CONTRACTS

 

AIR FORCE

 

The Boeing Co., Wichita, Kan., is being awarded a $200,028,337 cost-plus award-fee contract modification to provide funding for engineering change proposal 1302 for the C-130 Avionics Modernization Program.  The Boeing Co. will perform this effort in Long Beach, Calif.  No funds have been obligated.  This work will be complete by January 2010.  Negotiations were completed July 2003.  Headquarters Aeronautical Systems Center, Wright-Patterson Air Force Base, Ohio, is the contracting activity (F33657-01-C-0047, P00041).

 

General Atomics Aeronautical Systems, San Diego, Calif., is being awarded a $41,345,710 firm-fixed-price contract to provide for 19 MQ-1L Predator unmanned aerial vehicles.  Total funds have been obligated.  This work will be complete by August 2005.  Solicitation began February 2003, and negotiations were completed August 2003.  Headquarters Aeronautical Systems Center, Wright-Patterson Air Force Base, Ohio, is the contracting activity (F33657-03-C-3018).

 

The Boeing Co., Seal Beach, Calif., is being awarded a $12,500,000 cost-plus-award-fee contract modification to authorize a undefinitized contract action that allows the NavStar Global Positioning System Joint Program Office to purchase those goods and service needed to prepare the operational control segment (OCS) to monitor the new civil codes on frequency band in addition to the new military code on different frequency band and legacy signals and course acquisition on frequency band which have been previously authorized.  This effort includes, but is not limited to, support for the design and development of Modernized Monitor Station Receiver Element (MMSRE) hardware and software, as well as Architecture Evolution Plan Version 6 software to add civil code monitoring capability to the OCS, and development of  Integrated Logistics Support (ILS) products.  This effort is needed to add civil monitoring capability without impacting the MMSRE effort recently given authorization to proceed.  At this time, $733,351 of the funds has been obligated.  Further funds will be obligated as individual delivery orders are issued.  This work will be complete by September 2007.  Negotiations were completed August 2003.  Headquarters Space and Missile Systems Center, Los Angeles Air Force Base, Calif., is the contracting activity (F04701-96-C-0025, P00251).

 

NAVY

 

DYNCORP Technical Services, Fort Worth, Texas, is being awarded a $37,662,293 modification to a previously awarded cost-plus-fixed-fee contract (N00421-02-C-3052) to exercise an option for operations and maintenance support of the Naval Air Systems Command Aircraft Division Atlantic Ranges and Facilities Department and the Test Article Preparation Department.  The estimated level of effort is 885,900 labor hours.  Work will be performed in Patuxent River, Md., and is expected to be completed in August 2004.  Contract funds will not expire at the end of the current fiscal year.  The Naval Air Systems Command Aircraft Division, Patuxent River, Md., is the contracting activity.

 

General Electric Engine Services Inc., Cincinnati, Ohio, is being awarded a $24,568,846 not-to-exceed, indefinite-delivery/indefinite quantity contract for standard depot level repair of the Navy’s T700-GE-401/401C turbo shaft engines, cold section modules and power turbine modules, as well as the Army’s T700-GE-701C cold section modules.  Work will be performed in Arkansas City, Kan., and is expected to be completed in August 2004.  Contract funds in the amount of $358,282 will expire at the end of the current fiscal year.  This contract was competitively procured through an electronic request for proposals, and one offer was received.  The Naval Air Systems Command, Patuxent River, Md., is the contracting activity (N00019-03-D-0013).

 

ITT Industries, Alexandria, Va., is being awarded a $6,384,912 cost-plus-fixed-fee contract for scientific, engineering, technical and analytical support. This contract contains options which if exercised will bring the total cumulative value of this contract to $77,341,622.  Work will be performed in Washington, D.C., and is expected to be completed in August 2004.  Contract funds in the amount of $2,784,243 will expire at the end of the current fiscal year.  The contract was competitively procured under a request for proposal, N000173-03-R-DL02, for which one offer was received.  Because the Naval Research Laboratory Contracting Division issues solicitations electronically via the Internet, the number of potential offerors who received the solicitation is not available.  The Naval Research Laboratory, Washington, D.C., is the contracting activity (N00173-03-C-2037).

 

ARMY

 

Richard E. Pierson Construction Co. Inc., Pilesgrove, N.J., is being awarded a $7,988,975 firm-fixed-price contract (DAHA07-03-C-002) for the upgrade C-130 parking apron and taxiway located at the Delaware Air National Guard Base.  Work will be performed at Delaware Air National Guard Base, New Castle, Del., and work is expected to be complete on Aug. 19, 2004.  There were four bids solicited on June 4, 2003, and four bids were received.  The U.S. Property and Fiscal Office for the Delaware National Guard Bureau is the contracting activity.

 

Systems Research and Applications, Fairfax, Va., is being awarded a $7,995,137 modification to a cost-plus award fee contract (DAHA94-03-D-0001) for automated information technology services for the National Guard Bureau.  Work will be performed in Fairfax, Va., and work is expected to be complete on Sept. 30, 2004.  There were two bids solicited on Nov. 25, 2002, and two bids were received.  The National Guard Bureau, CIO Contracting Office, Arlington, Va., is the contracting activity.

 

Lockheed Martin Systems, Owego, New York, is being awarded a $7,904,288 modification firm-fixed-price-fee contract for fiscal year 2003 radar frequency interfarometer for the government of Kuwait.  Work will be performed in Owego, N.Y., and work is expected to be complete on Feb. 25, 2007.  This was a sole source contract initiated on Dec. 11, 2002.  The U.S. Army Aviation and Missile Command, Redstone, Arsenal, Ala., is the contracting activity (DAAH23-03-C-0032).

 

McDonnell Douglas Helicopter Co., Mesa, Ariz., is being awarded a $7,592,346 firm-fixed-price, award-fee contract for post-productions system support for U.S. Army AH-64A Apache helicopters.  Work will be performed in Mesa, Ariz., and expected to be complete on Dec. 31, 2006.  This was a sole-source contract initiated on June 25, 2003.  The U.S. Army Aviation and Missile Command, Redstone Arsenal, Ala., is the contracting activity (DAAH23-01-G-0024).

 

Hensel Phelps Construction Co., Little Rock, Ark., is being awarded a $6,790,000 firm-fixed-price contract (DACA03-03-C-0026) for construction of a new C-130 maintenance training facility at Little Rock Air Force Base. The new one-story facility will consist of 3,130 square meters.  Work will be performed at Little Rock Air Force Base, Ark., and work is expected to be complete on Feb. 18, 2005.  There were 22 bids solicited on June 25, 2003, and four bids received.  The U.S. Army Corps of Engineers, Little Rock District, Little Rock, Ark., is the contracting activity.
