CONTRACTS

 

NAVY

 

McDonnell Douglas Corp., a wholly owned subsidiary of The Boeing Co., St. Louis, Mo., is being awarded a $60,942,631 modification to a previously awarded firm-fixed-price, fixed-price-incentive-fee contract (N00019-03-C-6528) for the fiscal year 2003 procurement of five T-45C airframes, support to build and sustaining engineering.  Work will be performed in St. Louis, Mo. (52%), and Warton, Brough England (48%), and is expected to be completed in September 2006.  Contract funds will not expire at the end of the current fiscal year.  The Naval Air Systems Command, Patuxent River, Md., is the contracting activity.

 

Fuentez Systems Concepts Inc.*, North Charleston, S.C., is being awarded a $32,858,280 indefinite-delivery/indefinite-quantity, cost-plus-fixed-fee contract for engineering and technical services to support Space and Naval Warfare Systems Command corporate production to include production management, production engineering and production execution for various C4ISR systems.  This contract includes options which if exercised would bring the total cumulative value of this contract to $216,945,575.  Work will be performed in government-owned, contractor-operated facilities in Charleston, S.C. (70%); San Diego, Calif. (24%); and Norfolk, Va. (6%), and is expected to be completed by August 2004.  Contract funds will not expire at the end of the current fiscal year.  This contract was competitively procured as a 100% small business set-aside under NAICS Code 513310 with a size standard of 1,500 employees and was synopsized in Federal Business Opportunities on Jan. 10, 2002.  One hundred proposals were registered on the SPAWAR e-commerce Web site, with seven offers received.  The Space and Naval Warfare Systems Center, Charleston, S.C., is the contracting activity (N65236-03-D-7845).

 

Sikorsky Aircraft Corp., Stratford, Conn., is being awarded a $5,188,110 firm-fixed-price contract with a provision for an option for purchase of new main rotor blades for the UH-3 helicopter.  Work will be performed at Stratford, Conn., and is expected to be completed by June 2006.  Contract funds will not expire at the end of the current fiscal year.  This contract was not competitively procured.  The Naval Inventory Control Point is the contracting activity (N00383-01-G-015N-2719).

 

AIR FORCE

 

The Boeing Co., Long Beach, Calif., is being awarded a $9,994,000 firm-fixed-price contract modification to provide for 35 retrofit kits, alternate wheels, brakes and tires.  Total funds have been obligated.  Negotiations were completed July 2003.  Headquarters Aeronautical Systems Center, Wright-Patterson Air Force Base, Ohio, is the contracting activity (F33657-96-C-2059, P00112).

 

Aerojet General Corp., Sacramento, Calif., is being awarded a $7,015,861 cost-plus-fixed-fee contract to provide the Air Force Research Laboratory Propulsion Directorate, Edward Research Site, Edwards Air Force Base, Calif., with development and validation of analysis tools and data needed for solid rocket motor components that will meet integrated high payoff propulsion technology Phase III goals.  The Phase III Missile Propulsion Component Analysis and Assessment Program/Solid Rocket Motor Modeling Program will be supporting the sustainment of development capabilities for strategic propulsion technology.  The boost and orbit transfer goals of this program will be to improve mass fraction, specific impulse, hardware cost, operational cost, support cost and stage failure rate.  At this time, $328,000 of the funds has been obligated.  Further funds will be obligated as individual delivery orders are issued.  This work will be complete by May 2006.  Solicitation began November 2002.  The Air Force Flight Test Center, Edwards Air Force Base, Calif., is the contracting activity (F04611-03-C-0041).

 

DEFENSE LOGISTICS AGENCY

 

             McRae Industries Inc., Mt. Gilead, N.C., is being awarded $6,011,214 fixed-price with economic price adjustment and indefinite-delivery type of contract for boots for the U.S. Army, U.S. Air Force and U.S. Marine Corps.  Performance completion date is Nov. 15, 2003.  Work will also be performed in Dresden, Tenn.  Contract funds will expire this fiscal year.  There were 30 solicitations, and five responded.  The Defense Supply Center Philadelphia, Philadelphia, Pa., is the contracting activity (SP0100-97-D-0326).
