AIR FORCE

Northrop Grumman Corp., San Diego is being awarded an $185,200,000 cost-plus-award-fee using an undefinitized-contract-action contract modification to provide for engineering and manufacturing development activities in support of the Global Hawk Maritime Demonstration. At this time, $20,000,000 of the funds has been obligated. Further funds will be obligated as individual delivery orders are issued. This work will be completed by September 2006. Solicitation began December 2002. The Headquarters Aeronautical Systems Center, Wright-Patterson Air Force Base, Ohio, is the contracting activity (F33657-01-C-4600, P00020).

McDonnell Douglas Corp., Long Beach, Calif., is being awarded a $30,997,486 fixed-price award-fee, cost-plus award fee contract modification. This undefinitized contractual action will authorize procurement of FY2003 labor hours and a prioritized FY2003 material buy in support of sixty aircraft production buy and site activation. The material effort includes long-lead spares for site activation (McGuire Air Force Base, March Air Force Base, Hickam Air Force Base) and quick engine change kits for spare engine procurement. The labor effort includes planning for base-level field support, quality assurance activities, ramdom access memory teams deployment, and support equipment needs. At this time, $15,498,743 of the funds has been obligated. Further funds will be obligated as individual delivery orders are issued. Solicitation began in November 2002. The Headquarters Aeronautical Systems Center, Wright-Patterson Air Force Base, Ohio, is the contracting activity (F33657-01-C-2002, P00088).

Honeywell Technology Solutions Inc., Colorado Springs, Colo., is being awarded a $25,468,346 cost-plus award-fee contract modification to provide for two full remote tracking station block change suites (Colorado Tracking Station and Guam Tracking Station-B). Suites will include digital signal processors and all other components of the core configuration item (CI) as well as a high power amplifer and all other components of the antenna CI. This effort includes completion of the site-specific critical design reviews as well as remote tracking station block change equipment configuration, integration and test at the integration and test support center. Total funds have been obligated. This work will be completed by December 2007. The Headquarters Space and Missile Systems Center, Los Angeles Air Force Base is the contracting activity (F04701-02-D-0006, D.O.0026).

Harkins Builders Inc., Marriottsville, Md., is being awarded a $15,468,342 firm-fixed-price contract to replace 102 new military family housing units and demolish 64 existing units. Total funds have been obligated. Harkins Builders will perform this effort at Bolling Air Force Base, Washington, D.C. Solicitation began in September 2002 and negotiations were completed in December 2002. The Headquarters 311th Human Systems Wing, Brooks City Base, Texas, is the contracting activity (F41624-03-C-8090).

ARMY

General Electric Co., Lynn, Mass., was awarded a delivery order amount of $22,898,967 as part of a $586,851,252 firm-fixed-price contract for procurement of 37 701C spare engines, incomplete hydro-mechanical control units, and digital electronic controls on Feb. 4, 2003. Work will be performed in Lynn and is to be completed by Aug. 30, 2003. Contract funds will not expire at the end of the current fiscal year. This was a sole-source contract initiated on June 20, 1997. The U.S. Army Aviation and Missile Command, Redstone Arsenal, Ala., is the contracting activity (DAAJ09-97-D-0196).

Chamberlain Manufacturing Corp., Scranton, Pa., was awarded on a $22,312,856 modification to a firm-fixed-price contract for support of the 155mm M107 projectile Feb. 4, 2003. Work will be performed in Scranton and is to be completed by Sept. 30, 2004. Contract funds will not expire at the end of the current fiscal year. This was a sole-source contract initiated on April 22, 1998. The U.S. Army Joint Munitions Command, Rock Island, Ill., is the contracting activity (DAAA09-99-C-0064).

GE Energy Rental Inc., Atlanta was awarded on a $5,927,870 firm-fixed-price contract for prime power services at Bagram and Kandahar Airbases Feb. 3, 2003. Work will be performed at Bagram and Kandahar Airbases, Afghanistan, and is to be completed by Nov. 30, 2004. Contract funds will not expire at the end of the current fiscal year. There were seven bids solicited on Dec. 6, 2002, and two bids were received. The U.S. Army Engineer District, Philadelphia, Pa., is the contracting activity (DACA61-03-C-0002).

NAVY

Digital System Resources, Inc., Fairfax, Va., is being awarded a $10,426,390 cost-plus-fixed-fee modification under previously awarded contract (N00024-01-C-6235) to exercise an option for continued developmental innovative technologies of submarine systems improvements under Phase III Small Business Innovative Research (SBIR) Program. Work will be performed in Manassas, Va., and is to be completed by January 2004. Contract funds will not expire at the end of the current fiscal year. The Naval Sea Systems Command, Washington, D.C., is the contracting activity.

Northrop Grumman Corp., Bethpage, N.Y., is being awarded a $9,700,000 ceiling-priced delivery order against a previously awarded basic ordering agreement (N00019-00-G-0280) for a Hawkeye 2000 export avionics kit which will improve the radar systems, identification friend or foe system, receiverand transmitter navigation system and mission computer for a Japanese E-2C aircraft under the Foreign Military Sales Program. Work will be performed in Bethpage, N.Y., and is to be completed in October 2003. Contract funds will not expire at the end of the current fiscal year. The Naval Air Systems Command, Patuxent River, Md. is the contracting activity.

Digital Wizards, Inc., San Diego is being awarded a $5,156,344 indefinite-delivery, indefinite-quantity contract with a cost-plus-fixed-fee pricing arrangement for engineering and related technical, logistical and direct fleet-support services in support of the Space and Naval Warfare Systems Center San Diego Integrated Voice Communications Systems Branch. This contract contains options, which if exercised, will bring the total cumulative value of this contract to $27,175,359. Work will be performed in San Diego (40 percent) and onboard U.S. Navy vessels and shore activities worldwide (60 percent), and is to be completed February 4, 2004. Contract funds will not expire at the end of the current fiscal year. This contract was competitively procured, posted on the Federal Business Opportunities Web Site and the Space and Naval Warfare Systems Center e-Commerce Web Site, with one offer received. The Space and Naval Warfare Systems Center, San Diego is the contracting activity (N66001-03-D-5018).
