CONTRACTS

ARMY

Alliant Lake City Small Caliber Ammunition Co. L.L.C., Independence, Mo., was awarded on March 17, 2004, a delivery order amount of $140,171,449 as part of a $256,356,079 firm-fixed-price contract for various quantities of small caliber ammunition. Work will be performed in Independence, Mo., and is expected to be completed by Dec. 31, 2004. Contract funds will not expire at the end of the current fiscal year. There were two bids solicited on July 30, 1999, and two bids were received. The U.S. Army Joint Munitions Command, Rock Island, Ill., is the contracting activity (DAAA09-99-D-0016).

The Clark Construction Group Inc., Tampa, Fla., was awarded on March 18, 2004, a $20,599,000 firm-fixed-price contract for construction of a two-story facility. Work will be performed at MacDill Air Force Base, Fla., and is expected to be completed by June 11, 2005. Contract funds will not expire at the end of the current fiscal year. There were 425 bids solicited on Jan. 12, 2004, and three bids were received. The U.S. Army Corps of Engineers, Mobile, Ala., is the contracting activity (W91278-04-C-0017).

W.G. Yates & Sons Construction Co., Philadelphia, Miss., was awarded on March 18, 2004, a $5,190,000 firm-fixed-price contract for construction of a new nine-level air traffic control tower. Work will be performed at Columbus Air Force Base, Miss., and is expected to be completed by July 11, 2005. Contract funds will not expire at the end of the current fiscal year. There were 225 bids solicited on Jan. 16, 2004, and six bids were received. The U.S. Army Corps of Engineers, Mobile, Ala., is the contracting activity (W91278-04-C-0019).

Innovative Concepts Inc.*, McLean, Va., was awarded on March 17, 2004, a $4,000,000 increment as part of an $8,970,850 cost-plus-fixed-fee contract for software upgrade of the imroved data modem. Work will be performed in McLean, Va., and is expected to be completed by March 15, 2009. Contract funds will not expire at the end of the current fiscal year. This was a sole source contract initiated on March 1, 2004. The U.S. Army Aviation and Missile Command, Redstone Arsenal, Ala., is the contracting activity (W58RGZ-04-C-0171).

2 Phase Technologies*, Santa Clara, Calif., was awarded on March 18, 2004, a delivery order amount of $1,400,000 as part of a $6,000,000 cost-plus-fixed-fee contract for a reconfigurable tooling system for depot level repair. Work will be performed in Santa Clara, Calif. (63 percent), Dayton, Nev. (11 percent), Reno, Nev. (10 percent), Las Vegas, Nev. (10 percent), and Newark, Del. (6 percent), and is expected to be completed by Sept. 30, 2010. Contract funds will not expire at the end of the current fiscal year. This was a sole source contract initiated on Feb. 18, 2004. The U.S. Army Aviation Applied Technology Directorate, Fort Eustis, Va., is the contracting activity (W911W6-04-D-0001).

DEFENSE LOGISTICS AGENCY

Public Warehousing Co., State of Kuwait, is being awarded a $22,391,904 firm fixed price with indefinite quantity type of contract for prime vendor for full line food distribution for all U.S. military services in Kuwait, Iraq, and Qatar. There were 200 proposal solicitations and five responded. Performance completion date is expected to be March 21, 2005. Contract funds will expire at the end of the current fiscal year. The contracting activity is the Defense Supply Center Philadelphia, Philadelphia, Pa. (SP0300-03-D-3061).

AIR FORCE

The Boeing Co., Seal Beach, Calif., is being awarded a $16,304,722 cost-plus award-fee contract modification. This modification consists of (1) providing an additional $10,000,000 of 3600 funding for modernization development in recognition of contractors latest estimate at completion and (2) increasing the number of hours obligated by approximately $6,300,000 for calendar year 2004 sustainment options for the following items: (a) integrated missions operations support center operations and maintenance, (b) critical operations AFMC, (c) sustainment engineering support, and (d) backup master control station. Total funds have been obligated. This work will be complete by April 2005. The Headquarters Space and Missile Systems Center, Los Angeles Air Force Base, Calif., is the contracting activity (F04701-96-C-0025, P00293).

Lockheed Martin Corp., Marietta, Ga., is being awarded a $10,155,575 cost-plus award-fee contract modification to provide for C-5M technical manuals set. At this time, $500,000 of the funds has been obligated. This work will be complete by June 2008. Negotiations were completed March 2004. The Headquarters Aeronautical Systems Center, Wright-Patterson Air Force Base, Ohio, is the contracting activity (F33657-02-C-2000, P00038).

NAVY

Bell Helicopter Textron, Inc., Fort Worth, Texas, is being awarded a $13,063,646 modification to a previously awarded firm-fixed-price contract (N00019-04-C-0001) for the fiscal year 2004 procurement of acquisition logistics support for Lot I and II Low Rate Initial Production AH-1Z and UH-1Y aircraft. Work will be performed in Fort Worth, Texas, and is expected to be completed in October 2007. Contract funds will not expire at the end of the current fiscal year. The Naval Air Systems Command, Patuxent River, Md., is the contracting activity.

Team Logistics Joint Venture, Fairfax, Va., is being awarded a $12,254,250 modification to a previously awarded cost-plus-award-fee, indefinite-delivery/indefinite-quantity contract (N00421-01-D-0239) to exercise an option for 287,040 hours of maintenance planning and design interface technical/management support services for the Naval Air Systems Command Aircraft Division (NAVAIR AD), Patuxent River, Md., NAVAIR AD, Lakehurst, N.J., and the governments of Norway and Holland under the Foreign Military Sales Program. These services include evaluating initial designs and proposed design changes, maintenance planning, and sustaining maintenance plans. Work will be performed in Patuxent River, Md., and is expected to be completed in March 2005. Contract funds will not expire at the end of the current fiscal year. The Naval Air Systems Command Aircraft Division, Patuxent River, Md., is the contracting activity.

Raytheon Co., Space and Airborne Systems, El Segundo, Calif., is being awarded a not to exceed $8,250,000 indefinite-delivery/indefinite-quantity contract for the procurement of a not-to-exceed quantity of 15 CH-53E night vision system B-kits, which consist of a turreted forward looking infrared unit and system electronics units. Work will be performed in El Segundo, Calif. (77 percent); Midland, Ontario, Canada (11 percent); Goleta, Calif. (10 percent); and Albuquerque, N.M. (2 percent), and is expected to be completed in March 2005. Contract funds will not expire at the end of the current fiscal year. This contract was competitively procured via the NAVAIR e-solicitation website with three offers received. The Naval Air Systems Command, Patuxent River, Md. is the contracting activity (N00019-04-D-0070).

BAE Systems Technologies Inc., Rockville, Md., is being awarded a $6,426,339 modification to a previously awarded cost-plus-fixed-fee contract (N00421-01-C-0192) to exercise an option for engineering and technical support for air traffic control and landing systems. Work will be performed in St. Inigoes, Md. (88.5 percent) and San Diego, Calif. (11.5 percent), and is expected to be completed in March 2005. Contract funds in the amount of $469,700 will expire at the end of the current fiscal year. The Naval Air Systems Command Aircraft Division, St. Inigoes, Md., is the contracting activity.
