CONTRACTS

AIR FORCE

Raytheon Co., Goleta, Calif., is being awarded a $423,890,000 indefinite delivery/indefinite quantity contract modification to provide for spares and repairs determined to be sole source to Raytheon Co. and within the federal stock classes included in the class justification and approval. These items are applicable to multiple systems: AN/ALE-50; AN/ALQ-184; AN/ALQ-161. The Air Force can issue delivery orders totaling up to the maximum amount indicated above, although actual requirements may necessitate less than this amount. No funds have been obligated. This work will be complete by August 2014. Solicitation began April 2002 and Negotiations were completed January 2004. The Headquarters Warner Robins Air Logistics Center, Robins Air Force Base, Ga., is the contracting activity (FA8523-04-D-0001, P00001).

Lockheed Martin Corp., Marietta, Ga., is being awarded a $150,500,000 firm fixed price contract modification. This contract is for F/A 22 production long lead activities, diminishing manufacturing sources, performance-based agile logistics support, and producibility improvement program efforts through 31 March 2004. The locations of performance are: Lockheed Martin Corp., Lockheed Martin Aeronautics Co., Marietta, Ga. (33%); Lockheed Martin Corp., Lockheed Martin Aeronautics, Fort Worth, Texas (35%); and The Boeing Co., Information Space and Defense Systems, Aircraft and Missile Systems, Seattle, Wash. (32%). At this time, $31,600,000 of the funds has been obligated.The Headquarters Aeronautical Systems Center, Wright-Patterson Air Force Base, Ohio, is the contracting activity (F33657-02-C-0010, P00011).

NAVY

Raytheon Missile Systems Co., d/b/a Raytheon Systems Co., Tucson, Ariz., is being awarded a $175,925,000 ceiling-priced undefinitized contract action for the procurement of approximately 225 Tomahawk Block IV cruise missiles, as well as a performance verification test for low rate initial production three (LRIP-3). It also includes two guidance test sets (GTS), and GTS spare and repair parts for the United Kingdom. Work will be performed in Tucson, Ariz., and is expected to be completed in April 2006. Contract funds will not expire at the end of the current fiscal year. This contract was not competitively procured. This contract combines purchases for the U.S. Navy (97.5%; $170,925,000 ceiling) and the United Kingdom (2.5%; $5,000,000 ceiling) under the Foreign Military Sales Program. The Naval Air Systems Command, Patuxent River, Md. is the contracting activity (N00019-04-C-0021).

Bell Helicopter Textron, Inc., Fort Worth, Texas, is being awarded a $45,534,794 modification to a previously awarded firm-fixed-price contract (N00019-04-C-0001) for the design, development, manufacture, and installation of 1 AH-1Z and 1 UH-1Y flight training device. Work will be performed in Arrow, Okla. (60 percent), and Fort Worth, Texas (40 percent), and is expected to be completed in November 2006. Contract funds will not expire at the end of the current fiscal year. The Naval Air Systems Command, Patuxent River, Md., is the contracting activity.

McDonnell Douglas Corp., a wholly owned subsidiary of The Boeing Co., St. Louis, Mo., is being awarded an $8,812,851 modification to a previously awarded firm-fixed-price contract (N68335-03-C-0131) to exercise an option for the procurement of 15 Ai7 Consolidated Automated Support System (CASS) Block II wiring kits, 30 CASS Block III wiring kits, 45 instrumentation kits, 45 site installations, license fees and technical data. Work will be performed in St. Louis, Mo., and is expected to be completed in November 2005. Contract funds will not expire at the end of the current fiscal year. The Naval Air Systems Command, Aircraft Division, Lakehurst, N.J., is the contracting activity.

Sparton Defense Electronics, DeLeon Springs, Fla., is being awarded a $7,602,486 firm-fixed-price contract for 7,418 AN/SSQ-77C sonobuoys and associated data. AN/SSQ-77C sonobuoys are dropped from various airborne platforms and utilized for search and detection of submerged submarines. Work will be performed in DeLeon Springs, Fla., and is expected to be completed by March 2006. Contract funds will not expire at the end of the current fiscal year. The contract was competitively procured, with two proposals solicited and two offers received. The Naval Surface Warfare Center, Crane Division, Crane Ind., is the contracting activity (N00164-04-C-6741).

Bell-Boeing Joint Program Office, Patuxent River, Md., is being awarded a not-to-exceed $7,555,167, time and material delivery order against a previously awarded basic ordering agreement (N00019-04-G-0007) to provide engineering and technical support for management of the V-22 flight control system and on-aircraft software. Work will be performed in Philadelphia, Pa. (90 percent) and Ft. Worth, Texas (10 percent), and is expected to be completed in August 2004. Contract funds will not expire at the end of the current fiscal year. The Naval Air Systems Command, Patuxent River, Md., is the contracting activity.

ARMY

University of Mississippi, University, Miss., was awarded on March 3, 2004, a $2,890,175 increment as part of a $15,251,431 cost-reimbursement contract for acoustic technology. Work will be performed in University, Miss., and is expected to be completed by March 2, 2005. Contract funds will not expire at the end of the current fiscal year. There were an unknown number of bids solicited via the World Wide Web on Aug. 26, 1999, and five bids were received. The U.S. Army Space and Missile Defense Command, Huntsville, Ala., is the contracting activity (DASG60-00-C-0061).

Hill-Huffman Construction and Engineering L.L.C., Poplar Bluff, Mo., was awarded on March 2, 2004, a $500,000 increment as part of an $8,148,860 firm-fixed-price contract for installation of approximately 4.2 miles of sewage gravity flow interceptor. Work will be performed in DeSoto, Miss., and is expected to be completed by Nov. 30, 2004. Contract funds will not expire at the end of the current fiscal year. There were 100 bids solicited on Dec. 22, 2003, and ten bids were received. The U.S. Army Engineer District, Memphis, Tenn., is the contracting activity (W912EQ-04-C-0006).

DEFENSE LOGISTICS AGENCY

LB&B Associates, Inc., Columbia, Md., is being awarded a $8,240,346 firm fixed price type of contract for refueling services for the Navy. Work will also be performed in California. Performance completion date is expected to be August 31, 2008. Contract funds will not expire at the end of the current fiscal year. This was a website proposal solicitation and five responded. The contracting activity is the Defense Energy Support Center, Fort Belvoir, Va. (SP0600-04-D-5415)

U.S. Food International, Inc. (USFI)*, Gardena, Calif., is being awarded a $7,750,000 firm fixed price with indefinite quantity type of contract for prime vendor for full line food distribution for the Army, Navy and Child Development Center in Korea. Work will also be performed in La Mirada, Calif. Performance completion date is expected to be September 22, 2005. Contract funds will expire at the end of the current fiscal year. There were 23 proposal solicitations and five responded. The contracting activity is the Defense Supply Center Philadelphia, Philadelphia, Pa. (SP0300-03-D-2971).
