NAVY

Lockheed Martin Corp., Lockheed Martin Aeronautics Co., Fort Worth, Texas, is being awarded a $52,447,827 modification to a previously awarded cost-plus-award-fee contract (N00019-02-C-3002) for the Joint Strike Fighter (JSF) systems development and demonstration effort. Under this modification, the contractor is required to remove the Automatic Carrier Landing System function and incorporate the Joint Precision Approach and Landing System in the JSF. Work will be performed in Fort Worth, Texas (80 percent), and El Segundo, Calif. (20 percent), and is expected to be completed in April 2012. Contract funds will not expire at the end of the current fiscal year. The Naval Air Systems Command, Patuxent River, Md., is the contracting activity.

Tele-Consultants Inc., Alpharetta, Ga., is being awarded an $18,603,333 cost-plus-fixed-fee, indefinite-delivery/indefinite-quantity contract to support communications/electronic support measures program objectives for the Submarine Communications Electromagnetic Systems Department. Work will be performed in San Diego, Calif., and is expected to be completed by February 2009. Contract funds will not expire at the end of the current fiscal year. The contract was competitively procured via the Internet, with two proposals received. The Naval Undersea Warfare Center, Newport Division, Newport, R.I., is the contracting activity (N66604-04-D-0687).

AIR FORCE

Honeywell International Inc., Redmond, Wash., is being awarded a $6,976,000 firm-fixed-price contract to provide for 128 each of the Traffic Collision Avoidance System (TCAS), Global Air Traffic Management IV (GATM IV) and mode S/information friend or foe transponders (military standard 1553); and 128 each of the TCAS, GATM IV and KIV-119 cryptographic applique (with 10-year warranty) for the C-17 Systems Program Office. Total funds have been obligated. This work will be complete by August 2004. Solicitation began February 2004, and negotiations were completed February 2004. Headquarters Electronic Systems Center, Hanscom Air Force Base, Mass., is the contracting activity (F19628-02-D-0014, 0031).

United Technologies Corp., East Hartford, Conn., is being awarded a $6,928,059 firm-fixed-price contract to provide for 250 each combustion chamber liner in support of the F100-PW-200 engine. This contract supports foreign military sales to Belgium. Total funds have been obligated. This work will be complete by September 2005. Solicitation began December 2003, and negotiations were completed February 2004. Headquarters Oklahoma City Air Logistics Center, Tinker Air Force Base, Okla., is the contracting activity (F34601-01-G-0006-0733).

P.C. Krause and Associates, West Lafayette, Ind., is being awarded a $49,000,000 indefinite-delivery/indefinite-quantity contract. The overall objective of this program is to develop and apply design, analysis and optimization techniques that will greatly enhance the capabilities, survivability, security and affordability of large-scale systems such as aircraft, spacecraft, ships vehicles, weapons and terrestrial energy systems. To support this development, simulations of large-scale systems such as the high altitude airship, Joint Strike Fighter, sensor craft and terrestrial power grid shall be implemented by developing and applying advanced modeling and simulation technologies such as distributed heterogeneous simulation. This program will also utilize the simulations along with hardware tests for model validation to evaluate emerging technologies, design alternatives and retrofits. The Air Force can issue delivery orders totaling up to the maximum amount indicated above, though actual requirements may necessitate less than this amount. At this time, $1,743,966 of the funds have been obligated. Further funds will be obligated as individual delivery orders are issued. This work will be complete by February 2009. Negotiations were completed February 2004. The Air Force Research Laboratories, Wright-Patterson Air Force Base, Ohio, is the contracting activity (FA8650-04-D-2409).

DEFENSE LOGISTICS AGENCY

Tennessee Apparel*, Tullahoma, Tenn., is being awarded $14,490,000 firm-fixed-price type of contract for extended cold weather clothing system parka, desert camouflage, for the U.S. Army. Performance completion date is expected to be Dec. 16, 2004. Contract funds will expire this fiscal year. There were six proposal solicitations, and five responded. The Defense Supply Center Philadelphia, Philadelphia, Pa., is the contracting activity (SP0100-04-C4193).

Tennier Industries Inc.*, Pomona, N.Y., is being awarded $13,296,344 firm-fixed-price type of contract for extended cold weather clothing system parka, desert camouflage, for the U.S. Army. Work will also be performed in Huntsville, Tenn. Performance completion date is expected to be Dec. 16, 2004. Contract funds will expire this fiscal year. Valley Apparel LLC*, Knoxville, Tenn., is being awarded $6,220,200 firm-fixed-price type of contract for extended cold weather clothing system parka, desert camouflage, for the U.S. Army. Performance completion date is expected to be Dec. 16, 2004. Contract funds will expire this fiscal year. There were six proposal solicitations, and five responded.
