CONTRACTS

 

NAVY

 

            Isothermal Systems Research*, Clarkston, Wash., is being awarded a $49,000,000 not-to-exceed indefinite-delivery/indefinite-quantity contract for a Phase III Small Business Innovative Research (SBIR) effort under Topic N92-136 entitled “Spray Cooled Electronics Chassis” to provide services and materials for engineering tasks including research and development and prototype development of the spray cooled electronics hardware.  Work will be performed in Clarkston, Wash., and is expected to be completed in September 2008.  Contract funds will not expire at the end of the current fiscal year.  This contract was competitively procured using SBIR program solicitation under Topic N92-136 and two offers were received.  The Naval Air Systems Command, Aircraft Division, Lakehurst, N.J. is the contracting activity (N68335-03-D-0149).

 

            Raytheon Missile Systems, Tucson, Ariz., is being awarded a $48,470,240 modification to a previously awarded firm-fixed-priced contract (N00019-03-C-0001) to procure AGM-154A Joint Stand-Off Weapons to replenish expended weapons during Operation Iraqi Freedom.  Work will be performed in Tucson, Ariz., and is expected to be completed in July 2005.  Contract funds will not expire at the end of the current fiscal year.  The Naval Air Systems Command, Patuxent River, Md. is the contracting activity.

 

            Pratt and Whitney, Military Engines, East Hartford, Conn., is being awarded a $22,961,225 cost-plus-fixed-fee order against a previously issued basic ordering agreement (N00019-02-G-3053) to perform technology maturation of icephobic coatings and organic matrix composites for the Joint Strike Fighter F-135 and F-136 propulsion systems.  Work will be performed in East Hartford, Conn. (83%); Middletown, Conn. (16%); and West Palm Beach, Fla. (1%), and is expected to be completed in April 2006.  Contract funds will not expire at the end of the current fiscal year.  The Naval Air Systems Command, Patuxent River, Md. is the contracting activity.

 

            DynCorp Technical Services, LLC, Fort Worth, Texas, was awarded on Sept. 9, 2003, an $8,361,232 time and materials contract for engineering and technical services in the area of calibration and repair support at Naval Surface Warfare Center, Carderock Division, and its detachments.  Work will be performed in West Bethesda, Md. (85%) and Philadelphia, Pa. (15%), and is expected to be completed by September 2008.  Contract funds will not expire at the end of the current fiscal year.  The contract was competitively procured and advertised on the Internet with one offer received.  The Naval Surface Warfare Center, Carderock Division, West Bethesda, Md., is the contracting activity (N00167-03-C-0046).

 

            Mantech Systems Engineering Corp., Fairfax, Va., was awarded on Sept. 9, 2003, a $6,258,156 modification to a previously awarded cost-plus-fixed-fee contract (N00421-01-C-0062) to exercise an option for services necessary to provide engineering and administrative support for reliability, maintainability, system testability, quality assurance, diagnostic and system safety analyses during the design, development production, and in-service cycles of naval aircraft and their systems.  The estimated level of effort is 103,500 man-hours.  Work will be performed at Patuxent River, Md. (95%) and Lakehurst, N.J. (5%), and is expected to be completed in September 2004.  Contract funds in the amount of $75,000 will expire at the end of the current fiscal year.  The Naval Air Systems Command, Aircraft Division, Patuxent River, Md., is the contracting activity.

 

ARMY

 

Science Applications International Inc., San Diego, Calif., was awarded on Sept. 4, 2003, a delivery order amount of $35,200,000 as part of a $43,600,000 indefinite-delivery/indefinite- quantity contract for systems engineering technical assistance for the Cooperative Threat Reduction Program.  Work will be performed in Alexandria, Va. (94%), McLean, Va. (5%), and Albuquerque, N.M. (1%), and is expected to be completed by Sept. 4, 2003.  Contract funds will not expire at the end of the current fiscal year.  This was a sole source contract initiated on June 16, 2003.  The Defense Threat Reduction Agency, Fort Belvoir, Va., is the contracting activity (NODTRA01-03-D-0020).

 

LJC Construction Company Inc., Dothan, Ala., was awarded on Aug. 29, 2003, a $6,948,850 firm-fixed-price contract for rehabilitation of 2.7 miles of the flood control levee project.  Work will be performed in Geneva, Ala., and is expected to be completed by Sept. 19, 2005.  Contract funds will not expire at the end of the current fiscal year.  There were 234 bids solicited on June 6, 2003, and five bids were received.  The U.S. Army Corps of Engineers, Mobile, Ala., is the contracting activity (DACW01-03-C-0030).

 

DEFENSE LOGISTICS AGENCY

 

            Great Lakes Chemical Corp, West Lafeyette, Ind., is being awarded $35,788,508 firm fixed price type of contract for hexafluoropropane to be supplied in government furnished cylinders for the U.S. Navy. Work will also be performed in Arkansas. Performance completion date is Sept. 9, 2015.  Contract funds will not expire this fiscal year.  There were five solicitations and two responded.  The contracting activity is the Defense Supply Center Richmond, Richmond, Va.  (SP045003-D-1273).

 

            Belleville Shoe Mfg. Co., Belleville, Ill.*, is being awarded $7,564,763 firm fixed price with indefinite quantity/delivery type of contract for boots for the U.S. Army.  Work will also be performed in Arkansas and Puerto Rico. Performance completion date is Sept. 11, 2004. Contract funds will expire this fiscal year.  There were 44 solicitations and six responded.  The contracting activity is the Defense Supply Center Philadelphia, Philadelphia, Pa. (SP0100-01-D-0320).

 

AIR FORCE

 

            Raytheon Missile Systems, Tucson, Ariz., is being awarded an $11,592,309 firm fixed price contract to provide for Paveway II laser guided bomb kits.  Total quantity is 815.  Total funds have been obligated.  This work will be complete by February 2005.  Solicitation began February 2003 and Negotiations were completed July 2003.  The Headquarters Ogden Air Logistics Center, Hill Air Force Base, Utah, is the contracting activity (F42630-03-C-0286).  This contract replaces one previously announced on Sept. 4, 2003.
