CONTRACTS

AIR FORCE

McDonnell Douglas Corp., St. Louis, Mo., is being awarded a $642,131,958 firm fixed price contract to provide for Joint Direct Attack Munition (JDAM) Lot 8 guidance kits. Quantity is 32,570. The JDAM weapon system provides the Air Force and the Navy with an improved aerial delivery capability for existing 500, 1000 and 2000-pound bombs. The JDAM is a strap-on kit with Inertial Navigation System/Global Positioning System capability. Locations of performance are McDonnell Douglas, St. Louis, Mo. and Honeywell Incorporated, Minneapolis, Minn. Total funds have been obligated. This work will be complete by February 2006. Solicitation began December 2003 and Negotiations were completed January 2004. The Air Armament Center, Eglin Air Force Base, Fla., is the contracting activity (FA8681-04-C-0119).

McDonnell Douglas Corp., Long Beach, Calif., is being awarded a $35,549,921 firm fixed price contract modification to provide for the FY04 economic price adjustment to the production of 60 C-17 aircraft (P121-P180) follow-on buy. The economic price adjustment is a result of the labor index for airframe manufacturing increasing due to changes in the airframe manufacturing industry (i.e. increases in benefits, pension plan full funding, etc.). The increase in the index was the result of sufficient trigger provisions in the contract necessitating the adjustment. Total funds have been obligated. This work will be complete by July 2008. The Headquarters Aeronautical Systems Center, Wright-Patterson Air Force Base, Ohio, is the contracting activity (F33657-02-C-2001, P00018).

ARMY

Raytheon Company, Bedford, Mass., was awarded on Jan. 30, 2004, a $134,439,578 cost-plus-award-fee contract for FY04 PATRIOT engineering services. Work will be performed in Burlington, Mass. (12%), Huntsville, Ala. (1%), Andover, Mass. (2%), Tewksbury, Mass. (71%), El Paso, Texas (1%), Bedford, Mass. (12%), and Orlando, Fla. (1%), and is expected to be completed by Jan. 9, 2009. Contract funds will not expire at the end of the current fiscal year. This was a sole source contract initiated on August 26, 2003. The U.S. Army Aviation and Missile Command, Redstone Arsenal, Ala., is the contracting activity (W31P4Q-04-C-0020).

Lockheed Martin Corp., Grand Prairie, Texas, was awarded on Jan. 27, 2004, a $95,681,016 modification to a firm-fixed-price and cost-plus-fixed-fee contract for 780 Guided Multiple Launch Rocket Systems. Work will be performed in Grand Prairie, Texas (75%), East Camden, Ark. (15%), and Lufkin, Texas (10%), and is expected to be completed by May 31, 2005. Contract funds will not expire at the end of the current fiscal year. This was a sole source contract initiated on June 27, 2003. General Dynamics Land Systems Inc., Sterling Heights, Mich., was awarded on Jan. 30, 2004, a $47,765,300 modification to a cost-plus-fixed-fee contract for system technical support for the Abrams Tank program. Work will be performed in Sterling Heights, Mich., and is expected to be completed by Sept. 30, 2006. Contract funds will not expire at the end of the current fiscal year. This was a sole source contract initiated on Nov. 23, 2001. The U.S. Army Tank-Automotive and Armaments Command, Warren, Mich., is the contracting activity (DAAE07-01-C-N075).

