NAVY

Bell-Boeing Joint Program Office, Patuxent River, Md., is being awarded a $123,213,314 modification to a previously awarded undefinitized cost-plus-fixed-fee contract (N00019-93-C-0006) to definitize the MV-22 Block Upgrade Flight Test Program, to include management of the flight test program, support of test events, analysis of test data, and spares support. Work will be performed in Patuxent River, Md. (80%); Amarillo, Texas (10%); and Philadelphia, Pa. (10%), and is expected to be completed in March 2004. Contract funds in the amount of $7,981,087 will expire at the end of the current fiscal year. The Naval Air Systems Command, Patuxent River, Md. is the contracting activity.

Lockheed Martin, Naval Electronics & Surveillance Systems, Marine Systems, Baltimore, Md., is being awarded a $67,012,602 firm-fixed-price modification to previously awarded contract (N00024-98-C-5363) for production of MK41 Vertical Launching Systems and ancillary hardware. The modification contains options, which if exercised, would bring the total contract value to $129,467,046. Work will be performed in Baltimore, Md. (58%), Minneapolis, Minn. (5%), and Aberdeen, S.D. (37%), and is expected to be completed by February 2007. Contract funds will not expire at the end of the current fiscal year. The Naval Sea Systems Command, Washington Navy Yard, D.C., is the contracting activity.

Jahn Corp.*, Lexington Park, Md., is being awarded an estimated $6,456,008 value indefinite-delivery/indefinite-quantity contract to provide approximately 63,850 man-hours of advisory and assistance services (A&AS) to the V-22 Program, including management/administrative and resource/operations support; development/ production analysis and technical services; and independent analyses, technical studies and management services. Work will be performed in Patuxent River, Md. (90%); Edwards Air Force Base, Calif. (3%); Lakehurst, N.J. (3%); Indianapolis, In. (2%); Fort Worth, Texas (1%); and Lomita, Calif. (1%), and is expected to be completed in June 2004. Contract funds will not expire at the end of the current fiscal year. This contract was competitively procured as a 100 Percent Small Business Set-aside, with three offers received. The Naval Air Systems Command Aircraft Division, Patuxent River, Md., is the contracting activity (N00421-03-D-0045).

ARMY

American Bridge Company, Coraopolis, Pa. was awarded a $19,227,100 firm-fixed-price contract for the alteration of the Lift Bridge at the Philadelphia Naval Business Center. Work will be performed in Philadelphia, Pa., and is expected to be completed by February 16, 2005. Contract funds will not expire at the end of the fiscal year. There were 28 bids solicited on April 18, 2003, and four bids were received. The Corp of Engineers, Philadelphia, Pa., is the contracting activity, (DACW61-03-C-0011).

Goodrich Pump and Engine Control Systems Inc., West Hartford, Conn., was awarded a $10,672,538 modification to a firm-fixed-price contract (DAAH23-03D-0283), for spare parts. Work will be performed in West Hartford, Conn., and expected to be completed by June 13, 2008. Contract funds will not expire at the end of the current fiscal year. There were two bids solicited on September 18, 2002, and one bid was received. The U.S. Army Aviation and Missile Command, Redstone Arsenal, Ala., is the contracting activity.

Bechtel Parsons Blue Grass, A Joint Venture, San Francisco, Calif., was awarded a $2,900,000 increment as part of a $130,108,442 indefinite delivery/ indefinite quantity/ cost reimbursement contract to design, construct, systemize, pilot test, operate, and close a chemical munitions demilitarization facility at the Blue Grass Chemical Depot to destroy the chemical weapons stockpile stored at the depot. Work will be performed in Richmond, Ky., and is expected to be completed by June 2013. Contract funds will end at the end of the current fiscal year. There was an unknown amount of bids solicited via World Wide Web on February 28, 2003, and two bids were received. The Joint Munitions Command (JMC), Rock Island, Ill., is the contracting activity (DAAA09-03-D-0023).

The Boeing Helicopter, Philadelphia, Pa. is being awarded a $17,645,186 firm-fixed-price contract for an overhaul/upgrade of the combiner transmission. Work will be performed in Philadelphia, Pa., and is expected to be completed by June 30, 2004. Contract funds will not expire at the end of the fiscal year. There was one bid solicited on April 1, 2003, and one bid was received. The U.S. Army Aviation and Missile Command, Redstone Arsenal, Ala., is the contracting activity, (DAAH23-03-C-0150).

AIR FORCE

The Boeing Co., Long Beach, Calif., is being awarded a $10,499,461 contract modification to provide material and contractor labor to support a temporary increase in United Kingdom C-17 aircraft fleet operations. At this time, $9,646,196 of the funds has been obligated. This work will be complete June 2004. The Aeronautical Systems Center, Wright-Patterson Air Force Base, Ohio, is the contracting activity (F33657-01-C-2002, P00108).

DEFENSE COMMISSARY AGENCY

Northeast Military Sales, Incorporated of Sterling, Mass., is awarded a Performance Base Services Acquisition contract for delicatessen and bakery operations for products resale. Performance to begin July 1, 2003. The estimated award amount is $14,674,056. Work will be performed on-site at the delivery location as an operations service for delicatessen and bakery products to nine DeCA commissaries including: Ft. Myer, Va., Ft. Meade, Walter Reed Army Medical Center, Aberdeen Proving Grounds, Md., Ft. Monmouth, N.J., New London Naval Submarine Base, Conn., Newport Naval Education and Training Center, R.I., Hanscom Air Force Base, Mass., Bangor Air National Guard Base, Maine, commissaries. The contract is for a base year July 1, 2003 through June 30, 2005. If both option years are exercised, to include four award terms, the contract will be completed in June 30, 2011. Thirteen firms were solicited and three proposals were received. The contracting activity is the Defense Commissary Agency, Resale Contracting Division, Resale Services Support Branch, 1300, E Avenue, Fort Lee, Va., 23801. (DECA02-03-D-0010)

Favata Bakery Incorporated of Newburgh, N.Y., is awarded a Performance Base Services Acquisition contract for delicatessen and bakery operations for products resale. Performance period to start July 1, 2003. The estimated award amount is $5,931,094. Work will be performed on-site at the delivery location as an operations service for delicatessen and bakery products to five commissaries located in the DeCA, Eastern Region, New York, New Jersey area commissaries. The commissaries include McGuire AFB, N.J., Carlisle Barracks, Pa., Ft. Drum, Ft. Hamilton, West Point, New York commissaries. The contract is for a base year July 1, 2003 through June 30, 2005. If both option years are exercised, to include four award terms the contract will be completed in June 30, 2011. Thirteen firms were solicited and three proposals were received. The contracting activity is the Defense Commissary Agency, Resale Contracting Division, Resale Services Support Branch, 1300, E Avenue, Fort Lee, Va., 23801. (DECA02-03-D-0009)

DEFENSE LOGISTICS AGENCY

Metals USA i-Solutions Group, Fort Washington, Pa., is being awarded a $5,000,000 fixed price with economic price adjustment and with indefinite quantity type of contract for prime vendor for metals and metal products for the U.S. Army, U.S. Navy, U.S. Air Force, U.S. Marine Corps and Federal Civilian Agencies. Performance completion date is June 17, 2005. Contract funds will expired this fiscal year. There were 53 solicitations and three responded. The contracting activity is the Defense Supply Center Philadelphia, Philadelphia, Pa. (SP0500-03-D-0201)
