CONTRACTS

 

AIR FORCE

 

            Northrop Grumman Corp., Carson, Calif, EER Systems Incorporated, Chantilly, Va., ECSI International, Clifton, N.J., Abacus Technology Corp., Chevy Chase, Md., is being awarded a $498,000,000 indefinite delivery/indefinite quantity contract to provide for Integrated Based Defense Security (IBDSS) acquisition, which will result in a multiple award contract vehicle for satisfying all the Force Protection Command and Control Directorate's acquisition requirements for the next five years.  Two awards are anticipated for the Small Business Set Aside portion of this acquisition and two awards are anticipated for the unrestricted full and open competition portion of this acquisition.  This acquisition will support quick reaction temporary and permanent fixed site deployments as well as multiple installations at different locations in parallel throughout the world.  IBDSS provides a critical line of defense for all critical assets, fixed, temporary or mobile by way of electronic detection, alarm assessment, access control, communications and command, control and display capabilities to support and give effective response.   The Air Force can issue delivery orders totaling up to the maximum amount indicated above, though actual requirements may necessitate less than this amount.  No funds have been obligated.  This work will be complete by September 2011.  Solicitation began April 2003.  The Headquarters Electronic Systems Center, Hanscom Air Force Base, Mass., is the contracting activity (F19628-03-D-0010-0012, F19628-03-D-0016-0022).

 

            The Boeing Satellite Systems Incorporated, El Segundo, Calif., is being awarded a $21,134,625 cost-plus fixed-fee contract to provide for design and delivery of space-qualifiable, open architecture on-board digital signal processor.  At this time, $5,500,000 of the funds has been obligated.  Further funds will be obligated as individual delivery orders are issued.  This work will be complete by March 2006.  Negotiations were completed August 2003.  The Air Force Research Laboratory, Rome, N.Y., is the contracting activity (F30602-03-C-0166).

 

            ARMTEC Defense Products Co., Coachella, Calif., is being awarded a $6,648,480 firm fixed price contract to provide for flares, MJU-23 A/B. 12,312 each.  This effort supports the B-1B aircraft.  The location of performance is ARMTEC Countermeasure Co., Highland Industrial Park Highway 274, Building M7 Camden, Ariz. 71711.  Total funds have been obligated.  This work will be complete by December 2004.  Solicitation began December 2002 and Negotiations were completed June 2003.  The Headquarters Ogden Air Logistics Center, Hill Air Force Base, Utah is the contracting activity (F42630-03-C-0247).

 

NAVY

 

            Lockheed Martin Systems Integration, Owego, N.Y., is being awarded a $47,315,853 ceiling priced order against a previously issued basic ordering agreement (N00019-00-G-0231) for the procurement of 24 ALQ-217 electronic support measures systems, ancillaries, data and support systems for the Canadian CP-140 aircraft under the Foreign Military Sales Program.  Work will be performed in Owego, N.Y., and is expected to be completed in June 2006.  Contract funds will not expire at the end of the current fiscal year.  The Naval Air Systems Command, Patuxent River, Md. is the contracting activity.

 

            Raytheon Support Services Company, Burlington, Mass., is being awarded a $24,854,263 to exercise an option on previously awarded cost-plus-award fee contract (N00140-00-C-H001) for provision of operation and maintenance services in support of the relocatable over the horizon radar system.  Work will be performed at New Kent, Va. (62%); Premont and Freer, Texas (16%); and Puerto Rico (22%), and is expected to be completed by September 2004.  Contract funds will not expire at the end of the current fiscal year.  This contract was not competitively procured.  Fleet Industrial Supply Center, Norfolk Detachment, Philadelphia, Pa., is the contracting activity (N00140-00-C-H001).

 

            Raytheon Company, Integrated Defense Systems, Portsmouth, R.I., is being awarded a $14,907,104 firm-fixed-price modification to previously awarded contract (N00024-01-C-5493) for kits, spare parts, technical manuals, training, support, and data to complete the development and establish a production baseline of the MK 48 MOD 2 Evolved SEASPARROW Missile (ESSM) ordnance alteration (ORDALT) for Canada and Greece.  Work will be performed in Portsmouth, R.I. (60 %); Sudbury, Mass. (30%); Tucson, Ariz. (10 %); and is expected to be completed by December 2004.  Contract funds will not expire at the end of the current fiscal year.  The Naval Sea Systems Command, Washington, D.C., is the contracting activity.

 

            Raytheon Co., Electronic Systems, El Segundo, Calif., is being awarded a not-to-exceed $9,700,000 letter contract for the procurement of time critical parts for the Advanced Targeting Forward Looking Infrared (ATFLIR) full rate production units for the F/A-18 aircraft.  Work will be performed in El Segundo, Calif., and is expected to be completed in February 2005.  Contract funds will not expire at the end of the current fiscal year.  This contract was not competitively procured.  The Naval Air Systems Command, Patuxent River, Md. is the contracting activity (N00019-03-C-0364).

 

DEFENSE LOGISTICS AGENCY

 

            Shell Oil Product US, Houston, Texas, is being awarded $21,823,073 fixed price with indefinite-quantity type of contract for fuel for Defense Energy Support Center. Performance completion date is March 31, 2004. Work will also be performed in Deer Park, Texas. Contract funds will expire this fiscal year. There were four solicitations and three responded. The contracting activity is the Defense Energy Support Center, Fort Belvoir, Va. (SP0600-03-D-0527)

 

            Coastal Aruba Refining Company, N.V., Houston, Texas, is being awarded $14,546,406 fixed price with indefinite-quantity type of contract for fuel for Defense Energy Support Center. Performance completion date is March 31, 2004. Work will also be performed in San Nicolas, Aruba. Contract funds will expire this fiscal year. There were four solicitations and three responded. The contracting activity is the Defense Energy Support Center, Fort Belvoir, Va. (SP0600-03-D-0526)
