NAVY

BAE Systems Technologies, Inc., Rockville, Md., is being awarded an estimated $20,641,269 cost-plus-fixed-fee contract to provide engineering and technical support services for the Identification Systems Branch of the Naval Air Systems Command Aircraft Division, St. Inigoes, Md. This effort includes systems design, development, integration, test and evaluation, installation, certification, maintenance and logistics support. The total estimated level of effort is 394,000 man-hours. Work will be performed in St. Inigoes, Md. (60%), and California, Md. (40%), and is expected to be completed in April 2004. Contract funds in the amount of $749,021 will expire at the end of the current fiscal year. This contract was competitively procured through a request for proposals, with 28 proposals solicited and one offer received. The Naval Air Systems Command, St. Inigoes, Md., is the contracting activity (N00019-03-C-0035).

Seemann Composites Inc., Gulfport, Miss., is being awarded a $9,399,284 indefinite-delivery/indefinite-quantity, cost-plus-fixed-fee completion contract for engineering and fabrication services in support of the Composite Advanced Sail for Virginia-class submarines. Work will be performed in Gulfport, Miss., and is expected to be completed in April 2008. Contract funds will not expire at the end of the current fiscal year. The contract was not competitively procured. The Naval Surface Warfare Center, Carderock Division, West Bethesda, Md., is the contracting activity (N00167-03-D-0026).

Roy Anderson Corp., Gulfport, Miss., is being awarded $8,724,000 for a firm-fixed-price Task Order 0005 under an indefinite-delivery/indefinite-quantity, design-build multiple award construction contract for replacement of Juniper Ridge and Pine Crest Housing (Phase III) at Naval Air Station, Meridian. The work to be performed provides for the demolition of 58 existing housing units, options for six additional units and the design and construction of 47 new family housing units and options for additional units for a total of 55 units. These Capehart style housing units are for enlisted and officer personnel. Work will be performed in Meridian, Miss., and is expected to be completed by November 2005. Contract funds will not expire at the end of the current fiscal year. The basic contract was competitively procured with 64 proposals solicited, 16 offers received and award made on Sept. 27, 2001. The total contract amount is not to exceed $200,000,000, which includes the base period and four option years. The multiple contractors (four in number) may compete for task orders under the terms and conditions if the existing contract. Three offers were received for this task order. The Naval Facilities Engineering Command, Southern Division, North Charleston, S.C. is the contracting activity (N62467-01-D-0426).

ARMY

Alliant Techsystems Inc., Arden Hills, Minn., was awarded on April 25, 2003, a $2,274,092 increment as part of a $21,933,899 cost-plus-fixed-fee contract for development and production of the 105mm XM1040 Canister Cartridge. Work will be performed in Radford, Va. (2%); Plymouth, Minn. (54%); Middletown, Iowa (3%); Toone, Tenn. (1%); Anoka, Minn. (24%); Jonesborough, Tenn. (11%); and Riverbank, Calif. (5%), and is expected to be completed by Aug. 29, 2007. Contract funds will not expire at the end of the current fiscal year. There were an unknown number of bids solicited via the World Wide Web on Dec. 3, 2002, and two bids were received. The U.S. Army Tank-Automotive and Armaments Command, Picatinny Arsenal, N.J., is the contracting activity (DAAE30-03-C-1108).

Litton Systems Inc., Orlando, Fla., was awarded on April 23, 2003, a delivery order amount of $7,677,500 as part of a $13,712,500 firm-fixed-price contract for Eyesafe Miniature Laser target locator and logistical support. Work will be performed in Orlando, Fla., and is expected to be completed by May 31, 2004. Contract funds will not expire at the end of the current fiscal year. This was a sole source contract initiated on April 17, 2003. The U.S. Army Communications-Electronics Command, Fort Monmouth, N.J., is the contracting activity (N00383-02-G-007A).

Amtec Corp., Huntsville, Ala., was awarded on April 24, 2003, a $135,000 increment as part of a $9,774,590 cost-plus-fixed-fee contract for services of an integrated engineering, planning and technical support team for joint use by the U.S. Army Anniston Munitions Center. Work will be performed in Huntsville, Ala., and is expected to be completed by April 24, 2013. Contract funds will not expire at the end of the current fiscal year. This was a sole source contract initiated on March 6, 2003. The U.S. Army Space and Missile Defense Command, Huntsville, Ala., is the contracting activity (DASG60-03-C-0032).

Brewer Science, Rolla, Mo., was awarded on April 25, 2003, a $6,000,000 modification to a firm-fixed-price contract for bottom anti-reflective coatings and high resolution color imaging. Work will be performed in Rolla, Mo., and is expected to be completed by April 24, 2005. Contract funds will not expire at the end of the current fiscal year. This was a sole source contract initiated on Oct. 6, 1999. The U.S. Army Space and Missile Defense Command, Huntsville, Ala., is the contracting activity (DASG60-01-C-0047).

DRS Optronics Inc., Palm Bay, Fla., was awarded on April 24, 2003, a $5,220,950 firm-fixed-price contract for 27 Thermal Imaging Sensor upgrades for the Kiowa Helicopter. Work will be performed in Melbourne, Fla., and is expected to be completed by March 31, 2005. Contract funds will not expire at the end of the current fiscal year. This was a sole source contract initiated on March 28, 2003. The U.S. Army Aviation and Missile Command, Redstone Arsenal, Ala., is the contracting activity (DAAH23-03-C-0162).

AIR FORCE

Raytheon Co., Tucson, Ariz., is being awarded a $21,234,387 cost-plus-fixed-fee contract modification to provide Advanced Medium Range Air-to-Air Missiles (AMRAAM) preplanned product improvement, Phase 3 engineering, manufacturing and development effort to design, develop, integrate and test guidance enhancement to AMRAAM. At this time, $13,472,000 of the funds has been obligated. Further funds will be obligated as individual delivery orders are issued. This work will be completed March 2004. Negotiations were completed April 2003. The Air Armament Center, Counterair Joint Systems Program Office, Eglin Air Force Base, Fla., is the contracting activity (F08626-98--0027, P00051).

Honeywell International Inc., Redmond, Wash., is being awarded an $8,528,300 firm-fixed-price contract modification to provide 55 Terrain Collision Avoidance Systems (TCAS), and 55 TCAS Mode S Control Panels, 110 TCAS Displays and 110 TCAS Antennas for the C-130 Systems Program Office. Total funds have been obligated. This work will be complete December 2003. Solicitation began March 2003, and negotiations were completed April 2003. The Electronic Systems Center, Hanscom Air Force Base, Mass., is the contracting activity (F19628-02-D-0014).

Honeywell International Inc., Redmond Wash., is being awarded a $8,120,849 firm-fixed-price contract award to provide for 187 Terrain Collision Avoidance System APX-119 Mode S/IFF Transponders without crypto for the C-130 System Provide Office. Total funds have been obligated. This work will be complete August 2004. Solicitation began March 2003, and negotiations were April 2003. The Electronic Systems Center, Hanscom Air Force Base, Mass., is the contracting activity (F19628-02-D-0014).

ACS Defense Inc., Burlington, Mass., is being awarded a $7,257,303 cost-plus-fixed-fee contract to develop new and innovative concepts and algorithms multi-sensor (Audio, ELINT Special Signals, COMINT and video/imagery) exploitation. At this time, $1,677,000 of the funds has been obligated. Further funds will be obligated as individual delivery orders are issued. This work will be completed April 2003.
