system. Work will be performed in McLean, Va. (83 percent), Alexandria, Va. (12 percent), Fairborn, Ohio (3 percent) and multiple other locations. Work is to be completed by Dec. 31, 2003. A portion of the funds awarded ($110,886) will expire at the end of this fiscal year. The Defense Advanced Research Projects Agency is the contracting activity (MDA972-03-9-0001).
