CONTRACTS

DEFENSE LOGISTICS AGENCY

Fueling Systems Contractors, JV, Napa, Calif., is being awarded a $112,500,000 firm-fixed-price type of contract for providing all necessary fuel facilities/equipment and fuel services to support the Air Force. Work will also be performed at Al Udeid AB, Qatar. There were 20 proposal solicitations and three responded. Performance completion date is expected to be Sept. 14, 2010. Contract funds will not expire at the end of the current fiscal year. The contracting activity is the Defense Energy Support Center, Fort Belvoir, Va. (SP0600-04-C-5419).

NAVY

Optics 1, Inc.*, Westlake Village, Calif., is being awarded a not-to-exceed $25,000,000 indefinite-delivery/indefinite-quantity contract for a Phase III Small Business Innovative Research (SBIR) Program under Topic N99-192 entitled Electro-Optical/Infra-Red (EO/IR) Sensor Application on Supersonic Vehicles. The objective of the topic is to develop techniques that permit EO/IR sensors to operate in the high temperature environment of supersonic weapons and aircraft. Work will be performed in Westlake Village, Calif., and is expected to be completed in March 2009. Contract funds will not expire at the end of the current fiscal year. This contract was competitively procured using SBIR Program Solicitation under Topic N99-192 and 7 offers were received. The Naval Air Warfare Center Aircraft Division, Lakehurst, N.J. is the contracting activity (N68335-04-D-0004).

TekStar, Inc.*, Colorado Springs, Colo., is being awarded a $13,716,203 cost-plus-award-fee contract for maintenance services at U.S. Naval Activity, Puerto Rico. This contract contains options, which if exercised, would bring the total cumulative amount to a not to exceed value of $40,268,896. Work will be performed in Roosevelt Roads, Puerto Rico, and is expected to be completed by March 2005. Contract funds will expire at the end of the current fiscal year. This contract was a sole source negotiated procurement awarded under Section 8(a) of the Small Business Act. The Naval Facilities Engineering Command, Atlantic Division, Norfolk, Va., is the contracting activity (N62470-04-D-0665).

BearingPoint LLC, Lexington Park, Md., is being awarded a $13,063,389 ceiling-priced modification to exercise an option to a delivery order placed against a previously awarded Blanket Purchase Agreement (N00421-00-A-0351). This modification provides for an interoperability analysis to determine commonality among the four Enterprise Resource Planning (ERP) pilot projects; SIGMA (Naval Air Systems Command); NEMAIS (Naval Sea Systems Command); SMART (Naval Supply Systems Command), and CABRILLO (Space and Naval Warfare Systems Command). Work will be performed in Annapolis, Md., and is expected to be completed in May 2004. Contract funds will not expire at the end of the current fiscal year. The Naval Air Systems Command Aircraft Division, Patuxent River, Md., is the contracting activity.

Bell-Boeing Joint Program Office, Patuxent River, Md., is being awarded an $8,000,000 modification to a previously awarded cost-plus-award-fee contract (N00019-93-C-0006) to provide additional funds for the MV-22 Engineering and Manufacturing Development Program. Work will be performed in Fort Worth, Texas (50%) and Ridley Park, Pa. (50%), and is expected to be completed in November 2004. Contract funds in the amount of $903,545 will expire at the end of the current fiscal year. The Naval Air Systems Command, Patuxent River, Md., is the contracting activity.

ARMY

Red Dot Corp.*, Seattle, Wash., was awarded on March 11, 2004, a $9,736,500 firm-fixed-price contract for 6,491 air conditioning kits for the High Mobility Multi-Wheeled Vehicles. Work will be performed in Seattle, Wash., and is expected to be completed by July 11, 2004. Contract funds will not expire at the end of the current fiscal year. This was a sole source contract initiated on Feb. 26, 2004. The U.S. Army Tank-Automotive and Armaments Command, Warren, Mich., is the contracting activity (W56HZV-04-C-0339).

Washington International Inc., Princeton, N.J., was awarded on March 12, 2004, a delivery order amount of $2,096,000 as part of a $500,000,000 cost-plus-award-fee and firm-fixed-price contract for transmission, distribution, communications, and controls for the Iraqi Infrastructure. Work will be performed in Northern Iraq, and is expected to be completed by March 31, 2006. Contract funds will not expire at the end of the current fiscal year. There were an unknown number of bids solicited via the World Wide Web on Jan. 6, 2004, and six bids were received. The U.S. Army Corps of Engineers, Louisville, Ky., is the contracting activity (W914NS-04-D-0010).

Perini Corp., Framingham, Mass., was awarded on March 12, 2004, a delivery order amount of $706,485 as part of a $500,000,000 cost-plus-award-fee and firm-fixed-price contract for transmission, distribution, communications, and controls for the Iraqi infrastructure. Work will be performed in Southern Iraq, and is expected to be completed by March 31, 2006. Contract funds will not expire at the end of the current fiscal year. There were an unknown number of bids solicited via the World Wide Web on Jan. 6, 2004, and six bids were received. The U.S. Army Corps of Engineers, Louisville, Ky., is the contracting activity (W914NS-04-D-0011).

AIR FORCE

John Beyerle C3I Associated, Oneida, N.Y., is being awarded a $9,817,581 cost-plus fixed-fee contract. The purpose of this acquisition is to increase the knowledge and understanding of next generation Command and Control Intelligence weapon systems. This work will be complete by February 2008. Solicitation began July 2003 and negotiations were completed March 2004. The Air Force Research Laboratory, Rome, N.Y., is the contracting activity (F30602-04-C-0048).