W.E. ONeil Construction Company of Calif., Los Angeles, Calif., was awarded on Jan. 29, 2004, a $19,132,108 firm-fixed-price contract for the addition and renovation of the Joint Strike Fighter complex. Work will be performed at Edwards Air Force Base, Calif., and is expected to be completed by July 1, 2006. Contract funds will not expire at the end of the current fiscal year. There were an unknown number of bids solicited via the World Wide Web on May 29, 2003, and three bids were received. Raytheon/Lockheed Martin JAVELIN Joint Venture, Tucson, Ariz., was awarded on Jan. 25, 2004, a $17,978,756 firm-fixed-price, cost reimbursable, and cost-plus-fixed-fee contract for life cycle contractor support for the JAVELIN weapon system. Work will be performed in Tucson, Ariz. (60%) and Orlando, Fla. (40%), and is expected to be completed by Jan. 15, 2008. Contract funds will not expire at the end of the current fiscal year. General Dynamics Ordnance and Tactical Systems Inc., Marion, Ill., was awarded on Jan. 29, 2004, an $11,130,368 modification to a firm-fixed-price contract for cartridges for the 25MM M793 target practice tracers. Work will be performed in Marion, Ill., and is expected to be completed by Sept. 30, 2005. Contract funds will not expire at the end of the current fiscal year. There were an unknown number of bids solicited via the World Wide Web solicited on April 20, 1999, and two bids were received. Syracuse Research Corp., Syracuse, N.Y., was awarded on Jan. 26, 2004, a $10,000,000 increment as part of a $20,327,234 cost-plus-fixed-fee contract for the purchase of 23 additional prototypes of the lightweight counter mortar radar. Work will be performed in Syracuse, N.Y., and is expected to be completed by Dec. 31, 2004. Contract funds will not expire at the end of the current fiscal year. TrueTech Inc.*, Riverhead, N.Y., was awarded on Jan. 29, 2004, a delivery order amount of $8,667,759 as part of a $56,472,087 firm-fixed-price contract for 25,000 M295 decontamination kits. Work will be performed in Riverhead, N.Y., and is expected to be completed by Dec. 31, 2004. Contract funds will not expire at the end of the current fiscal year. SECHAN Electronics*, Lititz, Pa., was awarded on Jan. 27, 2004, a $6,563,139 modification to a firm-fixed-price contract for 17 digital topographic support systems-light. Work will be performed in Lititz, Pa., and is expected to be completed by May 30, 2005. Contract funds will not expire at the end of the current fiscal year. Westwind Technologies Inc.*, Huntsville, Ala., was awarded on Jan. 26, 2004, a delivery order amount of $6,555,445 as part of a $70,663,576 firm-fixed-price contract for manufacture and assembly of electrical and mechanical kits, spares kits, and replacement parts for the full authority digital engine control, CH-47D Chinook helicopter. Work will be performed in Huntsville, Ala., and is expected to be completed by April 30, 2006. Contract funds will not expire at the end of the current fiscal year. Guyco Inc., Lampasas, Texas, was awarded on Jan. 28, 2004, a delivery order amount of $6,193,939 as part of a $30,367,623 firm-fixed-price contract for upgrade of barrack facilities. Ultralife Batteries Inc.*, Newark, N.Y., was awarded on Jan. 30, 2004, a $5,999,768 firm-fixed-price contract for procurement of 34,537 packages of the high-performance lithium manganese dioxide battery. Work will be performed in Newark, N.Y., and is expected to be completed by July 23, 2004. Contract funds will not expire at the end of the current fiscal year. BAE Systems Mission Solutions, San Diego, Calif., was awarded on Jan. 30, 2004, a delivery order amount of $5,150,000 as part of a $16,350,000 firm-fixed-price contract for on-site contractor services to accomplish a broad spectrum of imagery and geospatial analysis and support services. Work will be performed in Washington, D.C. (95%) and St. Louis, Mo. (5%), and is expected to be completed by Jan. 31, 2007. Contract funds will not expire at the end of the current fiscal year. This was a sole source contract initiated on Jan. 16, 2004. The National Geospatial Intelligence Agency, Arnold, Mo., is the contracting activity (NMA302-03-D-0004).

ICS Inc., Grand Forks, N.D., was awarded on Jan. 27, 2004, a $5,000,000 firm-fixed-price contract for levees and flood wall construction. Work will be performed in East Grand Forks, Minn., and is expected to be completed by Feb. 6, 2006. Contract funds will not expire at the end of the current fiscal year. There were 160 bids solicited on Aug. 28, 2003, and eight bids were received. The U.S. Army Corps of Engineers, St. Paul, Minn., is the contracting activity (W912ES-04-C-0004).

DEFENSE LOGISTICS AGENCY

Pride Flight Service Inc.*, Alexandria, La., is being awarded $10,251,149 fixed price with economic price adjustment type of contract for fuel for the military services and federal civilian agencies. Performance completion date is expected to be Mar 31, 2007. Contract funds will expire at the end of this fiscal year. There was proposal solicitation and one responded.
